Zhuang Rongcan is currently a member of the party group, deputy director and third-level chief staff member of the Hui'an County Letters and Visits Bureau. He has been awarded the "Outstanding Party Member" in the 2015 and 2022 democratic evaluation of the Hui'an County Government System of the Communist Party of China, the outstanding individual in the 2022 2022 20th National Congress of the Communist Party of China in the Joint Conference on Petition Work, and the advanced individual of the Hui'an County Committee of the Communist Party of China in 2023 for "good work for the masses".
Since he was transferred to the County Letters and Visits Bureau in 2014, Zhuang Rongcan has been responsible for the reception of visitors, the supervision of letters, and the 12345 convenience service platform. Since joining the petition work, he has insisted on treating the petition work as a family profession and the petitioners as his family, and has practiced the original intention and mission of a Communist Party member in the new era with practical actions.

Every time he sees the pennant of "doing practical things for the people, being a good servant of the people", Zhuang Rongcan will recall that day 8 years ago.

Hearing the request for help, Zhuang Rongcan hurriedly asked, "If you have any difficulties, speak slowly." After some communication, he learned that the caller's surname was Zhou, and that Mr. Zhou's parents had given their young second son to a friend who was working abroad for adoption in the early years, and then went to work in other places, so they lost contact.
Since 2009, Mr. Zhou has been searching for his brother's whereabouts, but there has been no news. It wasn't until 2016 that Mr. Zhou got a clue and dialed the Hui'an County Letters and Visits Bureau with the mentality of giving it a try.
Zhuang Rongcan was particularly concerned about this, "It is the purpose of petition workers to solve problems for the people and share worries for the party, and I also wanted to help him out of sympathy at that time." ”
In fact, Zhuang Rongcan knew in his heart that it was more appropriate to consult the public security and civil affairs departments or publish a newspaper for help in the matter of looking for relatives, but considering that Mr. Zhou was a foreigner and did not know much about the local situation, it was relatively inconvenient to find people, so he decided to take over the matter.
In order not to affect his own work, Zhuang Rongcan could only use his spare time to follow the clues provided by Mr. Zhou, call and consult relevant departments, and ask friends to help find him. After several months, Mr. Zhou's long-lost brother was finally found.
"Comrade Xiaozhuang is very enthusiastic, if it weren't for his help, it would be difficult for our family to reunite. Mr. Zhou said gratefully.
This incident also gave Zhuang Rongcan a certain degree of confidence in carrying out the petition work. Over the past nine years, he has insisted on treating every visitor with enthusiasm, patience and care, received more than 3,700 people, presided over more than 200 coordination meetings, and successfully coordinated and handled nearly 200 collective visits.
"Letters and visits are the work of the masses who come to their homes. Zhuang Rongcan believes that the key to doing a good job in the work of letters and visits lies in regarding oneself as the "clerk" of the masses and doing everything possible to solve problems for the masses, so as to win the approval and trust of the masses.
"Pressure cooker" and "exhaust valve"
In the work of letters and visits, the backlog of letters and visits is undoubtedly the most difficult bone to gnaw and the hottest potato. Due to the complex reasons, long time span, and difficulty in obtaining evidence, it is not easy to resolve a petition backlog, and Zhuang Rongcan has promoted the resolution of more than 30 petition backlogs.
Someone once "learned" from Zhuang Rongcan, he told the other party that every petition backlog is like a "pressure cooker", bad emotions are full of it, and after a long time, the contradiction will continue to intensify in the "pressure cooker", if you want to resolve it, you have to have someone as an "exhaust valve", when the "gas" rushes to you, you must first stand it, and then find a way to discharge.
"After many years of unresolved appeals, the petitioners often speak ill of us and have no good faces, so it is very important to be angry when we do this work. Zhuang Rongcan told reporters that during his visit, he had eaten a lot of "closed-door soup" and suffered a lot of grievances. For example, some petitioners were initially defensive and resistant, and closed their homes and turned him away. In order to better understand the case and communicate with him, he used his weekend rest time and rural folk festivals to visit, and finally exchanged for "a cup of hot tea".
From "a cold face" to "a cup of hot tea", only Zhuang Rongcan knows the effort. After many years of work, he has always insisted on receiving petitions and going deep into the front line, listening to the complaints and complaints of the masses, sorting out the root causes and crux of problems, moving them with affection, understanding them with reason, and understanding them with the law, so as to promote the "double solution" of the masses' problems.
Since 2022, Hui'an has deepened the special action of "pulling nails and removing obstacles" for petition backlogs, focusing on highlighting the backlog of petition cases assigned by superiors and finding out outstanding petition problems in society at the same level, and anchoring the work goal of "closing the case and making people" continue to tackle tough problems. Since the launch of the special action, Zhuang Rongcan has been linked and specifically guided Dongqiao, Gongchuan and other units to carry out the resolution work in accordance with the work arrangement of "slicing and linking" of team members.
"He has a lot of work experience, and when we feel like we don't know where to start, he finds a breakthrough and helps us move forward, and he learns a lot from him. Xu Huayang, deputy director of the Dongqiao Town Comprehensive Convenience Service Center, said. Because of his solid knowledge of policies and laws, good sense of service and efficient work ability, Zhuang Rongcan has repeatedly put forward feasible opinions and suggestions when promoting the resolution of key petitioners at the grassroots level, effectively promoting the resolution of the backlog of petition cases.

Over the years, Zhuang Rongcan has never been absent from the duty work of any major conference activities, and has participated in the Xiamen BRICS Summit, the celebration of the 100th anniversary of the founding of the Communist Party of China, the 20th National Congress of the Communist Party of China, the Winter Olympics and the Winter Paralympics, the "Belt and Road" Summit Forum, the two sessions at all levels and the Party Congress and other major meetings and activities, and has made important contributions to the successful realization of the "three non-occurrences" work goals.
In 2021, the County Letters and Visits Bureau was rated as "Outstanding Collective in the 100th Anniversary of the Founding of the Party and the 20th National Congress of the Communist Party of China" by the Provincial Joint Office for Letters and Visits, and Zhuang Rongcan was also rated as "Outstanding Individual in the Safety and Security Work of the 20th National Congress of the Communist Party of China" by the County Joint Conference on Letters and Visits for his outstanding work.
