Specialized and special new enterprises in Beijing:

In accordance with the requirements of the Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Sixth Batch of Specialized and Special New "Little Giant" Enterprises and the Review of the Third Batch of Specialized and Special New "Little Giant" Enterprises (Enterprise Letter [2024] No. 142 of the Ministry of Industry and Information Technology) and the Implementation Rules for the Gradient Management of High-quality Small and Medium-sized Enterprises in Beijing (hereinafter referred to as the "Implementation Rules"), the relevant matters related to the declaration of the sixth batch of national specialized, special and new "little giant" enterprises and the review of the third batch of specialized, special and new "little giant" enterprises are hereby notified as follows.

1. The sixth batch of national specialized, special and new "little giant" enterprises declared

(1) The subject of the declaration

1. Registered in Beijing for industry and commerce, with independent legal personality, in line with the provisions of the "Provisions on the Standards for the Classification of Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology [2011] No. 300), recognized by the Municipal Bureau of Economy and Information Technology and within the validity period of Beijing specialized, special and new small and medium-sized enterprises (including Beijing specialized, special and new "little giant" enterprises), can put forward the sixth batch of specialized, special and new "little giants" Enterprises apply, the relevant applications are free of charge, the review adheres to fairness and justice, and the Municipal Bureau of Economy and Information Technology has not entrusted any agency to carry out the application business.

2. Enterprises with one of the following circumstances shall not be declared and recommended: enterprises that have had major safety, quality, and environmental pollution accidents in the past three years, or serious dishonesty, tax evasion and other violations of laws and regulations, or enterprises found to have data fraud, etc., will not be recommended. Enterprises that have become a single champion demonstration enterprise or a single champion product in the manufacturing industry of the Ministry of Industry and Information Technology (hereinafter referred to as the "Ministry of Industry and Information Technology") will not be recommended, and enterprises that have a controlling relationship with the specialized and special new "little giant" enterprises identified by the Ministry of Industry and Information Technology, as well as enterprises that produce similar leading products within the same group, will not be recommended.

(2) Declaration requirements

1. Comply with <优质中小企业梯度培育管理暂行办法>the relevant identification standards (Annex 1) of specialized, special and new "little giant" enterprises in the Notice of the Ministry of Industry and Information Technology on Printing and Distributing (Ministry of Industry and Information Technology Enterprise [2022] No. 63, hereinafter referred to as the "Measures"), and the relevant indicators are strictly compared with the "Description of Some Indicators and Requirements" (Annex 2) in the "Measures". For the new application of the sixth batch of specialized, special and new "little giant" enterprises, they need to meet the index requirement of "the average growth rate of main business income in the past two years is not less than 5%".

2. Enterprises need to fill in the report truthfully and independently, and provide relevant supporting materials, and shall not apply with the help of third-party institutions. The Ministry of Industry and Information Technology (MIIT) has not entrusted any institution to carry out specialized, refined, special and new application business, and ensures fairness and impartiality through "double random (random group review, random selection of experts)" and "blind review" in the review, and enterprises are requested to beware of unscrupulous intermediaries spreading false information and making illegal profits. The Ministry of Industry and Information Technology will provide free online application training for enterprises through the ministry's gradient cultivation platform for high-quality small and medium-sized enterprises.

3. In order to reduce the application burden of enterprises, enterprises are no longer required to provide the certificate of "domestic market share of the previous year" issued by a third-party organization and the supporting materials of the domestic invention patent certificate (if it involves overseas invention patents, integrated circuit design layouts and other Class I intellectual property rights, it is still necessary to provide them). Enterprises only need to fill in the description and truthfully fill in the quantity to ensure that the data is true and standardized. The Ministry of Industry and Information Technology will increase data sharing with the State Intellectual Property Office and other departments, and the patent data will be subject to the data provided by the State Intellectual Property Office.

4. The relevant financial data of the enterprise is based on the audit report issued by the accounting firm. Please upload the original electronic copy of the accounting firm that has been assigned the code after completing the filing on the unified supervision platform (http://acc.mof.gov.cn) of the CPA industry of the Ministry of Finance to the gradient cultivation platform for high-quality small and medium-sized enterprises, if it is inconsistent, it will affect the declaration result.

5. Please remind the accounting firm that the main business income and main business cost must be included in the audit report.

6. If it is found that the enterprise has falsified the declaration data, the titles of innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises, and specialized and special new "little giant" enterprises will be cancelled in accordance with the "Measures", and the enterprises will be prohibited from applying again for at least three years. The relevant situation involving accounting firms will be reported to the competent department of the industry.

(3) The method of declaration

This declaration adopts a combination of online filling and paper submission to ensure that the online filling data, supporting materials and offline paper data are consistent.

1. Online system submission. Enterprises that voluntarily apply for the sixth batch of specialized, special and new "little giants" should complete the information filling and uploading through the high-quality SME gradient cultivation platform (https://zjtx.miit.gov.cn) from April 25 to May 19, 2024 in accordance with the list of application materials listed in this notice (Annex 3).

During the declaration period, if you encounter problems such as account password retrieval and mobile phone number change, you can consult the technical service telephone of the platform at 010-12381, dial 9 and then dial 6 after connecting, and handle it through voice requirements to manual service.

2. Paper materials are submitted. From May 27, 2024 to 17:00 on May 29, 2024, the applicant should download the application form for the sixth batch of specialized, special and new "little giant" enterprises through the gradient cultivation platform for small and medium-sized enterprises (refer to Annex 4 for the main content), and bind the paper copy of the application into a book and submit it in duplicate to the Beijing Public Service Platform for Small and Medium-sized Enterprises (address: 1st floor, Building 7, No. 8 Courtyard, Dazhong Temple, Haidian District, Beijing). Fill in the full name of the enterprise and affix the official seal of the enterprise in the "enterprise name" on the first page of the application form, fill in the "recommended time" as "June 15, 2024", and fill in the "Beijing Municipal Bureau of Economy and Information Technology" as "recommended unit".

(4) Recommendation process

1. Enterprises that meet the requirements for recognition and declaration shall make self-declaration online and offline.

2. According to the application conditions and review situation, the Municipal Bureau of Economy and Information Technology shall recommend to the Ministry of Industry and Information Technology the list of the sixth batch of national specialized, special and new "little giant" enterprises after reporting to the director's office meeting for deliberation and approval.

3. The Ministry of Industry and Information Technology will organize the review of the recommended materials reported by our city and spot checks, and determine and issue the list of the sixth batch of specialized, special and new "little giant" enterprises according to the audit results.

2. Review of the third batch of specialized and new "little giant" enterprises in the country

(1) The subject of the review

1. The third batch of specialized, special and new "little giant" enterprises registered in Beijing for industry and commerce and recognized by the Ministry of Industry and Information Technology in 2021 (see Annex 5 for details) need to participate in the review, and enterprises that do not apply for review need to submit a statement of reasons. Enterprises applying to participate in the review must have independent legal personality and comply with the provisions of the Provisions on the Classification Standards for Small and Medium-sized Enterprises (Ministry of Industry and Information Technology [2011] No. 300). There is no charge for the relevant compound applications, and the review adheres to fairness and impartiality, and the Municipal Bureau of Economy and Information Technology has not entrusted any agency to carry out the application business.

2. Enterprises with one of the following circumstances shall not be declared and recommended: enterprises that have had major safety, quality, and environmental pollution accidents in the past three years, or serious dishonesty, tax evasion and other violations of laws and regulations, or enterprises found to have data fraud, etc., will not be recommended. Enterprises that have a controlling relationship with the specialized and special new "little giant" enterprises that have been identified by the Ministry of Industry and Information Technology, as well as enterprises that produce similar leading products within the same group, will not be recommended.

(2) Review requirements

1. 2. The Municipal Bureau of Economy and Information Technology shall report to the Ministry of Industry and Information Technology the list of recommendations and recommendations after being reviewed and approved by the Director's Office for review and approval.

3. The Ministry of Industry and Information Technology will organize a review of the recommended materials reported by our city and spot checks, and according to the audit results, determine and issue the list of the third batch of specialized, special and new "little giant" enterprises that have passed the review. For enterprises that do not meet the conditions or have not submitted an application for review, the title of "Little Giant" enterprise will be revoked.

4. In order to strengthen policy cohesion, the title of the original third batch of specialized, special and new "little giant" enterprises is still valid until the Ministry of Industry and Information Technology officially issues the list of enterprises approved by the review;

3. Simple name change requirements

If the names of the third batch of specialized, special and new "little giant" enterprises participating in the review are inconsistent with the enterprise names in Annex 5, the enterprises involved in the name change shall provide proof of enterprise name change (Annex 7). If the names of other batches of specialized, special and new "little giant" enterprises are inconsistent with those announced by the Ministry of Industry and Information Technology, and involve name change and have not yet submitted an application for name change, they shall also provide proof of change in accordance with the requirements of Annex 7.

This declaration and review work did not entrust any intermediary agency to provide services.
