The Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the State Administration for Market Regulation, and the State Administration of Radio and Television recently jointly issued a notice to deploy in-depth green building materials to the countryside nationwide. The theme of the event is "Green Building Materials into Ten Thousand Homes to Create a Better Life", which will be held from 2024 to 2026. In order to thoroughly implement the decision-making and deployment of the 20th National Congress of the Communist Party of China on building a modern industrial system, promoting new industrialization and rural revitalization, fully implement the "Implementation Plan for the High-quality Development of Green Building Materials Industry", accelerate the production, certification and promotion and application of green building materials, promote the high-quality development of the green building materials industry, and help the green development of urban and rural construction and the construction of beautiful villages, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the State Administration for Market Regulation, The State Administration of Radio, Film and Television has decided to carry out in-depth activities of green building materials in the countryside nationwide on the basis of the pilot work in 2022 and 2023. (1) Vigorously promote the high-quality development of the green building materials industry. In-depth implementation of the "Green Building Materials Industry High-quality Development Implementation Plan", select counties, townships and towns with building materials industry foundation and location advantages, give full play to the leading role of "chain master" enterprises, promote the coordinated development of the upstream and downstream of the green building materials industry chain, large and small enterprises, promote the high-quality development of the whole industrial chain of green building materials production, certification, circulation, application and service, and cultivate characteristic industrial clusters. Promote the green transformation of key areas, and accelerate the application of advanced and applicable technologies and products in the green building materials industry in the "Catalogue of Technologies and Products Encouraged to Promote the Application of the Building Materials Industry (2023 Edition)".

(2) Continue to expand the scope of products for participating in rural activities. In principle, the products participating in the activities should be products that have obtained green building materials certification, and the specific list of certified products and enterprise directories shall be released by the Technical Committee for Green Building Materials Product Certification. For products that have not carried out green building materials product certification, the technical requirements of the products should be clarified to ensure that the products meet the requirements, and the relevant product lists and enterprise directories should be released regularly for the selection of the participating entities of the activities.

(3) Encourage and promote the innovative development of new formats and new models of green building materials consumption. Establish a multi-level and multi-angle green consumption promotion mechanism, and study the inclusion of green building materials products in the scope of policy implementation such as trade-in of consumer goods. Support production, architectural design, decoration and other enterprises to jointly provide consumers with menu-based and customized application solutions for green building materials products, and explore new models of integrated decoration and decoration services. Support the organization of tours, promotions, promotions and other activities relying on home furnishing specialty stores, home building materials markets, home improvement enterprises, design companies, online platforms, etc., to promote innovative scenarios such as home furnishing experience halls and life halls to communities and rural areas, and meet the diverse and personalized needs of consumers. Support e-commerce platforms to set up special areas for green building materials products, and jointly carry out preferential promotions for enterprises participating in green building materials to the countryside.

(4) Explore the transformation from "green building materials products" to "green building materials system solution providers + characteristic rural construction service providers" to the countryside. According to local conditions, local materials, around the urgent need to solve the key problems of building energy conservation, seismic reinforcement and other key problems in rural construction, select a number of economical and practical "small system" solutions, and build green building materials application demonstration projects. Promote the use of green building materials products in the library of county-level rural construction projects, launch economic green building materials products and overall housing solutions according to the characteristics of rural buildings in different regions, create a number of characteristic rural construction service providers suitable for local rural consumers, and help the construction of modern livable farmhouses, energy-saving renovation of farmhouses, and the construction of modern agricultural facilities.

(5) Led by the China Building Materials Federation and the Green Building Materials Product Certification Technical Committee, organize relevant units to set up an activity promotion group. The activity promotion group should establish a liaison and coordination mechanism for activities, assist various regions to enrich and expand the content of activities, improve the public platform for green building materials, strengthen industry self-discipline, do a good job in upstream and downstream docking, coordinate and organize enterprises to actively participate, and encourage enterprises, e-commerce, stores, etc. to benefit the people. All localities can carry out activities in the countryside according to the actual development of the building materials industry and the activity promotion group.

(6) In order to further promote the activities to be deeper and more practical, focusing on the regional characteristic industries of green building materials, consumption pattern innovation, upstream and downstream coordinated development, etc., it is planned to select about 5 green building materials to the countryside innovation activities in 2025 and 2026 each year to be released and promote the activity model. Interested areas may, on the basis of summarizing the results of the previous year's activities, submit relevant materials before the end of February 2025 or 2026, and be reviewed and recommended to the Ministry of Industry and Information Technology by the competent provincial authorities. The Ministry of Industry and Information Technology will work with relevant departments to organize research and determine the innovative activities of green building materials in the countryside.

(7) The pilot areas that have been approved in 2022 and 2023 should play a leading role and continue to carry out green building materials to the countryside. The provincial-level competent department of industry and information technology in the area where the activity is carried out shall formulate an activity plan, refine the measures, assign responsibilities to the person, and implement them in place, and submit the relevant materials of the activity to the Ministry of Industry and Information Technology before the end of December each year according to the development of the activity. The six departments will select a number of activities with good implementation effects and strong driving effect to increase publicity and promotion.

Fourth, the division of labor between departments

All relevant departments should perform their duties, strengthen cooperation, and form a policy synergy. The competent departments of industry and information technology should carry out the "three products" action in the building materials industry in depth, promote green building materials to enrich product varieties, improve product quality, and expand brand influence. The competent department of housing and urban-rural construction should combine the construction of modern livable farmhouses and the energy-saving renovation of farmhouses to promote the application of green building materials. The competent departments of agriculture and rural affairs should strengthen the overall coordination of green building materials to the countryside and rural infrastructure construction, and promote the application of green building materials in government investment. The competent department of commerce should support all localities to include activity products in the implementation scope of the policy to promote consumption, encourage e-commerce platforms and offline home building materials stores to set up special areas, increase promotion efforts, and stimulate green consumption. The market supervision department should urge the relevant certification bodies to carry out green building materials product certification activities in accordance with laws and regulations, and strictly investigate and deal with certification violations and violations. Radio and television authorities should encourage the national radio and television media and online audio-visual platforms to popularize the knowledge of green building materials through news reports, special columns, short videos and other forms, strengthen the cultivation and guidance of green consumption concepts, and create a good public opinion atmosphere for the promotion and application of green building materials.
