Questions about the education of junior high school students

on this

The Ministry of Education and Sports replied

Netizen Message:

There is a prominent problem in Qilin District**, that is, the problem of serious overburden of students, which is mainly manifested in the following problems:

1. The operation is seriously exceeded, and the average sleep is seriously insufficient. It is said that many students in the first year of junior high school often have to do their homework after 12 o'clock at night, and even most of the students in some classes can only go to bed at 1~2 o'clock in the morning for a long time; they have to get up at 6 o'clock in the morning, and the average sleep is less than 5 hours! This is not an isolated phenomenon, at least more than half of the students in these special classes are like this!

2. The phenomenon of late tutoring in some classes is serious. The middle school ends at about 19:00 in the afternoon, and some classes stay in the classroom until 8~9 o'clock for a long time, and some even stay until 12 o'clock in the evening, and do not provide dinner, and some teachers also prohibit students from eating supplementary meals after school.

Issued by the General Office of the Provincial Party Committee and the General Office of the Provincial Government

"Implementation Opinions on Further Reducing the Burden of Homework and Extracurricular Training for Students in the Compulsory Education Stage"

In order to conscientiously implement the spirit of the "Opinions on Further Reducing the Burden of Homework and Extracurricular Training for Students in the Compulsory Education Stage" issued by the General Office of the CPC Central Committee and the General Office of the State Council, to truly improve the level of school education, to comprehensively govern and standardize extracurricular training, and to effectively reduce the excessive homework burden and extracurricular training burden of students in the compulsory education stage (hereinafter referred to as the "double reduction"), the following implementation opinions are hereby put forward in light of the actual situation in Yunnan.

First, the target requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the party's education policy, implement the fundamental task of establishing morality and cultivating people, focus on building a high-quality education system, strengthen the role of school education as the main front, deepen the governance of off-campus training institutions, build a good education ecology, effectively alleviate parents' anxiety, and promote the all-round development and healthy growth of students. In accordance with the general idea of "off-campus governance, in-school security, combination of dredging and blockage, and treatment of both symptoms and root causes", we will promote "double reduction" and "double promotion" (improve the quality of after-school services and improve the quality of school education and teaching), so that students can learn better and return to campus, so that students' excessive homework burden and off-campus training burden, family education expenditure and parents' corresponding energy burden can be effectively reduced within 1 year, and the results are remarkable within 3 years, and the people's educational satisfaction has been significantly improved.

Second, key tasks

(1) Reduce students' excessive homework burden

1. Establish a mechanism for overall management of operations. Schools should formulate homework management measures on a "one school, one policy", clarify provisions on homework design, assignment, and correction, establish a mechanism for grade groups or class teachers to coordinate and manage homework, reasonably regulate the amount and difficulty of homework each day, and strictly prevent the accumulation of homework in each subject from increasing the burden on students. Establish a regular inspection system for school homework. Teachers should make full corrections to the assigned homework, give timely feedback, and strengthen face-to-face explanations and guidance. It is strictly forbidden to assign homework to parents or assign homework in disguise, and it is strictly forbidden to ask parents to check or correct homework.

2. Strictly control the total amount of written assignments. There is no written homework in the first and second grades of primary school, and the average time to complete written homework per day in grades three to six is not more than 60 minutes, and the average time to complete written homework per day in junior high school is not more than 90 minutes. Control the time for written homework on holidays accordingly.

3. Strengthen the design of operations. Give full play to the functions of homework diagnosis, consolidation, and analysis of learning conditions, take homework design as an important part of teaching and research work, and systematically design homework that conforms to the characteristics of age and learning rules, and reflects the orientation of quality education. Hierarchical and flexible assignments are encouraged, and mechanical repetitive and punitive assignments are not allowed.

4. Cultivate good habits in students. Teachers should guide students to complete written assignments in school as much as possible, and cultivate students' self-directed learning and time management skills. Parents should fulfill their responsibilities for family education, urge their children to take the initiative to complete the remaining homework after returning home, carry out necessary schoolwork, guide them to engage in housework within their ability, and carry out activities such as recreation, sports, and reading; Boarding schools should make overall arrangements for after-school study and life.

(2) Reduce the burden of off-campus training

5. Strictly approve and manage off-campus training institutions. All regions are to stop approving new academic extracurricular training institutions for students in the compulsory education stage, and existing academic training institutions are to be uniformly registered as non-profit organizations. Online academic training institutions that have already been filed are to be changed to an examination and approval system, and the filing department is to organize the examination and approval according to the standards; For non-academic training institutions, provincial-level departments such as for education, sports, culture and tourism, science and technology, etc., shall, in accordance with the requirements of relevant national policies, determine the division of labor and management standards for departments, and strictly examine and approve and supervise them. The territorial approval and registration departments are to jointly carry out a new review of existing offline academic training institutions, and make a decision to deal with problems in accordance with law. Academic training institutions are not allowed to go public for financing, and capitalization operations are strictly prohibited; listed companies must not invest in academic training institutions through stock market financing, and must not purchase the assets of academic training institutions through means such as issuing shares or paying cash; foreign capital must not control or participate in academic training institutions through mergers and acquisitions, entrusted operations, franchise chains, or the use of variable interest entities. If it has been violated, it should be cleaned up and rectified.

6. Standardize training service behavior. Provincial-level education departments shall, in accordance with the requirements of relevant national policies, formulate measures for the management of training materials for training institutions. The competent departments of the territory shall establish a system for the filing and supervision of the training content of training institutions, strictly prohibit training beyond the standard, strictly prohibit non-academic training institutions from engaging in academic training, and strictly prohibit the provision of overseas education courses. In accordance with laws and regulations, resolutely investigate and deal with outstanding problems such as over-the-scope training, uneven quality of training, vulgar and illegal content, and piracy and infringement. Strictly enforce the relevant provisions of the Law on the Protection of Minors, and off-campus training establishments must not occupy legally-prescribed national holidays, rest days, and winter and summer vacations to organize academic training. Training institutions should strictly strengthen the management of teachers, and must not poach school teachers with high salaries, and must not employ in-service teachers in primary and secondary schools. Reasonably determine the fee items and standards of training institutions in accordance with law, and publicize them to the public and accept supervision. Fully use the Contract for Extracurricular Training Services for Primary and Secondary School Students (Model Text). Complete mechanisms for normalized investigations, promptly grasp the dynamic situation of training institutions, and promptly update and improve the "black and white list" of training institutions and announce them to the public.

7. Strict normalized operation supervision. The financing and fees of training institutions should be mainly used for training business, resolutely prohibit false promises, false propaganda and other acts of unfair competition, and strictly investigate industry monopoly behaviors in accordance with the law. Strictly implement the information disclosure system for academic training institutions. Each online training session should be no more than 30 minutes, with an interval of no less than 10 minutes, and the training should end no later than 21:30 p.m., and the offline training should end no later than 20:30. The hiring of foreign personnel in China must comply with relevant national regulations, and it is strictly forbidden to hire foreign personnel outside the territory to carry out training activities.

(3) Improve the quality of after-school services

8. Implement full coverage of after-school services. The county-level education departments should make after-school services an important livelihood project to solve parents' urgent problems, and achieve full coverage of after-school services in compulsory education schools from the fall semester of 2021. The after-school service is carried out after the completion of the school's daily regular teaching, the first stage guarantees students 1 hour of physical exercise time per day, and the second stage carries out homework guidance and comprehensive quality development activities, and the end time is no earlier than the normal local work time. Junior high schools offer self-study classes on weekday evenings. Schools can make overall arrangements for teachers who undertake after-school services to implement a "flexible commuting system".

9. Enrich the content of after-school services. Schools should formulate after-school service programs, and use school resources to carry out a variety of popular science, culture, sports, art, labor, reading, interest groups, and club activities, so as to expand the development space for students who have spare time to learn. Physical exercise is mainly based on the monitoring project of the National Student Physical Health Standards. Labor practice is mainly campus environmental sanitation, greening and beautification, canteen labor, class sorting, planting and breeding, public property maintenance, toilet cleaning, work-study, etc. Organize student clubs to carry out professional training, sports competitions, theatrical performances and other activities. Teachers must not occupy after-school service time to teach new lessons, and may guide students to complete homework and tutor students with learning difficulties.

10. Expand after-school service channels. After-school services are generally organized by the school, and the school's teachers are responsible for it, and retired teachers, qualified social professionals or volunteers can also be hired to provide after-school services, and support children's palaces, youth activity centers and other extracurricular activity venues to jointly do a good job in after-school services. Where on-campus after-school services cannot meet the needs of students' developmental interests and specialties, the education department may select non-academic off-campus training institutions for schools to choose from, and establish an assessment and withdrawal mechanism. All levels of education department should organize high-quality online education and teaching resources and provide them to students free of charge. Schools should guide students to make good use of free online high-quality educational resources, and organize outstanding teachers to carry out free online interactive exchanges and Q&A.

11. Explore student holiday hosting services. Support and encourage qualified schools to undertake student holiday care services to help parents solve their worries. Vacation care services are mainly nursing, and can appropriately provide cultural and sports activities, group game activities, comprehensive practice and other services, students voluntarily participate, and it is strictly forbidden to organize group make-up classes. The service time is determined by referring to the local commuting time, and in principle, no hosting service will be arranged on weekends. Schools may work with organizations such as the Communist Youth League, women's federations, trade unions, neighborhoods, and communities to provide student holiday care services through multiple channels and forms, and must not bring in academic extracurricular training institutions to participate.

(4) Improve the quality of education and teaching

12. Promote the high-quality and balanced development of compulsory education. All localities should further adjust and optimize the layout of compulsory education schools, implement the construction of supporting schools in newly built residential areas, orderly increase the supply of places in urban schools, and resolve large class sizes in urban areas. Balance the allocation of hardware resources and teacher resources in compulsory education schools, supplement and allocate teachers and staff in accordance with the standards for the establishment of compulsory education teaching staff, research and explore counterpart assistance mechanisms for the establishment of teachers "provincial management of county use" and "provincial management of schools", comprehensively promote the reform of the "county management of school employment" of teachers and the reform of the principal rank system, ensure that the average salary income level of compulsory education teachers is not lower than the average salary income level of local civil servants, and effectively reduce the burden of primary and secondary school teachers who have nothing to do with education and teaching. Carry out monitoring of the quality of compulsory education and high-quality and balanced development, and actively create high-quality and balanced counties. Accelerate the promotion of collectivized schooling, school district governance, and the construction of urban and rural school communities, and gradually narrow the gap between urban and rural, regional, and school education levels. Further consolidate and expand the achievements of poverty alleviation through education, effectively connect with rural revitalization, and normalize the control of dropouts and ensure education.

13. Implement the requirements of "simultaneous development of five educations". Improve the moral education work system, improve the quality of ideological and political courses, and build a collaborative education pattern. We will conduct physical education classes, improve the league system, and carry out physical fitness monitoring to ensure that students exercise for no less than 1 hour a day and that each student masters 1 to 2 sports skills. Improve aesthetic education and help each student learn 1 or 2 artistic skills. Strengthen labor education and cultivate students' labor habits.

14. Strengthen curriculum teaching management. Schools should improve teaching management procedures, conscientiously implement the national curriculum plan, teach from scratch in strict accordance with the curriculum standards, and ensure that students meet the academic quality standards set by the state. The education departments should strengthen oversight of curriculum implementation, strictly prohibiting schools from arbitrarily increasing or decreasing class hours, changing the difficulty, adjusting the schedule, ending classes early to prepare for the exam, teaching beyond the standard, violating the unified examination, and ranking in the examination. Strictly implement the requirements for the presentation of the test score grading system, and resolutely overcome the tendency of only scores. Give full play to the leading role of teachers, pay attention to heuristic, interactive and inquiry-based teaching, and improve the efficiency of students' classroom learning. Actively promote the connection between early childhood and primary science to help students prepare for school.

15. Deepen the reform of high school examination enrollment. Steadily promote the reform of the high school entrance examination, improve the way the examination and results are presented, deepen the reform of the enrollment indicators of ordinary high schools, and ensure that 100% of the enrollment plan of high-quality ordinary high schools will be allocated to junior high schools in 2023. Strengthen the construction of propositions, adhere to the study of the examination, and improve the quality of the propositions in the high school entrance examination. Regulate the independent enrollment of high schools, strictly manage enrollment and enrollment, and put an end to illegal enrollment and vicious competition.

16. Incorporate into the quality evaluation system. Party committees and governments at all levels must establish a correct outlook on political achievements, and it is strictly forbidden to issue targets for higher education or to one-sidedly evaluate schools and teachers based on the rate of advancement. Conscientiously implement guidelines for the evaluation of the quality of compulsory education, and include the effectiveness of the "double reduction" work in the evaluation of the quality of compulsory education at the county and school levels.

3. Safeguard measures

17. Ensure the conditions for after-school services in schools. According to the scale of the school and the standards for the staffing of primary and secondary schools, the overall approval of the establishment is to be fully equipped for the school in a timely manner. All localities should follow the measures formulated at the provincial level for guaranteeing funds for after-school services, clarify the relevant standards, and provide financial subsidies to the financial authorities for activities such as physical exercise and homework guidance organized and carried out in a unified manner; After-school service funds are mainly used to participate in the after-school service teachers and related personnel subsidy, in the approval of the total amount of performance salary, the amount of funds for teachers' after-school service subsidies, as an increment into the performance pay and the establishment of corresponding projects. For those who hire off-campus personnel to provide after-school services, the after-school service subsidy may be managed according to labor fees. Strictly investigate and deal with teachers' conduct of paying for make-up classes outside of school in accordance with laws and regulations, up to the point of revocation of teacher qualifications.

18. Promote home-school-community collaborative education. Clarify the responsibilities of home-school education, establish a regular home visit system, close home-school communication, innovate collaborative methods, and promote the construction of a collaborative education community. Guide parents to establish a correct outlook on parenting and success, rationally determine children's growth expectations, and strive to form a consensus on reducing burdens. The education departments, in conjunction with women's federations and other departments, should run parent schools or online family education guidance platforms.

19. Strictly control training and advertising. Party committees at all levels, governments, and market regulation departments should strengthen oversight of advertisements for off-campus training, ensuring that mainstream media, new media, public venues, all types of billboards and online platforms in residential areas do not publish or broadcast advertisements for off-campus training. Commercial advertising activities must not be carried out in primary and secondary schools and kindergartens, and teaching materials, teaching materials, workbooks, stationery, teaching aids, school uniforms, school buses, and so forth must not be used to publish or covertly publish advertisements in primary and secondary schools and kindergartens. Strictly investigate and deal with illegal advertising conduct for off-campus training in accordance with laws and regulations.

20. Strengthen supervision of training fees. Persist in the public interest nature of extracurricular training, and the provincial-level development and reform departments are to take the lead in including fees for extracurricular training in the compulsory education stage in the government's guidance price management, scientifically and reasonably determining pricing methods, and clarifying fee standards. Through third-party trusteeship, risk reserves, etc., risk management and control of prepaid fees by off-campus training institutions, strengthen the supervision of loans in the field of training, and effectively prevent the occurrence of problems such as "difficulty in refunding" and "running away with money".
