Notice on the application for the 2024 Science and Technology Journal Project (the first batch) of the Service Center of the China Association for Science and Technology
All relevant units:
In order to implement the spirit of the important instructions of the CPC Central Committee on promoting the construction of world-class scientific and technological journals, implement the "Opinions on Deepening Reform and Cultivating World-class Scientific and Technological Journals" and "Opinions on Promoting the Prosperity and Development of Academic Journals", and set up relevant scientific and technological journal topics, the relevant matters related to the declaration are hereby notified as follows:
First, the content of the project
1. Research on the high-quality development of scientific and technological journals in mainland China (Project No.: 2024XFKJQK01)
Project content: Focus on the high-quality development of Chinese science and technology journals, obtain first-hand data and materials, conduct data collation, statistics and analysis, sort out and analyze the development status of Chinese science and technology journals, reveal the development law, form countermeasures and suggestions for high-quality development, and provide reference suggestions for the first-class construction of science and technology journals in mainland China. Cooperate with the center, design the content framework, prepare the report, set up an expert committee, a writing committee, a writing team, formulate a book publishing plan, and publish the Chinese and English editions.

Funding: 800,000 yuan
Implementation requirements: submit a research report of no less than 200,000 words, complete the publication of the Chinese and English versions of the manuscript of the Blue Book on the Development of Chinese Science and Technology Journals (2024), and cooperate with the center to complete the book release and related publicity and promotion work.
Application conditions: have a well-defined research team required to complete the research, have rich academic resources, data resources and other conditions, have the qualification to publish Chinese and English versions of the book, complete the corresponding research within the specified time, and form a manuscript that meets the publication conditions after "three reviews and three proofreadings".
2. Research on the current status of domestic first release of scientific and technological papers and publication of overseas scientific and technological journals (Project No.: 2024XFKJQK02)
Project content: Organize the catalog of overseas published scientific and technological journals, carry out research on the current situation of the outflow of scientific and technological papers in mainland China, investigate the scale of outflow papers and the distribution characteristics of journals, analyze the reasons for the formation and impact of the outflow, investigate the development status of returning journals, the support policies of scientific research institutions, universities, publishing institutions, relevant management departments, etc., and organize relevant parties to carry out discussions to discuss countermeasures and suggestions to attract the domestic first release of papers and the return of overseas journals. Based on data analysis, the development status, existing problems and development trends are summarized, and feasible countermeasures and suggestions are put forward.

Implementation requirements: carry out in-depth research, collect and sort out first-hand research data, organize and hold no less than 4 expert seminars, form no less than 50,000 words of research reports and 3,000 words of expert opinion condensation, and submit corresponding investigation and research results data.
3. Exploration of Clustering and Platform Construction of Science and Technology Periodicals in China (Project No.: 2024XFKJQK03)
Project content: Comprehensively investigate the existing journal group scale, cooperation mode, platform construction, intensive production, operation and management of mainland science and technology journals, deeply analyze the problems existing in the cluster development and platform construction of mainland science and technology journals, learn from the successful experience of international publishing groups and platform construction, put forward development countermeasures and suggestions suitable for the national conditions of the mainland, and form a research report.

Funding: 250,000 yuan
Implementation requirements: have an excellent organizational team and copywriting team, organize relevant experts to carry out no less than 4 seminars and expert consultation activities, complete no less than 50,000 words of research reports, and condense and form a 3,000-word proposal report.
4. Artificial Intelligence Empowering Science and Technology Journals Communication Efficiency and Communication Power Improvement Series Seminar (Project No.: 2024XFKJQK04)
Project content: Based on data, study the far-reaching impact of artificial intelligence technology on the content form, communication means, and communication methods of scientific and technological journals, carry out relevant research and discussion around the innovation points of scientific and technological journal communication, analyze and summarize the future innovative communication mode and development trend of scientific and technological journals, form a communication index system, and put forward countermeasures and suggestions for improving the communication capacity of scientific and technological journals.

Funding: 400,000 yuan
Implementation requirements: familiar with scientific and technological journals and media fields, carry out in-depth research, collect first-hand official and research data, collate and statistically analyze data, organize and carry out discussions in 4 aspects, convene no less than 4 expert consultations, complete no less than 4 sub-thematic research reports, and form a total report of no less than 150,000 words, 1 policy consultation report of 3,000 words, and submit corresponding research results and data.
5. A Preliminary Study on the Transformation and Upgrading Path of Scientific and Technological Journals from the Perspective of New Quality Productivity (Project No.: 2024XFKJQK05)
Project content: In order to accelerate the development of new quality productivity of scientific and technological journals, theoretical exploration and case studies are carried out around the characteristics, productivity elements and application scenarios of the scientific and technological journal publishing industry from the perspective of new quality productivity, expert seminars are organized, and the path of upgrading from the traditional "knowledge-publishing-dissemination-service" to "knowledge + technology" is explored, so as to promote the intelligent and high-end development of scientific and technological journals, form a new form of publishing industry, and serve to promote the deep integration of scientific and technological journals and scientific and technological innovation.

Implementation requirements: Widely contact experts in the fields of periodicals, academia, technology enterprises, think tanks, etc., organize and carry out no less than 5 expert seminars and exchanges, and form a consensus on the future development direction of the scientific and technological periodicals industry. Submit a research report of no less than 30,000 words, a consensus of 3,000 words, and relevant materials for expert discussions.
6. Support services for the 19th China Science and Technology Periodicals Development Forum (Project No.: 2024XFKJQK06)
Project content: According to the implementation requirements of the forum activities, set up a support service team to cooperate with the organizer to carry out relevant activities, including and not less than the following related contents: carry out no less than 6 related activities, and cooperate with the organizer to provide related services, including: preliminary preparation for the inspection and implementation of the forum venue, catering, etc., and the mid-term completion of relevant data design and typesetting, printing and packaging, collection and sorting, site layout, equipment rental, photography and video, Shorthand and other auxiliary content, the formation of products or results that can be used for dissemination, and disseminate on the relevant network, and complete satisfaction survey analysis and other related work in the later stage to ensure the smooth progress of the activity.

7. Typical Cases of Internationalization of Society Journals (Project No.: 2024XFKJQK07)
Project content: Investigate the situation of overseas scientists serving as editors-in-chief, editorial board members and reviewers in the journals of the Society according to different disciplines, analyze the role of overseas scientists in the establishment of new journals and international journals of the Society, organize and hold seminars and seminars of editors-in-chief, editorial board members, reviewers and editorial directors of domestic and foreign scientists in related fields, sort out and summarize the experience of internationalization of journals of the Society, and form a typical case report on the experience of internationalization of journals of the Society.

Funding: 50,000 yuan/project
Implementation requirements: have successful experience in running international journals, organize and carry out no less than 1 seminar or expert consultation activity, and complete no less than 10,000 words of 1 typical case report and related materials.
Items 2-7 application conditions: have an experienced research team with a reasonable hierarchical structure, and have rich academic resources and research results, a detailed technical route, strong industry appeal and activity planning ability in the industry, be able to reasonably arrange the project schedule, organize the participation of experts in the relevant fields of the project, and have corresponding mechanisms such as information security and guarantee work in the implementation of the project.
2. Qualifications
(1) Social organizations, scientific and technological journal publishing units, related enterprises, scientific research institutes, national societies, colleges and universities, relevant professional assessment bodies, etc., with independent legal person qualifications, do not accept declarations from unincorporated units and individuals.
(2) The same unit is limited to a maximum of two projects.
(3) Units with any of the following circumstances shall not declare:
1. Receiving an administrative punishment from the Ministry of Civil Affairs or relevant administrative departments within two years;
2. Notified by the China Association for Science and Technology within two years and rectified within a time limit;
3. Failure to complete the relevant projects of the China Association for Science and Technology as required under non-force majeure conditions within two years.
3. Related matters
1. It is strictly forbidden to subcontract the project, and in case of such a situation, the project undertaking qualification will be cancelled and the project appropriation will be recovered.
2. When filling in the "Application Form for the Service Center Project of the China Association for Science and Technology" and the informed consent form (see Annex 1), the elements are complete, the theme is clear, the goal is reasonable, the structure is clear, and the form and content are standardized. The applicant shall review the content of the "Project Application Form", fill in the review opinions, affix the official seal of the reporting unit, and sign the legal representative.
3. The project undertaking unit shall submit the project summary and related materials when the project is completed. The project will start in 2024 and be completed by November 30, 2024.
4. The project funds should be implemented in strict accordance with the national financial fund management regulations and the "China Association for Science and Technology Financial Project Management Measures (Revision)". If the reporting unit does not explicitly promise to strictly implement this provision, it will be treated as an invalid declaration.
5. The project entrusts a third-party professional organization to conduct project review, and selects the project undertaking unit by means of expert review and on-site defense, and the defense of the reporting unit shall prevail upon receipt of the notice, and the experts shall conduct a comprehensive score according to the application materials and the defense, and the scoring indicators include: staffing (20%), research foundation (20%), research content and program (50%), and budget (10%). The results of the review will be published on the website of the service center of the society.
Fourth, the way to declare
1. At the same time, submit the paper version and electronic version of the declaration form (the content of the two must be consistent), and send the word electronic version and the scanned version of the signature and seal PDF file to the email address of the project contact, and the email title should indicate "project number + name of the reporting unit". 6 stamped paper version of the declaration form (including at least 1 original signed and stamped), 1 informed consent form, and other materials conducive to the establishment of the project (1 copy), choose a reliable courier company to send them to the service center of the China Association for Science and Technology, please indicate the words "2024 Journal Declaration" in large letters on the mailing envelope.
2. The deadline for application is May 5, 2024, if there are less than 3 project application units, the relevant project application time will be postponed by 3 working days, and the deadline is subject to the submission time of the electronic version of the application document (stamped version).
3. All reporting units should log in to the integrated service platform for budget management of China Association for Science and Technology: https://ysyth.cast.org.cn/portal/login, click "Supplier Registration" to enter supplier information (see Annex 2 for details). Suppliers who have already registered in the smart financial system need to log in to the new system to complete the relevant information.
4. After the deadline for declaration, if the above declaration requirements are not completed, the declaration will be invalid.
