In order to implement the requirements of the "Thousand Counties Project" County Hospital Comprehensive Capacity Improvement Work Plan (2021-2025), the Health Development Research Center of the National Health Commission carried out innovative policy research and typical case collection for the construction of the "Thousand Counties Project", and launched a special research focusing on the construction of county cancer prevention and treatment centers. On the occasion of the "30th National Cancer Prevention and Treatment Publicity Week", on April 20, the "County Cancer Prevention and Treatment Center Special Disease Construction Work Exchange Meeting" based on the study was successfully held. The purpose of the meeting was to explore the innovative model of the construction of county-level cancer prevention and treatment centers, and summarize the experience and practices of improving the capacity of county-level cancer specialists.

Huang Erdan, a researcher at the Health Development Research Center of the National Health Commission, proposed that the goal of building a county-level cancer prevention and treatment center is to keep 80% of cancer patients in the local area. Qian Zhongjun of Danaher Business Management System (DBS) proposed that data thinking and lean management can provide a scientific model for the construction of county-level cancer prevention and treatment centers. DBS advocates the concept of "data-driven decision-making", which can help medical institutions improve the diagnosis and treatment process and increase patient satisfaction. The concept of refined operation and simplified operation of DBS will also help the county cancer prevention and treatment center to establish standards, benchmarks, and models, and continue to help improve the comprehensive cancer prevention and treatment capabilities of the county.
Dai Jianjun, President of Jinxiang County People's Hospital in Jining City, Shandong Province, introduced that the hospital has continuously improved the standardization and integration of cancer prevention and treatment through the establishment of a comprehensive cancer treatment department and the establishment of a tumor prevention and treatment MDT (multidisciplinary collaboration) team. He proposed that county-level hospitals should adhere to the diagnosis and treatment concept of "finding a case of early cancer, saving a life, and making a happy family", and take the screening and early diagnosis and treatment of key cancers as one of the key business development directions, and effectively move forward the threshold of tumor prevention and treatment.
Liu Xibin, Secretary of the Party Committee of Huanghua People's Hospital of Hebei Province, introduced that in the process of exploring the construction of the cancer prevention and management system of county-level hospitals, it is necessary to rely on information technology to give full play to the effect of expert transmission and help to ensure the whole process of patient management and the standardization and specialization of medical technology;
Chen Shi, Director of the Department of Gastric Surgery at the Sixth Affiliated Hospital of Sun Yat-sen University, shared the example of the hospital's cooperation with county-level hospitals to effectively improve the local treatment rate of cancer patients. The hospital has established a departmental support relationship with Xinyi People's Hospital of Guangdong Province, clarified the focus of cooperation on digestive tract tumors, and promoted the clinical research and scientific and technological innovation development of Xinyi People's Hospital through the MDT model. At the same time, the hospital focuses on the cultivation of outstanding talents at the county level, helps local medical staff develop new technologies, and provides them with academic exchange opportunities.
It is understood that at the same time, the meeting launched the "Research on the Pilot Model of the Construction of the Cancer Prevention and Treatment Center Special Disease Alliance - Case Recruitment Ceremony". Huang Erdan introduced that previously, the Cancer Prevention and Treatment Center Special Disease Alliance selected 32 pilot hospitals across the country for quantitative analysis, and the results showed that the construction of cancer prevention and treatment centers has a positive impact on the operation and development of county-level hospitals and economic benefits, and the study suggests that the dislocation development of oncology disciplines in county-level hospitals should focus on the construction of cancer prevention and treatment centers. Next, the Cancer Prevention and Treatment Center Disease Alliance will solicit national excellent cases to explore the standardized path of the integrated service model of the county-level cancer prevention and treatment center.
