Zhongguancun is the first national high-tech industrial development zone and a national independent innovation demonstration zone in mainland China, and is a test field for deepening the reform of the scientific and technological system and a banner for innovation and development. The construction of Zhongguancun into a world-leading science and technology park is a major national strategic task personally deployed by General Secretary Xi Jinping. The scope of application of this plan is the whole area of Zhongguancun Demonstration Zone.

2. Create the world's leading source of original innovation

Give full play to the advantages of Zhongguancun's scientific and educational resources, form a strong synergy of national strategic scientific and technological forces, take the lead in achieving breakthroughs in basic frontier fields and key core technologies, optimize the scientific research organization model and mechanism for collaborative research, improve the overall efficiency of the innovation system, and resolutely win the battle of key core technologies.

(1) Build a national strategic scientific and technological force agglomeration area

1. Build a world-class national laboratory system. Establish a central and local coordination guarantee mechanism to increase the support for scientific research tasks of national laboratories. Support national laboratories to rely on major scientific and technological infrastructure to carry out key core technology research and independent research and development of equipment, discover and cultivate a group of strategic scientists and leading scientific and technological talents, and cultivate and expand the team of scientific research, engineering and skilled talents who are familiar with cutting-edge and complex engineering construction. Support leading science and technology enterprises to deploy cutting-edge and disruptive technologies in advance, and strengthen basic research and the supply of original technologies. Support leading science and technology enterprises to undertake major national scientific and technological tasks, focus on major systems, strategic products, key components, key materials, key software, etc., related to the national economy and people's livelihood, and increase the intensity of key core technologies. 7. Accelerate the construction of major scientific and technological infrastructure and platforms. 9. Establish a mechanism for connecting basic research and applied research. (4) Build a team of high-level innovative and entrepreneurial talents

10. Gather high-level scientific and technological talents. Support the discovery and training of scientists engaged in scientific frontier exploration and interdisciplinary research, and accelerate the formation of a strategic scientist growth echelon. We will further implement projects such as the Outstanding Young Scientist Program, the Outstanding Young Talents Program, and the Young Talent Lifting Project, and increase the support for outstanding young scientific and technological talents.

11. Gather high-level industry leaders. Focus on key industrial areas in Zhongguancun and build an industrial talent innovation base. Deepen the construction of new engineering courses, support institutions of higher learning and enterprises to jointly build modern industrial colleges around high-tech and urgently needed fields, and cultivate a group of outstanding engineers. 12. Gather high-vitality entrepreneurial talents. Relying on maker spaces, incubators, accelerators and other carriers to attract overseas talents to carry out entrepreneurial activities in Zhongguancun. Build a national (Zhongguancun) Torch Science and Technology Innovation College with high standards, and create a deep incubation platform for hard science and technology entrepreneurship.
