The following Opinions are hereby put forward with the consent of the State Council, so as to implement the decisions and deployments of the Party Central Committee and the State Council, to promote the comprehensive revitalization of the countryside, to raise the level of rural construction, to focus on strengthening the quality and safety management of rural housing (hereinafter referred to as rural housing), to truly ensure the safety of the lives and property of the peasant masses, and to promote the establishment of a long-term mechanism for the construction and management of rural housing.

1. General requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the people-centered development philosophy, coordinate development and security, strengthen the system concept and bottom-line thinking, establish and improve the management system for rural housing construction, ensure the quality and safety of rural housing, improve the living quality of the rural masses, build livable, workable and beautiful villages, and continuously meet the needs of the peasant masses for a better life.

——Stick to the bottom line and put safety first. Adhere to the supremacy of the people and the supremacy of life, effectively ensure the safety of site selection, design, construction and use of farmhouses, and supervise the quality and safety of farmhouses throughout all aspects of the construction, management and use of farmhouses, strengthen risk management and control, and resolutely prevent the occurrence of farmhouse safety accidents.

——Combination of near and far, both the symptoms and the root causes. Carry out regular investigation and rectification of potential safety hazards in existing farmhouses, eliminate existing potential safety hazards in a timely manner, strengthen the construction management of new farmhouses, and strictly control incremental safety risks.

-- Strengthen coordination and implement policies systematically. Implement territorial management responsibilities, strengthen the overall planning and coordination of departments, and effectively connect administrative approval and safety supervision in accordance with the principle of "who approves, who supervises, who is in charge, and who supervises", and establishes a whole-process management system for rural housing land, planning, construction, and use.

-- The main body of villagers, with multi-party participation. Strengthen the safety awareness of villagers as the main body responsible for the construction and use of rural housing, give full play to the role of villagers' autonomous organizations, incorporate the code of conduct for rural housing construction into village rules and agreements, encourage and guide the participation of social forces, and form a joint force of pluralistic co-governance.

By 2025, a management system and mechanism for rural housing construction that adapts to the characteristics of rural areas will be basically established, and the whole process of closed-loop supervision of rural housing quality and safety will be realized, the behavior of rural housing construction will be standardized and orderly, the safety risks of rural housing will be effectively controlled, and the quality and safety level of rural housing will be generally improved. By 2035, a management system and technical standard system for rural housing construction will be established in an all-round way, the quality and safety of rural housing will be effectively guaranteed, the supporting facilities will be basically improved, and the quality of rural housing construction will be greatly improved.

2. Further strengthen the safety management of existing farmhouses

(1) Carry out the investigation and rectification of potential safety hazards in rural housing on a regular basis. Focus on key rural houses used for operation, 3 floors and above, densely populated, and illegal renovation and expansion, establish and improve work ledgers, continue to track, and effectively control them. Combined with the renovation of old villages, the construction of new villages, the renovation of dilapidated houses in rural areas, the management of floods and geological disasters, and the relocation of risk avoidance, etc., classified policies and systematic rectification. For houses that have been investigated and have potential safety hazards, all localities should urge property owners and users to pay close attention to rectification in place and eliminate potential safety hazards in a timely manner. Relevant departments shall, in accordance with their duties, implement the safety supervision responsibilities within the scope of industry supervision, and coordinate the safety management of rural housing in accordance with laws and regulations, so as to form a joint regulatory force.

(2) Strictly manage the safety of farmhouses used for business. The use of farmhouses for business activities shall comply with the relevant safety requirements, and the property owners and users shall strictly implement the relevant provisions on the safety management of commercial self-built houses, and ensure that the houses meet the conditions for safe use before carrying out business activities. The people's governments at the county level and their relevant departments should strengthen the examination and approval and supervision of the use of farmhouses for business activities. Relevant departments at the county level and township people's governments should strengthen information push and departmental coordination, carry out joint spot checks and inspections of farmhouses used for business, and immediately take control measures such as stopping use, temporarily closing, and evacuating personnel if there are serious potential safety hazards and endangering public safety. The property owner and user can resume use only after taking effective measures to completely eliminate potential safety hazards.

(3) Strict management of renovation and expansion and change of use. For the implementation of reconstruction and expansion of rural houses, the relevant approval procedures for land use, planning and construction shall be handled in accordance with the law, and the design and construction shall be carried out in strict accordance with the relevant engineering construction standards. It is strictly forbidden to change the main body of the house and the load-bearing structure for decoration and decoration in violation of regulations. Where rural dwellings are used as places for business, public services, or crowded areas, the relevant approval formalities shall be completed in accordance with law.

(4) Accelerate the establishment of a normalized inspection mechanism for rural housing safety. All localities should make full use of the results of the investigation and rectification of potential safety hazards in rural housing, the special rectification of the safety of self-built houses, and the results of the national comprehensive risk survey of natural disasters and the investigation of housing construction, and establish a normalized inspection mechanism for potential safety hazards in rural housing. Combine farmers' self-inspection, town and village inspection, county-level inspection, law enforcement inspection and mass supervision, and promptly discover and take effective measures to eliminate potential safety hazards.

(5) Gradually establish a regular physical examination system for the safety of rural houses. In accordance with the requirements of "who owns and is responsible, who uses and who is responsible", strictly implement the main responsibility for the safety of property owners and users, local people's governments at all levels and their relevant departments should further improve and improve policies and measures, guide property owners and users to carry out housing safety inspections on a regular basis, and hire professional institutions to conduct safety appraisals for rural houses that exceed a certain service life.

(6) Continue to promote the renovation of dilapidated houses in rural areas and earthquake-resistant transformation. We should do a good job of consolidating and expanding the achievements of poverty alleviation and effectively connecting them with rural revitalization, and establish a long-term mechanism for dynamic monitoring and guarantee of housing security for low-income groups in rural areas. The dilapidated houses of key targets that meet the requirements should be included in the scope of policy protection in a timely manner, so that they should be guaranteed as much as possible. The renovated farmhouses should simultaneously meet the local seismic fortification requirements. Encourage and guide rural households in earthquake-prone areas to carry out earthquake-resistant renovation of rural houses, and the people's governments at or above the county level shall give necessary policy support.

3. Accelerate the improvement of a long-term mechanism for the safety management of newly built rural houses

(7) Reasonable arrangement of land for the construction of farmhouses. All localities should ensure the villagers' demand for rational land use for building houses. The construction of farmhouses shall conform to village planning, persist in saving intensive land use, and do not occupy or occupy less cultivated land. On the premise of respecting the wishes of the villagers, it is encouraged to combine the construction of new villages and the renovation of old villages, and the safe construction of rural houses in accordance with local conditions, and it is strictly forbidden to join villages and live together to build large communities against the wishes of farmers.

(8) Effectively ensure the safety of rural housing site selection. When compiling village plans and arranging land for the construction of farmhouses, it is necessary to avoid dangerous areas such as earthquake fault zones, areas prone to geological disasters and hidden danger points, underground goafs, and floodplains. Strictly control the slope cutting and construction of houses. If it is really necessary to use the unfavorable lot, the relevant departments at the county level shall guide the construction party to take safe and effective measures for the disposal of the project.

(9) Strictly regulate the design and construction of farmhouses. Rural low-rise houses can be constructed using standard design drawings and entrusting rural construction craftsmen. Other rural residential buildings and rural public buildings shall, in accordance with law, entrust units with corresponding qualifications to design or select standard designs, and entrust units with corresponding qualifications to carry out construction. The design and construction of farmhouses should meet the requirements of the current national quality and safety standards such as seismic fortification.

(10) Coordinate the implementation of administrative examination and approval. Township and township people's governments should make overall plans for the establishment of a joint examination and joint office system, and carry out administrative examination and approval of rural housing land, planning, and construction in accordance with laws and regulations. Optimize the approval process, implement "one window" to the outside world, and provide convenient and efficient services for the farmers. Relevant departments at the county level should conscientiously perform their duties of examination and approval, and strengthen guidance for townships and towns in carrying out technical examinations in the course of examination and approval.

(11) Earnestly implement regulatory responsibilities. Relevant departments at the county level and township people's governments should strengthen supervision during and after the examination and approval of matters, and establish a supervision mechanism that combines pre-approval review, on-site inspection, and completion acceptance. Qualified areas can strengthen the management and service of rural housing construction through the government's purchase of qualified third-party services.

(12) Enrich grassroots forces. The people's governments at the county level should organize relevant departments and township people's governments to coordinate resources and forces, strengthen the supervision of the quality and safety of rural housing, do a good job in technical guidance and services for rural housing construction, realize the management of the whole process of rural housing land, planning, construction and use, promote the sinking of law enforcement forces, and coordinate the supervision and investigation of illegal land occupation, illegal construction, and illegal use.

(13) Strengthen financial support. All localities should incorporate the relevant funds for the construction and management of rural housing into the government budget at the same level in combination with actual needs, make good use of existing financial funds and policy channels, support the quality, safety and quality improvement of rural housing in accordance with regulations, and adopt methods such as substitution of awards and subsidies and subsidies to support the rectification of potential safety hazards in rural housing, seismic reinforcement, energy-saving renovation and the construction of supporting facilities.

Fourth, strengthen technological guidance and institutional innovation

(14) Improve the level of farmhouse design. All localities should take the county as a unit, promote all kinds of new construction methods according to local conditions, compile a standard design atlas of farmhouses with regional characteristics and local characteristics, and provide free technical consulting services for villagers to choose from. The standard design atlas shall include architectural schematic design, construction drawing design and major drawings of important nodes. (15) Improve the quality of rural housing construction. All localities should improve the local standards and technical guidelines for the construction of rural housing, actively promote the construction of modern and livable rural houses with "modern functions, structural safety, cost economy, green environmental protection, and coordinated style", promote the wide application of new structures, new materials, new processes and green and low-carbon technologies in accordance with local conditions, speed up the construction of supporting facilities such as rural toilets and water, electricity, roads, and letters, and constantly improve the use of rural houses to meet the needs of modern production and life of villagers.

(16) Cultivate a team of rural construction craftsmen. All localities should strengthen the training of rural construction craftsmen, improve the professional skills and comprehensive quality of rural construction craftsmen, establish a directory of rural construction craftsmen, and implement the responsibility for the construction quality and safety of rural construction craftsmen. With rural construction craftsmen as the main body, cultivate a small, professional and standardized rural construction service team to undertake the construction of farmhouses and small engineering projects.

(17) Improve the level of informatization of rural housing construction management. The competent departments of housing and urban-rural construction at all levels shall, in conjunction with relevant departments, coordinate the establishment of a comprehensive management information platform for rural housing, build a database of the whole life cycle of rural housing including spatial geographic information, administrative examination and approval, design and construction, and housing safety information, strengthen the linkage between systems at all levels and information sharing between departments, break through data barriers, and strive to improve the digital and intelligent level of rural housing quality and safety supervision, and promote the realization of "one network" for rural housing construction and management.

(18) Explore the establishment of a rural housing insurance system. Encourage local governments and financial institutions to actively carry out pilot projects of rural housing insurance, focusing on promoting the rural housing catastrophe insurance system in earthquake-prone areas, high-risk areas of geological disasters, and flood-prone areas, and encourage rural property owners to purchase public liability insurance and other types of insurance for business owners, and encourage villagers to purchase housing property insurance.

5. Strengthen job security

All localities should speed up the establishment and improvement of the working mechanism for the province to assume overall responsibility and cities, counties and townships to grasp the implementation, promote the formulation of local regulations, local government rules and normative documents for the construction and management of rural housing in accordance with local conditions, widely publicize the laws, regulations, policies and measures related to the construction and management of rural housing, and continuously enhance the legal awareness, responsibility awareness and safety awareness of property owners and users and other relevant subjects. Local people's governments at all levels should strengthen overall planning and coordination, strengthen departmental coordination and cooperation, establish and improve a long-term mechanism for the construction and management of rural housing in accordance with local conditions, take the improvement of the quality and safety of rural housing as an important indicator for the evaluation of rural construction, and improve the mechanism for problem discovery, feedback and rectification, and follow-up and supervision. The departments of housing and urban-rural construction, emergency management, natural resources, agriculture and rural affairs, and market supervision of the State Council shall, in accordance with the division of responsibilities, establish a comprehensive supervision mechanism for the quality and safety of rural housing, strengthen the supervision and guidance of the construction and management of rural housing in various localities, and report major matters in a timely manner.
