According to Article 31 of the "Law of the People's Republic of China on Countering Telecommunications Network Fraud", "no unit or individual may illegally buy, sell, lease, or lend telephone cards, Internet of Things cards, telecommunications lines, SMS ports, bank accounts, payment accounts, Internet accounts, etc., and must not provide assistance in real-name verification; The public security organs shall record the units, individuals and relevant organizers who have committed the above-mentioned illegal acts, as well as persons who have received criminal punishment for engaging in telecommunications network fraud activities or related crimes, in accordance with the relevant provisions of the state, record them in their credit records, and take measures such as restricting their functions such as cards, accounts, and account numbers, and stopping non-counter business, suspending new business, and restricting access to the network.
