In the face of the new situation of population development, Tianjin has thoroughly implemented the decisions and arrangements of the CPC Central Committee, the State Council, the Tianjin Municipal Party Committee and the Municipal Government on optimizing the birth policy, adhered to the correct direction of publicity, promoted good family education and family style, was problem-oriented, based on the principle of extensive participation of the masses, and supported Chinese-style modernization with high-quality population development as the main line, comprehensively strengthened publicity and education, promoted the construction of a childbirth-friendly society, and vigorously created a strong atmosphere to support family childbirth and parenting.
Learn ideas, promote consensus, and cohesion
The Tianjin Municipal Party Committee and Municipal Government attach great importance to population work, and have thoroughly studied and implemented General Secretary Xi Jinping's important expositions on population work, and formulated and implemented pragmatic measures to promote high-quality population development.
The first is to insist that the top party and government leaders personally grasp the work and assume overall responsibility. After the first meeting of the 20th Central Financial and Economic Commission, the Tianjin Municipal Party Committee held the 56th enlarged meeting of the Standing Committee in a timely manner to convey and study the spirit of General Secretary Xi Jinping's important speech at the meeting of the Political Bureau of the CPC Central Committee and the first meeting of the 20th Central Financial and Economic Commission, and to study and implement measures. The deputy mayor in charge presided over the work meeting on the implementation of the task of "supporting Chinese-style modernization with high-quality population development", deeply analyzed the impact of population development on Tianjin's economic and social development, strengthened policy reserves, decomposed long-term key tasks in stages, and strived to create the superimposed advantages of total population potential, structural dividends and quality capital that are conducive to development, so as to promote the long-term balanced development of the population.
Second, we should persist in taking the state of population development as an important basis for formulating plans and policies. Allocate public service resources based on population changes, promote relevant departments to incorporate high-quality population development policies into medium- and long-term development plans in various fields in accordance with their duties, and strive to improve the quality of the population. Establish a joint conference system for optimizing fertility policies in Tianjin, guide 16 departments to formulate the "Implementation Plan for Further Improving and Implementing Positive Childbirth Support Measures", and put forward 20 positive childbirth support measures in 7 aspects on improving the level of eugenics and childbirth services, developing an inclusive childcare service system, improving the maternity leave and treatment guarantee mechanism, strengthening housing taxation and other support measures, strengthening the supply of high-quality educational resources, building a childbirth-friendly employment environment, and strengthening publicity and guidance and service management.
Third, it is necessary to adhere to the responsibility system for the management of population work objectives. The main responsible comrades of the Tianjin Municipal Government and the main responsible comrades of the district governments signed the "Tianjin Population and Fertility Service Guarantee Work Target Management Responsibility Letter", formulated annual assessment indicators according to the situation and tasks, did a good job in policy transmission, strengthened inspection and supervision, and promoted the implementation of population work in the city. The Office of the Tianjin Joint Committee on Optimizing Fertility Policy organized all relevant departments to summarize work experience, examine shortcomings and weaknesses, formulate work accounts, and deepen and refine birth support measures.
Widely participate in various forms to create an atmosphere
Based on the principle of extensive participation of the masses, Tianjin has carried out various forms of publicity activities to create a strong atmosphere of fertility friendliness.
The first is to carry out theme publicity. Tianjin held a centralized publicity campaign of "advocating marriage and childbearing culture in the new era to help families be healthy and happy", and issued a proposal to all families in the city to promote a new type of marriage and childbearing culture, advocating family members to carry forward the traditional virtues of the Chinese nation, respecting the social value of childbirth, advocating age-appropriate marriage and childbearing, eugenics, encouraging couples to share childcare responsibilities, breaking stereotypes and bad habits such as high-priced bride prices, helping to promote the construction of a new type of marriage and childbearing culture, and promoting a new style of marriage and childbearing. Citizen representatives expressed the new style of marriage and childbearing culture in the new era in the form of dance, poetry recitation, solo singing, etc., and medical volunteers set up free clinics and health consultation desks on the spot to provide professional consulting services for the masses.
The second is to carry out news and publicity. Tianjin has integrated the topic of optimizing the birth policy into the theme publicity of "socialist core values" and "comprehensive rural revitalization". The main responsible comrades of the Tianjin Municipal Health Commission were guests in the "Public Servant Walks into the Live Broadcast Room" to report to the masses on the optimization of the birth policy. Focusing on important nodes such as the "May 15" International Day of Families and the "July 11" World Population Day, organize the Tianjin Channel of the central news website, major commercial website platforms, and territorial news websites, give full play to the role of the mobile matrix of municipal affairs and the team of online commentators, and use websites, WeChat, Weibo and other platform channels to promptly reprint and collect relevant materials, carry out education on national conditions and national policies, and strengthen the publicity and interpretation of optimizing the birth policy.
The third is to carry out special publicity. Formulate a plan for childcare service publicity month activities, and hold childcare publicity month activities. Hold on-site experience exchange meetings on childcare services, share the management experience of demonstration institutions through offline participation + online participation, carry out childcare knowledge training, and discuss the construction of an inclusive childcare service system. Through the establishment of popular science parenting guidance stations, baby protection volunteer service teams, and information exchange platforms, all districts regularly carry out infant health knowledge lectures and share scientific parenting knowledge. Organize childcare institutions to carry out "learning demonstration, expanding ideas, and promoting development" study visits and exchange activities, and each district organizes childcare institutions in their jurisdictions to visit and exchange with the first batch of demonstration institutions and typical institutions, learn from management experience, and accumulate more than 200 sessions.
Build a platform to engage in combination and improve quality
Tianjin has integrated childbirth-friendly publicity and education into various educational activities, and has made efforts to improve the health level of the population.
The first is to vigorously popularize the knowledge of youth health. In cooperation with institutions of higher learning, we have adopted methods such as peer education, parental example, participation and interaction, and entertaining education to popularize youth health knowledge around topics such as ideological and moral education, reproductive health education, and adolescent psychological counseling.
The second is to strengthen maternal and child health and scientific parenting guidance. In addition to providing premarital health care, pregnancy and childbirth health care, and child health care services, health care institutions in Tianjin also provide eugenic consultation and guidance on scientific pregnancy preparation, and publicize and guide parents of children on early infant development and scientific parenting knowledge. In the past five years, the coverage rate of premarital health care services in Tianjin has reached more than 90%, and the rate of maternal system management and child health management has remained above 90%.
The third is to carry out in-depth public mental health education. Persist in organizing and carrying out special activities for mental health education and publicity at the municipal level every year, producing mental health propaganda films and posters, and widely disseminating them on a variety of platforms. All districts are to use communities, enterprises and institutions, spiritual stations, and other places to carry out mental health knowledge education.
In the next step, Tianjin will closely focus on the main line of promoting high-quality population development, thoroughly study and implement General Secretary Xi Jinping's important expositions on population work, publicize population development as a major event related to the great rejuvenation of the Chinese nation, publicize the basic national conditions of population and the new situation of population development, build consensus and form a joint force. Childbirth-friendly publicity and education should be regarded as an important measure to promote the high-quality development of the population, and be integrated into various creation activities such as civilized urban areas, civilized villages and towns, civilized families, as well as the Healthy Tianjin Action and the Patriotic Health Campaign, so as to promote the improvement of the overall quality of the population.
