First, the basic situation of the recruiting unit

China Archives Newspaper is an important public opinion position in the national archives work, mainly focusing on the center and serving the overall situation, publishing high-level information on archives, exchanging archives work experience, guiding archives business, disclosing historical truths, recording important contemporary events, and publicizing archives.

The Institute of Archives Science and Technology is mainly responsible for basic scientific research in archives protection technology, archives information management technology, and the formulation of archives related professional and technical research standards, providing public welfare services for the preservation and utilization of archives and the administrative management of archives in mainland China, and providing technical support and guarantee for the Central Archives and the National Archives Administration to perform its functions.

The Archives Cadre Education Center is a national archival professional education and training institution directly under the State Archives Administration of the Central Archives, whose function is to carry out on-the-job training and continuing education for archival departments at all levels and types of archives departments across the country around the national archives development plan, so as to provide talent guarantee and intellectual support for the development of archives.

China Archives Magazine, sponsored by China Archives Magazine, is a dual-effect journal of China's periodical phalanx, a core journal of archival science and archives, a platform for the release and interpretation of policies and regulations of the National Archives Administration, a platform for archival business guidance and experience exchange, a platform for archival academic discussion and promotion of scientific and technological achievements, and a platform for archivists to display their professional demeanor and disseminate archival culture.

Second, the basic qualifications of candidates

1. Have the nationality of the People's Republic of China.

2. Have a firm political stance, support the leadership of the Communist Party of China and the socialist system, and maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at the core in terms of ideology, politics and action.

3. Support the Constitution and laws and regulations of the People's Republic of China, be of good character, and abide by the law.

4. Undergraduate students should not be more than 24 years old (born after June 1, 1999), master's students should not be more than 27 years old (born after June 1, 1996), and doctoral students should not be more than 35 years old (born after June 1, 1988).

5. Have the professional or technical conditions required by the position.

6. Have the physical condition and psychological quality to perform duties normally.

7. Have other conditions required for the position.

Persons who have received criminal punishment for crimes, persons who have been expelled from the Communist Party of China, persons who have been dismissed from public office, persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, persons who have been found to have committed fraud or other serious violations of examination and recruitment discipline in the recruitment of public employees at all levels, as well as persons in other circumstances that laws and regulations provide must not be hired as staff of public institutions, must not apply for employment.

Applicants are not allowed to apply for recruitment positions that constitute a recusal relationship after being hired.

3. Scope of recruitment

The recruitment target is fresh graduates of colleges and universities across the country in 2024 (including college graduates who have not confirmed a job during the two-year career selection period, excluding all kinds of commission trainees and orientation students). Applicants must obtain academic degree certificates when they graduate, and the professional conditions required by the position are the majors corresponding to the highest academic qualifications obtained by the applicants. Students in Beijing refer to applicants who already have permanent residence in Beijing, excluding the collective household registration of Beijing universities.

(1) The method and time of registration

The employing unit will notify the qualified personnel of the preliminary examination by telephone before 17:00 on May 10, and those who fail to pass the preliminary examination will not be notified.

(2) Qualification review

The qualification review is the responsibility of the employing unit and runs through the whole process of open recruitment. According to the registration qualifications and recruitment requirements stipulated in this announcement, the registration application will be reviewed to be objective, fair and timely, and all applicants will be treated equally. The ratio of the number of people who have passed the qualification examination for the same position and the planned number of recruits for the position to reach at least 5:1 can be opened, and if the ratio is not reached, the number of recruits for the post shall be reduced before the written examination to ensure that the ratio of the examination is reached, until the recruitment plan for the post is cancelled. If the job recruitment plan is cancelled, the applicant for the position can change to other positions that meet the registration qualifications before the written test begins. The plan to reduce the number of job vacancies or cancel job recruitment plans will be announced on the website of the National Archives and Records Administration before the written examination.

(3) Written examination

Before the written test, the qualifications of the applicants shall be reviewed, and the applicants shall be checked according to the application and the original documents of the applicants and their identity documents (ID cards, student IDs, work permits, etc.), and the registration recommendation form stamped by the school or unit. If the main information of the relevant materials is false and affects the results of the qualification examination, the recruiting unit has the right to cancel its qualification to participate in the interview.

The results of the written test will be calculated on a 100-point scale, and the specific time, place and related matters will be announced on the website of the National Archives and Records Administration (or notified separately). Within 7 days after the end of the written test, the applicants will be notified of the results of the written test by telephone. This exam does not specify tutoring books, and does not hold or entrust any institution to hold tutoring training courses.

(4) Interview

According to the order of the candidates' written test scores from high to low, the interview candidates will be determined according to the ratio of 5:1 (if the written test scores are tied, they will be interviewed together). The candidates, time, place and related matters of the interview will be announced on the website of the National Archives Administration. If the applicant gives up the interview qualification, the written test score will be supplemented in order from high to low.

The interview is conducted in the form of a structured interview, and the interview score is calculated on a 100-point scale, and the interview score is announced on the spot.

The calculation of the comprehensive score of the examination is based on the proportion of the written test score and the interview score accounting for 50% each.

(5) Physical examination and inspection

In accordance with the order of the comprehensive results of the examination of the applicants from high to low, the candidates for the physical examination and inspection shall be determined in equal amounts. Among them, if the ratio of the actual number of participants in the interview to the planned number of recruits for the position is less than 3:1, the interview score of the applicant shall reach the average score of all the personnel interviewed by the interview examiner group using the same interview question book before it can be determined as a candidate for physical examination and inspection. If the candidate has a close family relationship and major social relationship with the competent authority of the unit to which he or she is applying for the examination and its subordinate unit, he or she shall take the initiative to report to the unit to which he or she is applying.

1. Physical examination. Organize and implement physical examinations with reference to the current physical examination standards for civil servants, and the relevant expenses shall be borne by the employer.

2. Investigation. In accordance with the standards for good cadres in the new era and relevant policies and regulations, pre-employment inspections are carried out according to the qualifications and requirements of the recruitment positions. The inspection group shall conduct an in-depth inspection of the school or unit where the subject belongs, employing methods such as individual conversations, review of personnel files, inquiries into social credit records, and interviews with candidates for investigation, and may also conduct extended inspections as needed.

If the candidate fails to pass the physical examination or inspection, or the candidate to be hired declares that he or she has given up, after research, he or she may not be replaced according to the order of the comprehensive score of the examination from high to low.

(6) Publicity

According to the comprehensive results of the examination, the results of the physical examination and the inspection of the applicants, the personnel to be hired will be determined on the basis of merit, and publicized on the website of the Ministry of Human Resources and Social Security "Public Recruitment Service Platform for Central and State Organs and Institutions" and the State Archives Administration. The publicity period is 7 working days.

(7) 聘用

After the expiration of the publicity period, if there are no problems or the problems reflected do not affect the employment, the employment formalities shall be handled in accordance with the provisions after reporting to the relevant departments for filing and approval;

Newly hired personnel shall be subject to a probationary period system in accordance with regulations, and those who pass the probationary period shall be formally employed; those who fail to meet the requirements shall be cancelled.
