Job Announcements

In order to further strengthen the work force of communities (villages) and improve the capacity and level of grassroots governance, it was decided to carry out the recruitment of community (village) grassroots governance professionals in 2024. The relevant matters are hereby announced as follows:

1. Recruitment plan

In 2024, a total of 5,000 grassroots governance professionals will be recruited in the province, and the recruitment plans of each county (city and district) are detailed in the annex.

II. Application Requirements

(1) Applicants shall meet the following conditions

1. Have the nationality of the People's Republic of China.

2. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system.

3. College graduates in 2023 and 2024 who have no employment experience record (employment experience records include signing labor contracts, employment registration, participating in employee social insurance, registering market entities, registering social organizations, etc.).

4. Have a college degree or above in the general higher education enrollment plan.

5. Applicants must be at least 18 years old and under 30 years old (born between May 1993 and May 2006), and those who will graduate in 2024 for master's and doctoral students can be relaxed to under 35 years old (born in May 1988 or later).

6. Have good political quality and moral character, strong sense of organization and discipline, practical style, hard-working.

7. Have the physical condition and psychological quality to perform duties normally.

8. Under the same conditions, priority will be given to recruiting the children of martyrs, college graduates from poverty-stricken families, low-income families, zero-employment families, and college graduates with disabilities (physical and visual disability level 4 and hearing level 3 and 4 disability).

(2) Those who have any of the following circumstances shall not apply for the examination

1. Persons who have been expelled from the Communist Party of China.

2. Persons who have received criminal punishment for crimes, drug addicts, and persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness.

3. Persons who have not yet completed the period of influence of Party discipline sanctions.

4. Persons suspected of violating discipline and law who are under review and investigation and have not yet reached a conclusion.

5. Persons who have been found to have committed serious violations of rules and discipline in the recruitment examinations for civil servants and public recruitment examinations for public institutions in the past.

6. Active-duty military personnel.

7. Non-recent graduates.

8. Persons with employment records.

9. Persons who have registered or participated in job shadowing.

10. Other circumstances that violate relevant regulations and are not suitable for employment.

3. Recruitment process steps

Adhere to the principles of openness, equality, competition, and merit-based selection, and follow the steps of online registration, preliminary examination of qualifications, unified examination, qualification review, physical examination, publicity, and organization and selection.

(1) Online registration

1. Registration time: 09:00 on May 7, 2024 to 18:00 on May 11, 2024.

2. Registration method: Applicants log in to the Yunling Pioneer Network (https://ylxf.1237125.cn) and register according to the process.

3. Application principle: Applicants choose to register according to the county (city, district) recruitment plan, and each person is limited to one county (city, district).

4. Application requirements: When registering, candidates should carefully read the letter of commitment to good faith, and the application materials submitted should be true, accurate and complete. The valid national ID used for registration and the test must be the same. Candidates who fail to pass the qualification examination in the follow-up examination due to expired ID cards, incorrect information filling, blurred and deformed photos, etc., shall bear the consequences. College graduates in 2024 who have not yet obtained their graduation certificates at the time of registration can promise to register for the examination first, and then verify when selecting a job. Candidates who provide false application materials will be disqualified from applying for the examination once verified, and those involved in forging or altering relevant certificates, materials, and information to obtain examination qualifications by fraud will be severely dealt with in accordance with relevant regulations.

(2) Preliminary examination of qualifications

From May 7 to May 12, 2024, the recruiting unit will review the application to confirm whether the applicant is qualified to apply for the examination. If the preliminary examination of qualifications does not meet the application requirements, their qualifications for the examination will be cancelled. Those who have passed the preliminary examination of qualifications cannot apply for other positions. The number of people who have passed the preliminary examination of the qualifications of each position will be announced on the "Yunling Pioneer Network" the next day. Candidates can log in to the registration system to check the results of the preliminary examination of qualifications. The qualification review runs through the whole process of recruitment, and if it is found that the applicant does not meet the qualification conditions in all aspects of recruitment, his or her qualification for application or employment will be cancelled.

(3) Print the admission ticket

From 09:00 on May 21, 2024 to before the start of the examination, candidates can download and print the admission ticket through the registration system.

(4) Examinations

The exam is conducted in the form of a closed-book written test, with a total score of 100 points and a time limit of 120 minutes. Candidates should bring the admission ticket and their valid resident ID card used when registering, and take the examination according to the time, place and requirements determined on the admission ticket.

1. Exam time. May 26, 2024 from 14:00 to 16:00.

2. Exam location. The city (district) where the state (city) government of the post belongs to, and the specific examination location is subject to the admission ticket.

3. Score inquiry. After June 5, 2024, candidates can check the score and the passing score line in the region through the "Yunling Pioneer Network". Those who take the examination normally but have a score of zero, those who are not absent but are marked as absent, and those who have objections to violations of rules and disciplines may apply to the Provincial Personnel Examination Institute for suspicion within 2 days after the announcement of the examination results (including the day of announcement).

(5) Qualification review

1. In mid-to-late June 2024, each county (city, district) will determine the list of persons who will enter the qualification review in equal amounts according to the order of the results from high to low, among those who have passed the written test and above, and announce it. If the last written test score is tied, they will enter the qualification review together, and the candidates for the physical examination will be determined according to the situation of "priority recruitment under the same conditions". For details of the time and place of qualification review, please refer to the announcement of each county (city, district).

2. Those who enter the qualification review shall hold their written examination admission ticket, the original valid resident ID card, and the original graduation certificate (college graduates in 2024 who have not yet obtained the graduation certificate can participate in the qualification review with the graduation certificate to obtain a letter of commitment, and the original graduation certificate will be verified before job selection) and relevant supporting materials to participate in the qualification review, and the registration information of the candidates will be further verified by each county (city, district). Those who fail to pass the qualification review will be disqualified from participating in the physical examination.

(6) Physical examination

1. After the qualification review is completed, each county (city, district) shall announce the list of persons who have entered the physical examination and organize a unified physical examination. The items and standards of physical examination shall be implemented in accordance with the General Standards for Physical Examination for Civil Servants (Trial) and the operation manual. If there is any doubt about the conclusion of the physical examination, an application for re-examination may be submitted the next day after receiving the conclusion of the physical examination. The re-examination can only be carried out once, and the results of the physical examination are subject to the conclusion of the re-examination.

2. If there is a person who gives up, fails to pass the qualification review or fails to pass the physical examination result, the personnel above the passing score line will be supplemented and announced in order of results, and the physical examination will be conducted after passing the qualification review. Those who pass the physical examination shall be determined to be the personnel to be hired. Follow-up links will not be filled.

(7) Publicity

After the completion of the physical examination, the state (city) shall uniformly publicize the personnel to be hired, and the publicity time shall not be less than 5 days. After the expiration of the publicity period, if there are no problems or the problems reflected do not affect the employment, they may proceed to the next link; if the problems that affect the employment are reflected and verified, they will not be hired; and if the problems reflected are difficult to verify for the time being, the employment may be suspended, and the decision on whether or not to hire will be made after the investigation is clarified.

(8) Organize the selection of posts

After the expiration of the publicity period, each county (city, district) shall organize the publicity of those who have no objections, and select specific community (village) positions within the scope of the county (city, district) in accordance with the order of the written test results from high to low. Persons to be hired must not choose community (village) positions that constitute a recusal relationship after being hired. College graduates in 2024 who have not yet obtained their graduation certificates at the time of job selection will be disqualified from participating in job selection.

(9) Sign the agreement

After the completion of the selection, the counties (cities, districts) will organize the proposed personnel to sign an agreement with the neighborhood (village) committee for which they apply for the examination, and the service period shall be two years, and the agreement shall be signed once a year, and the apprenticeship agreement shall be signed in the first year and the service agreement shall be signed in the second year. Grassroots governance specialists do not have the status of civil servants or staff of public institutions.

(10) Supplementary employment

After the basic determination of the proposed personnel in the province, it will be decided whether to carry out supplementary employment according to the loss of posts. In the event of a supplementary recruitment, a supplementary employment announcement will be made through the website where the recruitment announcement was originally published.

Fourth, the treatment subsidy

Community (village) grassroots governance specialists will be given a subsidy of 2,500 yuan per person per month.

5. Relevant policy guarantees

(1) By 2026, when the "two committees" of the community (village) are re-elected, actively promote the grassroots governance professionals who have good work performance and meet the requirements for their positions, and elect them into the "two committees" of the community (village) in accordance with legal procedures.

(2) Grassroots governance specialists who have not entered the "two committees" of the community (village) at the time of the term change shall be recruited as full-time community workers after passing the assessment;

(3) From 2026 to 2028, the province will coordinate about 1,000 street (township) career positions every year, and recruit personnel with a college degree or above in the general higher education enrollment plan, who have worked in the community (village) for 2 consecutive years and are on the job [that is, the personnel who are uniformly hired by the province, state, county and township to work in the community (village), the members of the village "two committees" team and the full-time community workers who are included in the management of the "large post system"].

6. Other matters

(1) This recruitment does not entrust any institution or individual to release recruitment information, please do not believe any relevant recruitment information such as "inside information" and "exclusive channels" to avoid being deceived. Candidates are responsible for viewing incorrect information from other channels that affect the test or cause personal information to be leaked.

(2) There is no fee for this recruitment examination, no counseling books are published or specified, and no counseling training courses are held or entrusted to any institution or individual. Candidates are requested to be vigilant and rational to prevent damage to their rights and interests.
