The rumored EPYC 4004 processor uses an AM5 interface:

According to Hoang Anh Phu, AMD may launch the EPYC 4004 processor with AM5 interface. This news is very interesting, on the one hand, because the number 4004 happens to be the name of Intel's first processor, and on the other hand, the use of the AM5 socket means breaking the boundaries between the desktop and server markets, which is reminiscent of the Intel Xeon E3-1230.

According to the leaks, the EPYC EPYC™ 4004 processor with the AM5 socket will use the same Raphael cores as the Ryzen 7000, and may even include an X3D version with 3D V-Cache. As for the specific configuration, it is still unclear, some players think that it may be the desktop Ryzen 7000 renamed, and some players think that it may launch a completely different all-Zen4c core version. Some players even believe that the EPYC 4004 may have a different IOD, thus offering a higher number of PCIe 4.0 lanes than the desktop Ryzen 7000 (which is unlikely).

POPCNT is one of the seven new instructions added to SSE 4.2 compared to SSE 4.1. Microsoft's requirement is mandatory, and even bypassing it during installation will cause the system to fail to boot. This change will only affect a very small number of users, as SSE 4.2 has been supported by Nehalem processors since 16 years ago, and it is unlikely that older vintage computers will need to be upgraded to Windows 11 24H2 even if they are still working today.
