Today's press conference mainly released two contents, one is the newly introduced "Mao Yisheng Hometown Award Selection and Reward Measures", and the other is the selection of the 32nd Mao Yisheng Hometown Award. First, the basic information about Mao Yisheng's hometown award
As you know, Mr. Mao Yisheng is a well-known bridge expert, scientist, educator and social activist in mainland China, and is known as the father of modern bridges in China. Mr. Mao Yisheng is the pride of the people of Zhenjiang. After the death of Mao Lao, in order to better commemorate Mao Lao, inherit the spirit and inspire future generations, in 1991, Beijing Mao Yisheng Science and Technology Education Foundation established the Mao Yisheng Science and Technology Award. As the hometown of Mao Lao, Zhenjiang responded positively and jointly established the Mao Yisheng Hometown Award with the Mao Yisheng Science and Technology Education Foundation.
At that time, there were two awards for the Mao Yisheng Family Award, one was the Education Award of the Mao Yisheng Family Hometown Award, including the Outstanding Teacher Award and the Outstanding Student Award. The other is the Civil Engineering Award of the Mao Yisheng Hometown Award, which includes the Construction Engineering Award and the Traffic Engineering Award. The two awards are judged on a rotational basis every other year. By 2023, a total of 31 awards will be held, with a total of 469 winners, including 223 civil engineering awards and 246 education awards.
Strengthening ideological and political guidance and building consensus on a wide range of issues is the central link in the CPPCC's performance of its duties. For a long time, the CPPCC has taken the selection of Mao Yisheng's hometown award as the starting point, told the story of Mao Lao with heart and affection, gathered wisdom and strength to inherit the spirit of Mao Lao, and gathered strength and contributed wisdom to the new practice of Chinese-style modernization in Zhenjiang.

The newly promulgated "Mao Yisheng Hometown Award Selection and Reward Measures" mainly includes five aspects: purpose, awards, award management, selection procedures, and supplementary provisions:
1. Purpose of selection
The purpose of establishing the Mao Yisheng Hometown Award is to inherit and carry forward the spirit of "patriotism, science, struggle and dedication" of Mao Yisheng, better promote the popularization and promotion of science and technology education and the scientific and technological innovation of civil engineering, and contribute wisdom and strength to the new practice of Chinese-style modernization in Zhenjiang.
2. Award setting
After the adjustment, Mao Yisheng Hometown Award consists of three categories: Outstanding Teacher Award, Outstanding Student Award and Outstanding Civil Engineering Talent Award, and the award cycle is once every two years.
Among them: Outstanding Teacher Award and Outstanding Student Award are open to primary and secondary schools, vocational schools, and colleges and universities in the city. The number of outstanding teacher awards is generally not more than 10, and the number of outstanding student awards is generally not more than 20. The Outstanding Civil Engineering Talent Award is open to professional and technical personnel who have made outstanding achievements and outstanding contributions in the fields of civil engineering planning, design, construction, supervision, operation and maintenance, and production of materials and components in enterprises registered in Zhenjiang or whose engineering projects are in Zhenjiang, and the number of awards is generally not more than 10.
3. Award conditions
To be eligible for the Outstanding Teacher Award, applicants must have at least one of the following items 1 and 2, 3 and 4:
(1) Fully implement the party's education policy, be a role model for others, and establish morality and cultivate people;
(2) In the past two years, guide students from primary and secondary schools and vocational schools to win the first prize or above in the following competitions:
(1) Natural science literacy competitions for primary and secondary school students announced by the Ministry of Education;
(2) Skills competitions, innovation and entrepreneurship competitions organized by relevant state administrative departments.
(3) In the past two years, guide the students of colleges and universities in the town to win more than 1 national (or national class B or above) award in the direction of science and technology in the project competition designated by the Ministry of Education's "National College Student Competition Catalog";
(4) Other outstanding achievements in science and technology education in the past two years.
To be awarded as an outstanding student, applicants must have at least one of the following items 1 and 2, 3 and 4:
(1) Love the party, love the country and socialism, have good moral quality, and have high overall quality;
(2) Students from primary and secondary schools and vocational schools have won the first prize or above in the following competitions in the past two years:
(1) Natural science literacy competitions for primary and secondary school students announced by the Ministry of Education;
(2) Skills competitions, innovation and entrepreneurship competitions organized by relevant state administrative departments.
(3) In the past two years, the students of colleges and universities in the town have won more than 1 national (or national class B or above) award in the direction of science and technology in the project competition designated by the Ministry of Education's "National College Student Competition Catalog";
(4) Other outstanding scientific and technological achievements have been obtained in the past two years.
To be awarded the Outstanding Civil Engineering Talent Award, one of the following items 1 and 2, 3, 4, 5 and 6 must be met:
(1) Have a good scientific spirit, professional ethics and a sense of social responsibility, and have the professional quality to contribute to the scientific and technological innovation of civil engineering;
(2) The project leader or technical person in charge who has won more than 1 provincial quality engineering award in the past two years;
(3) The main drafter of 1 standard at or above the provincial level in the past two years, or the main completer of 1 construction method at or above the provincial level;
(4) The top 5 finishers who have won the provincial and ministerial science and technology awards, or the first prize or above of the national social science and technology awards, and the first prize or above of the provincial social science and technology awards listed in the "Catalogue of Social Science and Technology Awards" issued by the National Science and Technology Award Office;
(5) The first person to complete 1 invention patent authorized by the state or 3 utility model patents authorized by the state in the past two years;
(6) Other professional and technical personnel who have made outstanding contributions to civil engineering.
4. Award management
The Management Committee of Mao Yisheng Hometown Award was established to lead the selection and management of Mao Yisheng Hometown Award. 5. Award Procedures
The selection adheres to the principle of "justice, fairness, openness, and merit-based", and the award conditions, award procedures and award results are made public, and consciously accept the supervision of the public. There are five main procedures: First, declaration. The selection notice will be issued through relevant websites, media, conferences, etc., and the application methods of individuals and units, online and offline applications will be adopted, and the scientificity, authenticity and advancement of the application materials will be required.
