On April 23, the reporter learned from the press conference on the participation of over-age female employees in Qiannan Prefecture in work-related injury insurance that since 2022, Qiannan Prefecture took the lead in striving for over-age sanitation workers to participate in the work-related injury insurance pilot project with the Provincial Department of Human Resources and Social Security, and achieved full coverage of 1,152 over-age employees in 34 sanitation enterprises in the state. This year, Qiannan Prefecture expanded the scope of the pilot project to include over-age female workers in the coverage of work-related injury insurance, so that more people can enjoy this favorable livelihood policy.
According to the policy of participating in work-related injury insurance for over-age female employees in Qiannan Prefecture, within the scope of Qiannan Prefecture, female employees (under the age of 60) who have exceeded the statutory retirement age and have not participated in work-related injury insurance used by employers (organizations) in all walks of life, including retired and rehired personnel of enterprises or government agencies and institutions, are within the scope of the policy. Over-age female employees may participate in work-related injury insurance individually, and the work-related injury insurance premiums shall be paid by the employer on a monthly basis, and the individual employee shall not pay the premium. The rate shall be implemented in accordance with the industry benchmark rate and unit floating rate of the employer where the female employee belongs, and shall be between 0.4% and 3%. The payment base shall be determined according to the monthly labor remuneration or monthly subsidy income of female employees, and shall be approved at 100% if it is lower than 100% of the average monthly wage of employees in urban units of all calibers in Guizhou Province in the previous year, and 300% if it is higher than 300%. In the event of a work-related injury to an over-age female employee who participates in work-related injury insurance and pays premiums in accordance with the regulations, the employer shall promptly submit a work-related injury accident report to the handling agency, including the injury and the medical institution that treats her. The employer shall apply to the local human resources and social security department for recognition of work-related injury within 30 days, and the employee (or family member) may apply to the local human resources and social security department within 1 year.
It is reported that there are two characteristics of over-age female employees in Qiannan Prefecture participating in work-related injury insurance: first, the payment level is low, and the minimum monthly payment amount is only 28 yuan/person. Second, there are many items to enjoy treatment and the level of treatment is high. Female employees of overage who participate in work-related injury insurance can be reimbursed for work-related injury medical expenses and work-related injury rehabilitation expenses, of which there is no upper limit on the amount of reimbursement for work-related injury medical expenses; disabled employees who have been assessed as having a disability level of 1-10 after their working ability appraisal can enjoy a one-time disability subsidy, and they can enjoy a monthly disability allowance for grades 1-4; and those who are unable to take care of themselves can also enjoy nursing expenses. In the case of work-related death, the current one-time work-related death subsidy standard is 1.0364 million yuan, and eligible dependent relatives can also receive a monthly pension.
Restricted by the Regulations for the Implementation of the Labor Contract Law and other relevant regulations, the issue of work-related injury insurance for overage personnel has always been a blind spot and a key content in social security work. The introduction of the work-related injury insurance policy for over-age female employees in Qiannan Prefecture just fills the blind spot of the policy and provides effective practical experience for reference for the construction of a multi-level and full-coverage social security system.
