At 7:56 a.m. on April 20, the emergency team of Jiangwan Town issued an instruction requiring the team members to immediately go to their posts to carry out flood control work. After receiving the news, Liu Yongjia, a member of the town's emergency response team who was on vacation, immediately rushed to the town's emergency office and went to the town's waterfront bridge with the town's emergency team members to pile up sandbags to avoid the town's flooding.
