In the face of multiple severe and complex situations, the Dehong Prefecture Housing and Urban-Rural Development Bureau and the Prefecture Fire and Rescue Detachment jointly issued the "Notice on Further Optimizing the Special Maintenance Fund Mechanism for Major Fire Safety Risks and Hidden Dangers for Emergency Use of Housing", focusing on solving the problem of rectification of major fire hazards and the lack of funding for the repair and repair of electric bicycle charging and parking facilities.

Promote advance voting and establish a contingency plan system
The "Notice" promotes all property management units across the state to establish a fire hazard rectification and emergency use and maintenance fund plan system. Units that have established a plan system shall not repeatedly solicit opinions when they meet the emergency use of fire hazard rectification and emergency use.
Innovate emergency repairs, implement changes first and then do them
In view of special circumstances such as the failure to establish a plan and the failure of the owner's voting, the local government can study and form a resolution to enable the maintenance fund, and the local property committee will organize the repair. Among them, if it is particularly clearly determined to be a major fire hazard, emergency maintenance should be organized first, and then the procedures for the use of funds should be handled.
Change the voting conditions and lower the threshold for activation
In accordance with the relevant provisions of the Civil Code, the Notice clarifies that the voting method will be adjusted from "full participation and two-thirds consent" in the original provisions to "two-thirds participation and more than half consent", which greatly reduces the difficulty of using maintenance funds for fire hazard rectification.
