In order to further promote the faster and better development of health undertakings in Qujiang District, in accordance with the spirit of the Interim Provisions on Open Recruitment of Personnel in Public Institutions, the Interim Measures for Open Recruitment of Personnel in Public Institutions in Zhejiang Province, and the Interim Measures for Open Recruitment of Personnel in Public Institutions in Qujiang District. After research, it was decided to organize and carry out the open recruitment of staff in Qujiang District Health System Institutions in 2024, and the relevant matters are hereby announced as follows:

1. Recruitment plan

This time, 53 staff members of health system institutions were openly recruited from the public. For details of the specific recruitment units, positions, numbers and qualifications, please refer to the "2024 Quzhou Qujiang District Health System Public Recruitment Staff Plan" (Annex, hereinafter referred to as the plan)

Second, the scope of recruitment,

Eligibility and application requirements

(1) Have the nationality of the People's Republic of China, abide by the Constitution, laws, and regulations of the People's Republic of China, and be willing to perform the obligations of the staff of public institutions.

(2) Have the physical and psychological qualities to perform their duties normally.

(3) The relevant age requirements are detailed in the "Schedule", and those aged 35 and below are born after May 8, 1988, and so on.

(4) Requirements related to academic qualifications, majors, and scope of practice

1. Have obtained the academic degree certificate recognized by the state and in line with the required position.

Those who have not yet obtained the academic degree certificate can also apply for the examination:

(1) Fresh graduates of ordinary colleges and universities in 2024 can apply for the examination with the electronic registration and filing form of the Ministry of Education's academic certificate and the employment recommendation form, but they must obtain the academic degree certificate before September 30, 2024, otherwise they will not be hired;

(2) Overseas students who can provide the certificate of overseas academic qualifications and degrees issued by the China Service Center for Scholarly Study of the Ministry of Education during the qualification review.

2. Academic qualifications and majors must be the same learning experience. When a person with a higher degree of education applies for a position with lower educational requirements, he or she must meet the professional requirements corresponding to the academic qualifications required for the position.

3. If the second bachelor's degree major can verify the graduation certificate and degree certificate on the academic information network, you can apply for the examination with the second bachelor's degree major, but you cannot apply for the examination with a minor major.

4. Have obtained the professional and technical qualifications and training certificates required for the post, and the scope of post practice registration must be consistent with the position applied for.

(5) The following subjects are not allowed to apply for the examination:

1. Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have been found to have cheated or committed fraud in examinations in the civil servant recruitment examination (recruitment by public institutions) and are still within the period for which they are not allowed to apply for the examination, as well as persons who have other circumstances that are prohibited by law from being hired as civil servants (staff of public institutions), must not apply for the examination.

2. Formal staff employed by public institutions in Qujiang District must obtain a written certificate of consent from their unit and their competent department during the registration and online qualification preliminary examination. Otherwise, you will not be allowed to apply for the exam.

3. Targeted training subjects must obtain a written certificate that the entrusted training unit agrees to apply for the examination (graduates of targeted training in Qujiang District are not allowed to apply for the examination).

4. Positions that are uniformly recruited without clarifying the specific unit will be uniformly deployed after the completion of the recruitment procedures, and those who are unwilling to obey the unified deployment.

5. According to the provisions of the post setting policy, if the personnel applying for the corresponding post are not willing to be hired or transferred to a higher position, they shall not apply for the examination;

6. Civil servants and staff of organs (units) managed with reference to the Civil Servants Law, active military personnel, and non-2024 fresh graduates studying in ordinary colleges and universities cannot apply for the examination. Full-time students who are not graduating in 2024 and graduate students who are studying in ordinary colleges and universities cannot apply for the examination with their original academic qualifications and degree certificates.

7. Applicants and recruiting units are not allowed to apply for positions listed in the "Provisions on the Avoidance of Personnel Management of Public Institutions".

8. Those who fall under the provisions of the "Measures for the Recruitment and Inspection of Civil Servants (Trial)" (Zhong Zunfa [2021] No. 11) shall not be determined as one of the circumstances of the personnel to be hired, and shall not apply for the examination.

(6) Meet other qualifications required for the recruitment position, see the schedule for details.

The time of job experience, work experience (experience), pension insurance payment, certificate acquisition, etc., involved in this recruitment will be unified until May 8, 2024. Participation in social practice, internships, part-time jobs, etc. during the period of study at a regular university cannot be regarded as work experience (experience).

4. Announce the reduction of posts

5. Download and print the admission ticket

The time to download and print the admission ticket is tentatively scheduled from May 16, 2024 to May 18, 2024, please pay close attention to the relevant notices published in the "Open Government Affairs" column of the Qujiang District Government website, log in to the registration platform in time to download and print the admission ticket, and take the written test according to the time and place specified in the admission ticket.

Written

1. Written test content: The written test is in the form of a closed book. The content of the exam is basic medical knowledge (physiology, pathology, pharmacology, anatomy) and professional knowledge, and the maximum score is 100 points.

2. Time and place of the written test: The written test is tentatively scheduled for May 18, 2024. The specific time and place are subject to the admission ticket, and please pay attention to the Qujiang District Government portal website for relevant notices at any time. Candidates must bring the admission ticket and the second-generation ID card within the validity period to take the test at the specified time and place.

3. After the written test, the Qujiang District Health Bureau and the Qujiang District Human Resources and Social Security Bureau will uniformly delineate the passing score line of the written test results, and timely announce the information such as the passing score line of the written test results, the list of shortlisted on-site qualification reviewers and the on-site qualification review. Those who do not reach the passing score of the written test shall not enter the on-site qualification review and interview.

On-site qualification review

1. For those who pass the written examination, the number of recruitment positions is planned from high to low according to the ratio of 1:3 to determine the qualification review objects. If the number of finalists is less than 1:3, the actual number will be determined.

2. Bind the "2024 Qujiang District Health System Open Recruitment Public Institution Staff Qualification Review Form" and the copies of the required originals in order (the originals will be returned after verification). The materials to be brought for the on-site qualification review and the binding order are as follows:

(1) Fill in the information as required and paste the photo with the "2024 Qujiang District Health System Open Recruitment Public Institution Staff Qualification Review Form".

Those who fail to attend the interview at the specified time and place will be deemed to have automatically given up their interview qualifications, and the relevant positions will not be filled. Interviews are conducted in a structured interview format. The full score of the interview is 100 points, and the score of passing the interview is 60 points.

1. After the written test and interview, the total score will be converted into the total score according to the proportion of 50% of the candidate's written test and interview score (calculated to two decimal places, and the mantissa will be rounded. If the total scores are equal, the highest score in the written test will be ranked first), and the physical examination object will be determined according to the planned number of recruitment positions, from high score to low score in a 1:1 ratio. The physical examination work shall be carried out in accordance with the relevant contents of the "Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial)" and the "Operation Manual for Physical Examination for Civil Servants (Trial)" (Ministry of Human Resources and Social Security [2016] No. 140) and the "Notice on Further Improving the Physical Examination for Civil Servant Examinations" (Ministry of Human Resources and Social Security [2012] No. 65) and other documents. People with color vision abnormalities such as color blindness and color deficiency fail to pass the physical examination. The post has special requirements, which are implemented according to the industry physical examination standards.

2. Applicants who do not participate in the physical examination at the specified time and place will be deemed to have given up the physical examination. If the applicant waives the physical examination, it will be deemed to have given up the employment qualification.

3. Applicants who give up the physical examination or fail the physical examination will be replaced in turn.

4. The physical examination shall be organized and implemented by the Qujiang District Health Bureau and the Qujiang District Human Resources and Social Security Bureau.

1. The personnel who have passed the physical examination shall determine the assessment object according to the ratio of 1:1 from high score to low score according to the number of positions planned. The assessment work shall be organized and implemented by the Qujiang District Health Bureau in conjunction with relevant units in accordance with relevant procedures, with reference to the Notice on Doing a Good Job in the Recruitment and Inspection of Civil Servants (Guo Gong Bao Fa [2013] No. 2) and the Measures for the Recruitment and Inspection of Civil Servants (Trial) (Zhong Zheng Fa [2021] No. 11) of the State Civil Service Bureau.

2. The assessment period is generally not more than 60 days, which is calculated from the date of announcement of the shortlisted assessment objects. The assessment conclusion is "qualified" or "not suitable for employment as a staff member of a public institution", and the assessment result is only used as the basis for whether to hire or not in this recruitment.

Publicity, employment

The personnel to be hired after examination, physical examination and assessment will be publicized on the Qujiang District Government portal for a period of 7 working days. If there is no problem or there is a problem that does not affect the employment after verification, the employment formalities shall be handled in accordance with the prescribed procedures and the employment contract shall be signed. If there is a problem that affects the employment and there is evidence, the employment will not be hired; if it is difficult to verify the problem for the time being, the employment will be suspended, and the decision on whether or not to hire will be made after the investigation is clarified. Where it is decided not to be hired, it will not be replaced.

Some of the recruitment positions of the unspecified employer will be uniformly allocated by the Qujiang District Health Bureau.

After the announcement of the proposed employment targets for each recruitment position, those who give up their employment qualifications (including failing to go through the registration procedures, employment procedures and sign employment contracts within the prescribed time) or are disqualified from employment will not be replaced. When the next phase of the Qujiang District Health System Public Institution Recruitment Announcement for the same position is released (in principle, no more than one year), if the replacement has not been announced, it will not be filled.

Those who fail to report within the time limit without a legitimate reason will be disqualified from employment. In the case of the above-mentioned disqualification of employment, it will not be replaced. After the list of personnel to be hired is published and during the period from the completion of employment registration formalities, if the employment qualifications are waived without the consent of the recruiting unit, it shall be recorded in the integrity archive.

Newly hired personnel shall be hired under the employment system and shall sign employment contracts with public institutions. After the expiration of the probationary (probationary) period, the hired personnel shall serve in the employment position for at least 5 years (excluding standardized training time), and shall not apply for transfer or participate in the selection and recruitment if the service period has not expired, and shall bear the corresponding liability for breach of contract for breach of contract, and the specific liability for breach of contract shall be agreed in the employment contract.

The probationary period (probationary period) is generally 1 year, of which the actual work experience can be calculated for those who have worked continuously for more than 6 months, and the probationary period can be 6 months. Those who fail to pass the assessment at the end of the probationary period (probationary period) will be disqualified. The management of probationary (probationary) personnel shall be implemented in accordance with the Notice on Forwarding the Administrative Measures for the Probationary Period of Newly Recruited Civil Servants (Trial) (Zhe Ren She Fa [2011] No. 240).

4. Other related matters

1. The qualification review of candidates runs through the entire recruitment process. Therefore, the registration information submitted by the applicant should be true, accurate and valid. Anyone who provides false information and materials to obtain the qualification to apply for the examination, or deliberately conceals the true situation of the person, once verified, will be disqualified. Those who forge or alter relevant certificates, materials, and information, fraudulently obtain examination qualifications, or maliciously register, or trade admission qualifications, will be disqualified from employment.

2. The personnel to be hired must terminate the relationship with the original unit before registration, and go through the registration and employment procedures within the specified time, please do a good job of communication and negotiation in advance, especially if the original public institution is shortlisted for interview, after receiving the interview notice, it must be reported in writing to the unit.

3. The identification and handling of violations of discipline and regulations in this recruitment examination shall be carried out with reference to the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security).

4.
