According to the Measures for the Administration of Industrial Blocks in Guangzhou, industrial blocks refer to the areas of blocks with industry as the leading function in order to ensure the total scale of industrial land in Guangzhou.
- The block management follows the basic principles of "overall layout, strict adherence to the bottom line, combination of rigidity and elasticity, and quality and efficiency", stabilizes the total scale of industrial land, improves the utilization efficiency of industrial land, and promotes the rational layout and scale agglomeration of industrial land.
- In principle, the scale of construction land, land use indicators, special industrial policies, and industrial support funds are inclined to the industrial block.
The city's industrial block demarcation plan has been approved by the Municipal Party Committee and the Municipal Government in February 2020, and the revision of the industrial block in Tianhe District will be carried out based on the city's demarcation plan.
Block delineation
According to the relevant requirements of the "Administrative Measures for Industrial Blocks in Guangzhou" and the technical route for the preparation of the delineation plan of industrial blocks, the amendment of the industrial block in Tianhe District plans to add about 108 hectares of secondary control line of industrial blocks in the core area of Tianhe Smart City, with Guangshan Road in the north, Huolushan and Kemulang South Road in the west, Jiuyangshan in the east, and Chebeiyong North in the south.
In accordance with the idea of "overall planning, industrial agglomeration, and distinctive characteristics", we will integrate land resources and create a characteristic boutique industrial park with high output, complete supporting facilities and talent gathering.

"Planning"
Comprehensively analyze the upper-level planning and related policies, and focus on the key platforms for industrial development, expand the development space of modern urban agglomeration, and explore the "industrial upstairs" model according to the overall development strategy of Guangzhou City in 2049, the overall land and space planning of Tianhe District, and the "14th Five-Year Plan" for industrial development in the district.

"Scientific Layout"
Systematically sort out the current situation of industrial development and industrial land in Tianhe District, find out the bottom line, and improve the scientificity and feasibility of planning. Break through the bottleneck of the relatively scattered spatial layout of industrial land in Tianhe District, and delineate industrial blocks in the 2112 Industrial Park in the core area of the Smart City, so as to promote the agglomeration and development of modern urban industries in the park.

In-depth investigation of the current situation of the 2112 Industrial Park, integration of surrounding resources, adhere to ecological priority, and maximize the demand for industrial land. We have carried out field surveys for many times, inspected the terrain and landform, the current elevation, the current roads and the construction of enterprises around the old Yangshan and Yangmei River, found out the current situation, identified the existing problems, put forward practical solutions, gave full play to the advantages of the industrial foundation of the area, and effectively improved the feasibility of the plan.
