Today (April 25), the Standing Committee of the Seventh People's Congress of Jiading District held the 27th meeting of directors, and Lian Zhenghua, director of the Standing Committee of the District People's Congress, presided over the meeting.
The meeting listened to the report of the district government on the progress of the construction of a zero-waste city. Since Jiading was selected into the list of zero-waste city construction during the "14th Five-Year Plan" period in 2022, it has established a leadership responsibility system and improved various safeguard measures, such as ensuring the land for solid waste disposal facilities and recycling facilities, optimizing the layout of facilities, increasing the support of financial funds, strengthening the technical guidance for the creation of "zero-waste cells" such as towns, parks and enterprises, and strengthening publicity and guidance.
The meeting suggested that the district government should study and publicize the newly promulgated "Shanghai Zero-waste City Construction Regulations", correctly understand the purpose of the legislation, grasp the main connotation of the "Regulations", improve the position of the intention and realize the change of concept, and give full play to the forward-looking and guiding role of the "Regulations". It is necessary to implement the "Regulations" according to local conditions, clarify the responsibilities of all parties, strengthen the performance of all elements, strengthen coordination and linkage, and form a joint work force; It is necessary to practice whole-process people's democracy, give full play to the functions and roles of the people's congress, extensively collect social conditions and public opinions, build consensus, contribute wisdom and efforts, and jointly promote the quality and growth of zero-waste city construction.
The meeting also discussed and adopted the "Measures for the Management of the Performance of Duties by Deputies to the People's Congress of Jiading District, Shanghai (for Trial Implementation)".
