On the afternoon of April 23, in order to further enhance the comprehensive ability of administrative law enforcement cadres and fully demonstrate the enterprising and high-spirited spirit of young law enforcement cadres, the Putuo District Market Supervision Bureau organized the 2024 legal knowledge competition semi-final - mock hearing activity. Yu Yaguang, Secretary of the Party Group and Director of the Bureau, and Zhou Wenwei, Deputy Director of the Bureau, attended the meeting, and more than 100 people from the Law Enforcement Brigade and various departments and law enforcement backbones participated.
After the preliminary round - the written test of administrative reconsideration response, a total of 16 contestants advanced to the semi-finals. The four cases of this mock hearing are all adapted from real cases, and the competition sets up the roles of the hearing host, case handling personnel, parties and their entrusted agents, etc., and the law enforcement cadres draw lots to determine the group, and strictly follow the hearing procedures to carry out hearings from the perspectives of case facts, procedures, evidence, application of law, and discretion.
After the start of the competition, all parties quickly entered their roles, and focused on the focus of the case dispute in turn, including the statement of opinions, the presentation of evidence and cross-examination, the debate of both sides and the final statement, presenting a vivid hearing scene.
Deputy Director Zhou Wenwei commented on the event, pointing out that this mock hearing is not only a wonderful competition, but also provides ideas and references for future law enforcement work. It is necessary to train a high-level law enforcement team, so that the law can be explained and reasoned, and people will be persuaded by reason, so that law enforcement will be more friendly and warm.
Director Yu Yaguang affirmed the performance of the contestants, and he emphasized that law enforcement cadres should implement the concept of administering and handling cases according to law. First, it is necessary to reflect the important role of case hearings in resolving administrative disputes, and reduce the rate of administrative reconsideration and administrative litigation in administrative punishment cases. Second, it is necessary to achieve the unity of legal and social effects. Through hearings, it is not only possible to test the ability and quality of the administrative organs' case-handling capabilities, but also to fully protect the parties' right to make statements and defenses. Third, it is necessary to continuously strengthen the awareness of learning, carry out targeted professional training on "one specialty and multiple abilities", and earnestly improve the quality and efficiency of law enforcement cadres' case handling.
After the judges' voting, 8 contestants were finally selected on the spot to advance to the finals.
