In order to further strengthen the construction of the staff team of public institutions, combined with the 2024 public institution open recruitment personnel plan, with the consent of the county party committee and the county government, our county decided to openly recruit 60 staff members of public institutions. The relevant matters are hereby announced as follows:

First, the principle of recruitment

(1) Adhere to the principle of having both ability and political integrity;

(2) Adhere to the principles of openness, equality, competition, and merit;

(3) Adhere to the principle of combining government macro-management with the implementation of the autonomy of employers;

(4) Adhere to the principle of setting up posts according to needs and recruiting according to posts;

(5) Adhere to the principle of optimizing the structure and ensuring key points.

Second, the recruitment target

College graduates (excluding commission trainees and orientation students who will graduate in 2024), vocational college graduates (including technical colleges), and service grassroots project personnel who meet the recruitment conditions and specific requirements of the position.

3. Recruitment conditions

(1) Have the nationality of the People's Republic of China;

(2) Abide by the Constitution and laws of the People's Republic of China;

(3) Have good conduct;

(4) Have the physical and psychological capacity to perform their duties normally;

(5) Have the academic qualifications, professional or technical qualifications required for the position;

If the applicant is a fresh graduate of an ordinary college in 2024, his graduation certificate and degree certificate must be obtained before the end of July 2024. Applicants who have taken self-study examinations, adult examinations and other forms of education must obtain their graduation certificates and degree certificates by the end of April 2024.

(6) The age of doctoral students is generally over 18 years old and under the age of 35 (i.e., born between April 1988 and April 2006), and the age of doctoral students can be appropriately relaxed to 40 years old (i.e., born in April 1983 and later). If there are special provisions on age for recruitment positions, the "Ji County Public Institutions 2024 Open Recruitment Staff Position Information Form" (see Annex 1, hereinafter referred to as the "Job Table") shall prevail.

(7) Have other qualifications required for the position.

The candidates for the position of fresh graduates include: 2024 college graduates who are included in the national unified recruitment plan and are admitted to ordinary colleges and universities; those who have no work experience before participating in the service grassroots project, and who have completed the service period and passed the assessment within 2 years; Graduates whose organizational relationship is still retained in the original school from which they graduated, or who are retained in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and public employment service agencies at all levels, and those who have obtained a foreign degree from January 1, 2022 to the end of July 2024 and completed the academic certification of the education department and have not confirmed their work unit. If the resident doctors recruited from the society are fresh graduates of ordinary colleges and universities, they will be employed in medical and health institutions in the year of residence training, and they will be treated the same as fresh graduates of that year. The participation of graduates of colleges and universities (including technical colleges, the same below) who have not been employed for two years does not affect the identification of fresh graduates in the open recruitment of public institutions in our county.

In accordance with the relevant policies and regulations of the state and our province, Chinese citizens and Taiwan compatriots in Hong Kong and Macao enjoy the right of fair competition in the open recruitment of public institutions, and can apply for employment in public institutions in the mainland, and the applicants must have the corresponding conditions such as professional or technical skills required for the recruitment position.

Under the premise of meeting other conditions such as majors, graduates of the preparatory technician (technician) class of technical colleges can apply for positions with academic requirements for bachelor's degrees, and graduates of senior engineering classes can apply for positions with college requirements.

Those who have completed their service and passed the assessment can apply for the "Special Position of Serving Grassroots Project Personnel" who have participated in the "Special Post Plan for School Teachers in the Rural Compulsory Education Stage", the "Three Branches and One Support" Plan, and the "Special Post Plan for Agricultural Technology Extension Services" in our province.

Retired servicemen who have served in the military for more than 5 years (inclusive) can be treated as service grassroots project personnel and apply for the "special post of serving grassroots project personnel".

Personnel who have been purchased by the government for grass-roots public service positions after the expiration of the labor contract can apply for the "special post of serving grass-roots project personnel".

If the special position of service grassroots project personnel does not reach the specified proportion after the end of registration, the position will be reduced accordingly according to the prescribed proportion, and if it is reduced to 1 or still does not reach the specified proportion, the post will be cancelled, and the recruitment plan and applicants will be transferred to the same general positions such as professional requirements and other requirements, and no longer make up for registration.

Clinicians with a bachelor's degree who have passed the residency training examination for medical and health technology positions shall be treated the same as those with master's degrees in clinical medicine, stomatology, and traditional Chinese medicine (the training major in the residency training certificate must be consistent with the major required by the post).

The major must meet the professional requirements of the position applied for (the name of the major filled in the applicant's registration form must be consistent with the major indicated on the college graduation certificate, excluding the content of parentheses). If you apply for the examination with a graduate degree, the major studied by the graduate student and the major required by the recruitment position should belong to the same major (category).

The professional requirements in the qualifications of the "Job Table" refer to the Ministry of Education's Catalogue of Majors of Ordinary Colleges and Universities, Catalogues of Higher Vocational Education Majors and Catalogues of Majors of Technical Colleges. If the name of the major required by the Ministry of Education has been modified, according to the corresponding "Comparison Table of New and Old Majors in the Professional Catalog" issued by the Ministry of Education, the major studied is the corresponding major can apply for the position. For the majors not listed in the catalogue (including graduate majors, professional graduate majors, and majors with overseas academic degrees set up by colleges and universities, etc.), the competent department responsible for qualification review and the Human Resources and Social Security Bureau shall make the determination.

If the recruitment position has qualification requirements, there must be corresponding qualification certificates (or qualification examination transcripts). Those who apply for the post of primary and secondary school kindergarten teacher must obtain the corresponding subject teacher qualification certificate before going through the employment procedures.

The main circumstances under which you are not allowed to apply for employment:

1. Active-duty military personnel and non-recent graduates (among them, graduate students who are not graduating in 2024 are not allowed to apply for the examination with the original undergraduate or graduate degree certificates obtained), and cannot apply for the examination;

2. Those who have received criminal punishment for crimes, have been expelled from the Communist Party of China or public office, and those who have not been released from Party discipline or government discipline during the period of case filing and review or who have not been lifted from Party discipline or government discipline cannot apply for the examination;

3. Personnel who are found to have committed fraud and other serious violations of examination and recruitment discipline in the recruitment of civil servants at all levels and in the recruitment of public institutions cannot apply for the examination;

4. Civil servants during the probationary period (staff of public institutions managed with reference to the Civil Servants Law) and staff of public institutions during the probationary period cannot apply for the examination;

5. Those who are recruited as staff of public institutions have a specified number of years of service and the service period has not yet expired, they must not apply for the examination;

6. Persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, as well as those who do not meet the requirements of this open recruitment as provided by laws and regulations, cannot apply for the examination;

7. Applicants are not allowed to apply for positions that constitute a recusal relationship after being hired;

8. The personnel of the county's organs and institutions owned by the whole people (including those who are going through the formalities for registration) shall not apply for the examination;

Applicants who have become civil servants during the probationary period (refer to the staff of the management unit) or have been hired as staff members of public institutions after applying for the job but before being hired shall not be hired.

The deadlines for the dismissal, active duty, trial (hiring) period, service period, household registration, and various professional (occupational, practice) qualification certificates, etc., unless the position has clear requirements, are the date of announcement.

Fourth, the number of positions and recruitment

In 2024, 60 staff members will be recruited by public institutions in Ji County, and the specific conditions required for each recruitment position are subject to the requirements of the "Job Table".

6. Recruitment Procedures

(1) Publish recruitment announcements

The recruitment announcement was published on the website of the People's Government of Ji County and the public recruitment information release platform of Shanxi Provincial Public Institutions (the "Open Recruitment" column on the official website of the Provincial Department of Human Resources and Social Security).

(2) Registration and preliminary examination of qualifications

1. How to register

This recruitment adopts the online registration method, and the registration website is the website of the People's Government of Ji County (http://www.zgjx.gov.cn/).

Registration time: 9:00 on May 6 to 18:00 on May 10

Applicants must log in to the registration website at the specified time, fill in and submit the "Registration Form for Open Recruitment of Staff in Ji County Public Institutions in 2024" (hereinafter referred to as the "Registration Form") truthfully according to the published application conditions and specific job requirements, and upload their recent (nearly 3 months) bareheaded frontal electronic ID photo (size 25mm*35mm, pixel 295px*413px, clear photo, JPG or JPEG format) as required.

Candidates can only choose one position in one department (unit) to register, and their valid resident ID card used for registration and examination must be consistent. The major filled in the registration form shall be consistent with the major stated on the college graduation certificate obtained by the applicant. If the graduation school issues the graduation certificate according to the first-level discipline, the name of the first-level discipline contained in the graduation certificate must be filled in truthfully, and the specific major studied should be written in the "Remarks" column of the registration form;

This recruitment implements a notification and commitment system. Candidates should confirm that they fully meet the application requirements of the relevant positions. When registering, candidates must carefully read and sign the integrity pledge. If there is any doubt about the application conditions and job requirements, you should further consult and confirm with the county human resources and social security bureau in time. If you do not meet the application requirements, you will be responsible for the consequences arising therefrom.

The information filled in by the candidates should be true, accurate and complete. Those who fail to pass the qualification examination due to incorrect or incomplete information shall be borne by themselves; those who provide false registration information will be disqualified from applying for the examination once verified; those who forge or alter relevant certificates, materials, and information to obtain examination qualifications by fraud will be severely dealt with in accordance with relevant regulations.

2. Preliminary examination of qualifications

The preliminary examination of qualifications shall be organized by the County Human Resources and Social Security Bureau, and the County Education and Science Bureau and the Health and Sports Bureau shall cooperate in the implementation, and the qualification examination shall be objective, fair and timely.

Candidates can log in to the original registration website to check the results of the preliminary examination of qualifications one day after submitting the registration application. Those who have passed the preliminary examination of qualifications can no longer modify the registration information or apply for other positions; if they have not passed the preliminary examination of qualifications or have not yet carried out the preliminary examination of qualifications, they can modify the registration information or apply for other positions within the specified time. After the registration is completed, the applicant can no longer submit the qualification review, modify the registration information or change to other positions.

Whether the majors of the applicants who have obtained foreign academic degrees meet the recruitment conditions, the open recruitment leading group shall organize the corresponding expert group (3-5 experts in the major or similar majors) to determine whether the major meets the requirements of the recruitment position.

3. Online payment

According to the documents of Shanxi Provincial Development and Reform Commission and Shanxi Provincial Department of Finance (Jin Fa Gai Price Fa [2016] No. 467), the examination fee is 50 yuan per person per subject. Candidates who have passed the preliminary examination of qualifications should complete the online payment within the specified time according to the payment method prompted online. Those who fail to pay the fee on time will be deemed to have given up the registration automatically. Applicants who have completed the online payment should download and print the registration form for use during the qualification review.

4. Percentage of exams

The ratio of the number of applicants to the number of people to be recruited for the position should reach more than 3:1 before the examination can be opened. If the number of posts is less than 3:1, the number of recruits will be reduced proportionally, and if it is reduced to 1 and still does not reach 3:1, it will be cancelled in principle. If the position is reduced, cancelled or adjusted, the change announcement will be published on the registration website, and the applicant who has been cancelled will be notified at the same time.

In accordance with the spirit of the "Notice on Further Improving the Open Recruitment of Primary Medical and Health Institutions" (Jin Ren She Ting Fa [2014] No. 20), the open recruitment of health professional and technical personnel by medical and health institutions at the county level and below can be exempted from the restriction on the proportion of examinations, and the examinations can be opened as long as someone applies for the examination.

For individual special industries, special majors or positions with high requirements, it is indeed difficult to form competition, and the approval of the Linfen Municipal Human Resources and Social Security Bureau can be reduced in order to reduce the proportion of examinations.

5. Change the position

Applicants who have been cancelled can log in to the registration website to apply for other positions within the specified time, and the change time will be notified separately after the registration is completed. Applicants who fail to change to other positions within the specified time shall be deemed to have automatically given up the change. If you give up the change of application and change the application to other positions and fail to pass the preliminary examination of qualifications, the examination fee will be refunded in full through the original payment channel.

6. Examination fee waiver

According to the relevant policies, people from households that have been lifted out of poverty, people from families who are prone to return to poverty, urban people with subsistence allowances and rural subsistence allowances can enjoy the policy of reducing or exempting examination fees.

Candidates who apply for exemption and exemption of examination fees must first pay the fee online, and submit an application for exemption and exemption at the business unit of Ji County Human Resources and Social Security Bureau within one week after the registration is completed. After the application for exemption is approved, the examination fee will be refunded according to the original payment channel.

When going through the procedures for reduction or exemption, the following materials must be provided: "Registration Form", persons from households lifted out of poverty and families prone to return to poverty and poverty must provide a certificate issued by the rural revitalization department, and urban and rural subsistence allowance persons must provide a certificate issued by the civil affairs department of the county (district, city) where they are located.

7. Download and print the admission ticket

Candidates who have passed the preliminary examination of qualifications and paid the fee according to the regulations should log in to the registration website at the specified time to download and print the written test admission ticket (color, black and white), and if the candidate fails to print the admission ticket within the specified time, it will be deemed to have automatically given up the examination qualification. (3) Examination and qualification review

The examination adopts a combination of written test and interview, and the score is based on a 100-point system. Comprehensive test score = written test score × 60% + interview score × 40%. The minimum passing score for the overall score is 60 points. For positions that do not form competition in the interview, the minimum passing score of the comprehensive score is 65 points.

The written test score, interview score and comprehensive score are kept to two decimal places (the mantissa is rounded). If more than 2 candidates have the same comprehensive test scores, the candidates for physical examination and inspection will be determined according to the order of the written test scores from high to low; if the written test scores are still the same, an additional interview will be taken, and the candidates' scores will be ranked according to the interview results.

1. Written test

(1) Proposition and grading: organized and implemented by a professional organization entrusted by the county open recruitment leading group.

(2) The written test is conducted in a closed-book manner, with a total score of 100 points. The duration of the exam is 120 minutes.

(3) The content of the written test: it is divided into teacher positions, medical positions, and comprehensive positions.

The content of the written examination for the position of teacher:

Subject 1: The content includes political and economic theory, current affairs and politics, legal knowledge, science and technology humanities knowledge, official document writing knowledge, etc.;

Subject 2: The content includes education laws and regulations, teachers' professional ethics, modern educational ideas (including new curriculum concepts), psychology, pedagogy, language comprehension and expression, judgment and reasoning, etc.

The content of the written examination for medical positions:

Subject 1: The content includes political and economic theory, current affairs and politics, legal knowledge, science and technology humanities knowledge, official document writing knowledge, etc.;

Subject 2: The content includes health policies and regulations, public health management, medical and health knowledge, etc.;

The content of the written examination for comprehensive positions:

Subject 1: The content includes political and economic theory, current affairs and politics, legal knowledge, science and technology humanities knowledge, official document writing knowledge, etc.;

Subject 2: The content includes verbal comprehension and expression, judgment and reasoning, quantitative relationship, data analysis, etc.

Candidates are required to take the examination at the time, place and requirements specified on the admission ticket. When taking the test, candidates must bring the admission ticket and ID card at the same time, and those with incomplete documents and certificates are not allowed to take the test. If the ID card expires or is lost, please go to the public security organ to apply for a temporary ID card in time. During the examination, candidates will not leave the examination room, and they are not allowed to submit papers or leave the examination room in advance.

There is no minimum score for the results of this written test, no examination books are specified, and no training courses of any kind are held.

After the written test, it is necessary to screen the same test papers and deal with the cheating personnel seriously.

2. Qualification review

The qualification review is organized by the County Human Resources and Social Security Bureau, and the County Education and Science Bureau and the Health and Sports Bureau cooperate in the implementation.

According to the order of the written test results from high to low, the candidates to participate in the interview qualification review will be determined according to the proportion of 3 times the planned number of recruits. Where the number of people does not reach 3:1, it is to be determined according to the actual number of people. The list, time and place of qualification review personnel are published on the website of the People's Government of Ji County.

During the qualification review, the applicant shall provide the graduation certificate, the electronic registration and filing form of the academic certificate of the Ministry of Education, the degree certificate (the 2024 fresh graduates who have not received the graduation certificate and degree certificate can provide the academic qualifications, degrees, and professional certificates issued by the institutions from which they graduated), file storage certificates, professional and technical qualification certificates, professional and technical qualification certificates, employment (occupational, practice) qualification certificates, resident ID cards (including Hong Kong and Macao residents), Taiwan compatriots need to provide the original and photocopy of relevant documents such as the Mainland Travel Permit for Taiwan Residents or the Residence Permit for Taiwan Residents, as well as other required materials.

In addition to the above requirements, the following persons are also required to provide the original and photocopies of the following certificates:

(2) Overseas students should provide the certificate of foreign academic qualifications and degrees issued by the Service Center for Overseas Study of the Ministry of Education.

(5) College student village officials and other service grassroots project personnel apply for the "special post of serving grassroots projects", should provide a certificate of qualification, and if they have not received the certificate for the time being, download and fill in the "Service Grassroots Project Personnel Review Form" (see Annex 2), (college student village officials shall be reviewed and sealed by the organization departments at the city and county levels.) The project personnel of the "Teacher Special Post Program" shall fill in the "Examination Opinions of the Service Place" column in the column of the county-level education administrative department of the service area agreeing to the application and affix their seals. In the column of "Opinions of the Dispatched Unit", Shanxi college graduates shall be stamped by the Shanxi Provincial Committee of the Communist Youth League, and non-Shanxi college graduates shall be stamped by the provincial Youth League Committee where they graduated from the university, and shall be stamped by the Shanxi Provincial Committee of the Communist Youth League. Veterans who apply for special positions in grassroots projects must provide their ID cards, household registration booklet (or the page of the household registration book printed with their household registration information), military discharge certificate, academic certificate, degree certificate and relevant certificates issued by the local veterans' affairs department.

Personnel who apply for special positions in grass-roots service projects must provide the original and photocopy of the government purchase service contract, the certificate of termination of the labor contract and the certificate of passing the assessment.

If the documents (certificates) are incomplete or the documents (certificates) provided are inconsistent with the qualifications of the position applied for and the main information is untrue, which affects the qualification review, the applicant will be disqualified from participating in the interview. Applicants who fail to participate in the qualification review at the specified time and place shall be deemed to have automatically given up their interview qualifications.

During the qualification review, if the personnel who have obtained the interview qualification review confirm that they have given up the qualification review or the qualification review is unqualified, they will be replaced by the candidates for the interview qualification review from the high score to the low score in the written test (only once) from the written test score to the low score, and the number of candidates who are less than 3:1 will be determined according to the actual number.

3. Interview

The interview work shall be organized and implemented by the county human resources and social security bureau under the supervision and guidance of the county open recruitment leading group. The list of interviewers and the time, place and relevant requirements of the interview will be published on the website of the People's Government of Ji County, and the candidates who will participate in the interview will be informed. The interview results will be announced on the same day, and the comprehensive results will be announced on the website of the Ji County People's Government on the day after the interview.

The interview for the teacher position is conducted in the form of a trial lecture of professional courses, and the interview for the medical and comprehensive positions is conducted in a structured interview method. The interview mainly examines the candidate's comprehensive analysis ability, language expression ability, organization and coordination ability, interpersonal communication ability, planning ability, decision-making ability, adaptability, etc.

The interview work is organized and implemented by a professional organization entrusted by the county open recruitment leading group. The interview team of interviewers is set up, each examiner group is 7 people, all of whom are served by external examiners, and each examiner group has a chief examiner to preside over the interview of the group.

The key aspects of the interview must be recorded and videotaped throughout the process.

The interview results and comprehensive results should be announced on the same day.

(4) Physical examination and inspection

According to the order of the comprehensive score of the examination from high to low, the candidates for physical examination and inspection shall be determined according to the ratio of 1:1 of the number of people to be recruited, and the physical examination and inspection shall be organized and implemented by the County Human Resources and Social Security Bureau.

1. Do a good job of preparation and confidentiality. Matters related to physical examination will be notified on the website of Ji County People's Government, and the cost of physical examination shall be borne by yourself.

2. The physical examination standards and items shall be implemented in accordance with the General Standards for Physical Examination for Civil Servants (Trial) (for teachers involved, please refer to the Physical Examination Standards and Measures for Personnel Applying for Teacher Qualifications in Shanxi Province (Revised)). Physical examinations shall be conducted in general hospitals at or above the county level that have physical examination qualifications. If the conclusion of the physical examination is unqualified and needs to be re-examined, the re-examination shall be arranged in another hospital at the same level or above the same level with physical examination qualifications. If the candidate has any doubts about the results of the physical examination items that are not re-examined on the same day or on the spot, he or she can submit an application for re-examination to the county human resources and social security bureau within 7 days from the date of receiving the notice of the physical examination conclusion, and the county human resources and social security bureau shall arrange for the re-examination of the candidates as soon as possible. If the recruiting unit has doubts about the conclusion of the physical examination, it shall decide whether to conduct a re-examination within 7 days from the date of receipt of the notice of the conclusion of the physical examination. Where there are persons with disabilities applying for employment, the requirements for physical examinations for posts are to be determined by the comprehensive personnel management department of the provincial-level public institution in conjunction with the relevant departments at the same level on the basis of the needs of the post and the physical condition of the disabled person.

3. The content of the inspection: It is necessary to highlight the political criteria, focusing on whether the candidates meet the political requirements of enhancing the "four consciousnesses", strengthening the "four self-confidences", achieving the "two safeguards", and loving the Communist Party of China, the motherland, and the people. Comprehensively understand the political quality, moral character, ability quality, psychological quality, study and work performance, law-abiding, integrity and self-discipline, job matching, and whether it is necessary to avoid the situation of the candidates. Those who do not participate in the inspection in accordance with the regulations will be deemed to have given up their qualifications.

Fresh graduates mainly inspect the applicant's learning situation and usual ideological and political performance during the school period, and in principle, the school's graduation appraisal and other supporting materials shall prevail. For graduates who have been employed, the unit can issue materials such as the applicant's ideological and political performance, professional ability, and work performance. Those who fail to pass the physical examination and inspection shall not be hired. If an individual gives up the physical examination or inspection, he or she will be compensated according to the comprehensive score from the highest to the lowest score among those who apply for the same position and pass the comprehensive examination (only once).

Vacancies due to unqualified physical examinations and inspections will not be filled.

(5) Publicity and employment

According to the results of the written test, interview, physical examination and inspection, the personnel to be hired will be determined, and the list of personnel to be hired will be publicized on the website of the People's Government of Ji County for 7 working days. After the expiration of the publicity period for the personnel to be hired, they will not be replaced.

If there is no objection at the expiration of the publicity period, the formalities for filing the employment shall be handled in accordance with the prescribed procedures; if the problems that affect the employment are reflected and verified, they shall not be hired; and if the problems reflected are difficult to verify for the time being, the decision on whether or not to hire shall be made after the investigation is clarified.

The legal representative of the public institution shall sign the employment contract with the hired personnel and go through the employment procedures for the hired personnel. The probationary period system shall be implemented for the hired personnel, and if the probationary period is not qualified, the employment relationship shall be terminated. Once formally employed, the applicant must have served in the unit for at least 5 years (including the probationary period).

Candidates should apply for the exam in good faith. For those who give up after entering the physical examination, inspection and subsequent links, and fail to report for duty within the specified time without a legitimate reason after receiving the employment notice, their corresponding qualifications will be cancelled and recorded in the integrity file.
