In November 1992, Liu Liankun and Pang Jiajun completed a meeting in Guangzhou.

As soon as they met, Pang Jiajun directly showed Taiwan's treatment: $3,500 per month, each time he provided intelligence, he would give a corresponding bonus according to the value of the intelligence, and in addition, Taiwan would also award Liu Liankun the rank of major general. In the end, Pang Jiajun also promised Liu Liankun that he could go abroad to retire after Liu Liankun retired, and Taiwan would give him an additional pension at that time.

Faced with such a temptation, the greedy Liu Liankun finalized the cooperation with Pang Jiajun on the spot, and since then, he has become a spy "Shaokang No. 2".
