The flood season is approaching, in order to effectively do a good job in flood and drought disaster prevention in 2024, Pu'an County implements the responsibility of flood prevention and preparedness, strengthens the responsibility of water safety, makes every effort to protect the water security of the people, and does a good job in flood prevention and preparedness around the "three focuses".
Focus on the "forward-looking" flood control, and carefully plan and deploy. The 2024 pre-flood preparation deployment meeting will be held to make centralized arrangements for flood prevention drills and key tasks, and strengthen the training of flood control personnel. At present, two flood prevention training sessions have been carried out, with a total of 107 person-times. The first is to strengthen pre-flood preparations. Revise and improve the plan in a timely manner, carry out training and drills in an orderly manner, in-depth investigation and rectification of risks and hidden dangers, and ensure that the rectification is in place before the flood. At present, 249 plans have been improved. The second is to strengthen the linkage of departments. Cooperate with meteorological, emergency, agriculture and rural affairs, natural resources and other departments to timely grasp the development and changes of rain, water, drought and disaster conditions, and improve risk research and response mechanisms. The third is to do a good job in publicity and guidance. Adopt methods such as news media reporting, distribution of knowledge books, and knowledge lectures to publicize knowledge of flood and drought disaster prevention, and earnestly enhance the people's awareness of disaster prevention, mitigation and relief. At present, more than 300 copies of publicity materials have been distributed.
Focus on the "precision" of flood control, and strengthen investigation and implementation. Adapt measures to local conditions and implement precise policies. The first is to improve the organizational system and set up a special inspection team. In light of the actual conditions of work, it is necessary to promptly adjust, improve, and enrich the personnel and work responsibilities of the leading group for flood and drought disaster prevention before the flood season, earnestly strengthen organization and leadership, and ensure that flood and drought disaster prevention work is in place, responsibilities are in place, and personnel are in place. At present, 5 supervision and inspection teams of 40 people have been established. The second is to strengthen risk investigation, comprehensively explore the flood disaster points, and conduct all-round, no dead ends, and carpet investigations in key areas and key links of villages and reservoirs, as well as frequent and prone key areas, find out the risk base, and establish a risk management and control account, clarify the administrative person-in-charge, the person in charge of monitoring and the person in charge of transfer, and consolidate responsibilities layer by layer, so as to effectively prevent and curb the occurrence of disasters and accidents. At present, a total of 24 reservoirs, 29 hydropower stations (including 6 hydropower stations with dam reservoirs), 3 backbone water sources under construction, 0 key embankments, 24 mountain ponds, and 32 flash flood hazard points are under construction. The third is to consolidate responsibilities layer by layer and sign a letter of responsibility for flood control. Sign a notice of responsibility for the administrative responsibility of flood control with the relevant units and personnel, and tell the administrative responsible person to do a good job of safety and security work in a timely manner, and require the responsible units to conscientiously organize and strictly implement various defense and response measures during the flood season, and earnestly perform their safety duties. At present, 17 safety responsibility letters have been signed.
Focus on the "synergy" of flood control, and cooperate with departments. The drill adhered to the flood prevention work principle of "safety first, constant preparedness, prevention first, and all-out rescue efforts." First, it strengthened information exchange. Establish an information sharing platform between various departments and units, strengthen communication and collaboration between departments, and timely transmit investigation results and rectification measures to form a joint force. The second is to strengthen the coordination of the exercise, and actively follow the emergency mechanism of "danger report + emergency consultation + rapid assembly + division of labor rescue + full cooperation", cooperate with multiple parties, simulate the emergency response and rescue process of sudden disasters, orderly and effective rapid flood discharge, evacuation of the masses and transfer of materials, and effectively resolve the danger. At present, more than 240 people have carried out 8 flood prevention drills. The third is to strengthen the accuracy of the plan. In view of the process and weak links, further calibrate and improve the emergency plan, and enhance the predictability, scientificity and operability of the plan. At present, there are 249 calibration revision plans.
