On April 22, the 2024 special seminar on meteorological disaster prevention and mitigation for local party and government leading cadres organized by the China Meteorological Administration entrusted by the Organization Department of the CPC Central Committee was held at the Hunan Branch of the Meteorological Cadre Training College of the China Meteorological Administration, and the special seminar on disaster prevention and mitigation at the grassroots level was held at the same time. Xiong Shaoyuan, member of the party group and deputy director of the China Meteorological Administration, attended the opening ceremony.
During the training, 33 local party and government leading cadres from various provinces (autonomous regions and municipalities directly under the central government) and the Xinjiang Production and Construction Corps and 32 leading cadres of grassroots meteorological departments will conduct a one-week intensive study on the construction of a comprehensive disaster prevention, mitigation and relief system.

Xiong Shaoyuan gave the first lesson to the students with the theme of "thoroughly implementing the spirit of General Secretary Xi Jinping's important instructions and effectively building the first line of defense for meteorological disaster prevention and mitigation". He gave a lecture from three aspects: global meteorological disaster risk, national disaster prevention and mitigation early warning, and global disaster prevention action, pointing out that the risk of global climate change is intensifying, and China, as a relatively high-risk area of global meteorological disasters, is facing new challenges of meteorological risks.
Relevant persons in charge of the Disaster Reduction Department, the Personnel Department and the Cadre College of the China Meteorological Administration attended the opening ceremony. Zheng Hongxiang, Secretary of the Party Leadership Group and Director of the Hunan Provincial Meteorological Bureau, said that Hunan will make every effort to do a good job in teaching management, build a platform for full communication and in-depth discussions for students, and provide a good learning and living environment.
With the support of the Organization Department of the CPC Central Committee, the China Meteorological Administration has held 16 special seminars on meteorological disaster prevention and mitigation for local party and government leaders since 2006.
