From June to August 2023, a customer has made a claim against a well-known brand milk powder company in Shanghai, with a total amount of nearly 30,000 yuan in accordance with the requirements of one refund and ten compensations. As the amount of the client's claim continued to increase during several complaints, the company suspected that it was being extorted, so it reported the case to the Sanquan Road Police Station of the Jing'an Branch of the Shanghai Municipal Public Security Bureau in January this year.
The police investigation found that many of the complainants only provided video of unboxing, but refused to provide samples of foreign objects for further identification, and the filming and claim methods were unusually similar.
Cai Yazhong, a police officer from the Sanquan Road Police Station of the Jing'an Branch of the Shanghai Municipal Public Security Bureau, said: "Normal consumers will not deliberately shoot videos when buying milk powder, which is a point that makes us suspect at the time; ”
Combined with the data provided by the company, the police visited and investigated the situation on the spot, and found that many "customers" in the complaint incident such as He and Wang were suspected of committing major crimes.
From January to April this year, the police divided into multiple routes and successively arrested all six members of the criminal gang, including He, in many provinces and cities across the country.

The police found out that He successively organized four people, including Feng and Liu, to participate in the "complaint and rights protection". The modus operandi is to use tools in advance, pierce holes in the tin foil of milk powder cans, restore the packaging after adding foreign objects, and record an "unpacking video", and then complain to the company for compensation on the grounds of food safety problems.
Zhu Tianyu, captain of the case handling team of the Sanquan Road Police Station of the Jing'an Public Security Bureau, said: "The main members of this criminal gang, He and his wife, after they successfully blackmailed the first milk powder company, they taught the same method to four other fellow villagers, and then the fellow villagers used the same method to blackmail, and He and his wife would charge 50% of the benefit fee each time." At present, criminal suspects He, Wang, and Feng have been arrested on suspicion of extortion, and the Jing'an District People's Procuratorate has approved their arrest, and criminal suspects Liu and three others have been taken criminal compulsory measures by the Jing'an police on suspicion of extortion.
