　　The report of the 20th National Congress of the Communist Party of China pointed out that to build a modern industrial system, we must adhere to the focus of economic development on the real economy, promote new industrialization, and accelerate the construction of a manufacturing power, a quality power, a space power, a transportation power, a network power, and a digital China. The 2023 Central Economic Work Conference once again emphasized the need to lead the construction of a modern industrial system with scientific and technological innovation. Based on the new stage of development, accelerating the construction of a modern industrial system is not only an inevitable requirement for building a modern economic system and promoting high-quality economic development, but also an important starting point for implementing the new development concept and building a new development pattern, and a strategic measure to firmly grasp the initiative of the mainland's development and security and promote the realization of Chinese-style modernization.

　　The modern industrial system is a new industrial system dominated by high-tech industries, based on modern agriculture, with advanced manufacturing as the backbone and modern service industry as the main body, aiming to form a high-end value chain, shape international competitive advantages, and achieve sustainable development for future development trends. In the context of the accelerated evolution of the world's great changes unseen in a century, we must firmly grasp the essential characteristics and core elements of the modern industrial system, focus on the modernity, advancement, systematization and safety of industrial development, use industrial ecological thinking and complex system thinking, build the "four beams and eight pillars" of the modern industrial system, and promote the high-quality development of mainland industries.

　　First, build a solid "two underlying systems". Seize the historical opportunity of the new round of scientific and technological revolution and the vigorous rise of the digital economy, build a digital ecosystem and industrial ecosystem, and build a solid foundation and ecological background for the development of a modern industrial system. Driving industrial digital transformation and industrial organization innovation through digital technology, creating and optimizing a digital ecosystem and industrial ecosystem that are compatible with the digital economy era will provide a "source of power" for the construction of a modern industrial system. In the era of digital economy, the digital ecosystem and industrial ecosystem driven by digital technology have become a new engine and "new foundation" for the development of a modern industrial system. Therefore, to build a modern industrial system, the mainland should accelerate the development of the digital economy, promote the deep integration of the digital economy and the real economy, and accelerate the creation of a digital industrial cluster with international competitiveness.

　　Second, optimize the composition of the "three major industries". The three industries are the main industrial body and organic composition of the modern industrial system, and the new era should focus on enhancing the supporting role of modern agriculture, advanced manufacturing and modern service industries in the construction of a modern industrial system. The primary industry focuses on the development of modern agriculture, including ecological agriculture, tourism agriculture, characteristic agriculture, etc., aiming to ensure national food security and promote the modernization of agriculture and rural areas. The secondary industry focuses on the development of modern manufacturing, including advanced manufacturing, high-end equipment manufacturing, service-oriented manufacturing, etc., aiming to ensure national industrial security and give full play to the core and main position of the real economy, especially the manufacturing industry. The tertiary industry focuses on the development of modern service industries, including business services, environmental services, health and social services, etc., aiming to improve economic efficiency and industrial competitiveness. Therefore, according to the different characteristics of the three industries, the industrial transformation and upgrading can be promoted in an orderly manner according to the development sequence of basic industries, pillar industries, leading industries, strategic emerging industries and future industries.

　　Third, strengthen the "four key areas". The real economy, technological innovation, human resources and modern finance are the core elements of a modern industrial system, and the construction of a modern industrial system with coordinated development needs to clarify the logical relationship between the four, optimize the interactive development path, and stimulate the momentum of high-quality development. The real economy is the main foundation of the national economy, scientific and technological innovation is the fundamental driving force for economic growth, modern finance is the main blood of the modern economy, and human resources are the first resources for economic and social development. Only by mobilizing, allocating and coordinating these constituent elements and key areas, giving full play to the supporting role of various types of capital, assets and funds in industrial development, and fully mobilizing the enthusiasm, initiative and creativity of all kinds of talents, can we promote the coordinated development of the modern industrial system. Among them, the real economy is the top priority of the modern industrial system, and the mainland needs to accelerate the transformation and upgrading of traditional industries while promoting the development of strategic emerging industry integration clusters, and build a new generation of information technology, artificial intelligence, biotechnology, new energy, new materials, high-end equipment, green environmental protection and a number of new growth engines.

　　Fourth, improve the "seven major operating systems". Accelerate the improvement of the industrial development system, industrial technology system, industrial organization system, industrial structure system, industrial efficiency system, industrial space system and industrial opening system, so as to better support the high-quality development of mainland industries. Among them, the industrial development system is the "entry point" to build a modern industrial system, so it is necessary to promote the deep integration of manufacturing and service industries, promote the local industrial chain value chain to climb to the high-end, and form an industrial development system dominated by advanced manufacturing and modern service industry. Therefore, it is necessary to promote the deep integration of the digital economy and advanced manufacturing industry, accelerate the formation of an industrial innovation ecology, and stimulate the rich emergence and innovation in the leap of the modern industrial system. The industrial organization system is the "main starting point" for building a modern industrial system, so it is necessary to optimize the relationship between business entities in the construction of a modern industrial system through the orderly development of large and medium-sized enterprises, and then form a hierarchical sequence structure between the constituent elements. The industrial structure system is the "meridian belt" for the construction of a modern industrial system, which is related to the rational distribution and combination of the modern industrial system and the main productive forces. The industrial efficiency system is the "baton" for building a modern industrial system, which is reflected in the speed, rhythm, efficiency and path law of the evolution of the modern industrial system. Therefore, based on the comparative advantages of different regions, we should promote the orderly transfer of industries in China, optimize the layout of regional industrial chains, and accelerate the formation of an urban and rural regional development system that highlights advantages and coordinates linkage. The open industrial system is the "barometer" of building a modern industrial system, which can give it vitality of internal and external interaction, alliance, coordination, cooperation and competition, thereby improving the resilience and security of the industrial chain and supply chain.

　　It should be emphasized that to build the "four beams and eight pillars" of the modern industrial system, it is necessary to promote industrial innovation with scientific and technological innovation, accelerate the promotion of new industrialization, continue to promote the optimization and upgrading of the industrial structure, vigorously promote the integration of the "four chains" of innovation chain, industrial chain, capital chain and talent chain, and empower the iterative upgrading of pillar industries, the cultivation and growth of emerging industries, and the forward-looking layout of future industries with new quality productivity, so as to create advantageous industrial clusters with core competitiveness, and then provide important support for the construction of a modern economic system.
