On April 24, 2024, according to the Korean Central News Agency, North Korea's Foreign Economic Minister Yoon Chung-ho left Pyongyang by plane on the 23rd and led a delegation from the Ministry of Foreign Economic Cooperation to visit Iran.

It is extremely rare for North Korea to report so openly on its exchanges with Iran.

According to public information, in January 2021, the 8th Congress of the Workers' Party of Korea elected Yoon Chung-ho as an alternate member of the Central Committee of the Party. On January 17, 2021, the Fourth Session of the 14th Supreme People's Assembly of the DPRK appointed Yoon Chung-ho as Minister of Foreign Affairs.

Yonhap News Agency said that it is rare for high-level North Korean figures to visit Iran, and whether the two sides will use this visit as an opportunity to seek cooperation has attracted much attention. According to South Korean government databases, Yoon had previously worked on North Korea's relations with Syria.

As foreign economic minister, Yoon has been actively involved in the growing number of exchanges between North Korea and Russia, and earlier this month he led a delegation to Moscow. At the moment of the Iran-Israel conflict, it is understandable for Yoon Jung-ho to lead a delegation to visit Iran, and while demonstrating the friendship between the DPRK and Iran, he is very hopeful of signing a large order.

The third is the DPRK's frequent test launches.

On April 19, 2024, the DPRK conducted a test of the power of the "Arrow-1D-3" strategic cruise missile Dan super-large warhead and a test launch of a new air defense missile Dan in the western sea, and the test launch achieved the expected purpose. Allegedly, the tests are a regular activity of the relevant North Korean agencies and have nothing to do with the regional situation.

On April 22, 2024, according to the South Korean Joint Staff Headquarters, at around 15:01 on the same day, North Korea was monitored to launch a number of suspected short-range ballistic missiles into the eastern waters of the peninsula in the vicinity of its capital Pyongyang. The South Korean military said it was strengthening its vigilance and surveillance of the DPRK, and at the same time closely sharing relevant intelligence with the United States and Japan; according to the Japanese Ministry of Defense on the 22nd, the DPRK launched an object suspected of being a ballistic missile on the same day.

This is only three days after the last test launch (April 19), and it is also the first time in 20 days that North Korea has launched a "ballistic guide" Dan, and on April 2, North Korea also test-fired the "Hwasong-16B" new medium- and long-range solid-fuel ballistic Dan.

North Korea did have a test launch on April 22, 2024, and according to a report by the Korean Central News Agency on April 23, Kim Jong-un directed the implementation of the "He Counterattack Simulation Comprehensive Tactical Training" using super-large rocket artillery, which was conducted in the "He Trigger", which refers to North Korea's National Integrated Weapons Management System.

On April 23, 2024, Yonhap News Agency reported that judging from the launch photos released by the North Korean side, four mobile launchers each launched a super-large rocket Pao, a total of four. These super-large rockets Pao fired in multiple prongs and successfully hit the island target at a distance of about 352 kilometers from Pyongyang.

The analysis pointed out that this distance can reach the South Korean military headquarters in Gyrondae, where the ROK military headquarters is located, and the Gunsan base where the ROK-US joint military exercise is taking place.

South Korea and the United States refer to the super-large multiple launch rocket Pao as the "KN-25" and classify it as a "short-range ballistic guide", and North Korea claims that it can carry a tactical He warhead.
