Beijing, April 22 (Xinhua) -- The Ministry of Housing and Urban-Rural Development and other five departments issued guidance on April 22 to make it clear that it is necessary to strengthen the management of rural housing construction, strengthen the safety management of existing rural housing, and accelerate the improvement of a long-term mechanism for the safety management of newly built rural housing.

The Ministry of Housing and Urban-Rural Development, the Ministry of Emergency Management, the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, and the State Administration for Market Regulation recently jointly issued the "Guiding Opinions on Strengthening the Management of Rural Housing Construction". The guidance clearly states that by 2025, the closed-loop supervision of the whole process of rural housing quality and safety will be realized, the safety risks of rural housing will be effectively controlled, and the quality and safety of rural housing will be generally improved, and by 2035, a management system and technical standard system for rural housing construction will be fully established, and the quality of rural housing construction will be greatly improved.

The relevant person in charge of the Department of Village and Town Construction of the Ministry of Housing and Urban-Rural Development said that the number of rural houses in the mainland is large and wide, and for a long time, farmers have mainly built, used and managed by themselves. With the economic and social development and the continuous improvement of farmers' living standards, the area of new farmhouses is getting larger and larger, the number of floors is getting higher and higher, and there are more and more for operation.

The guiding opinions are clear, strengthen the safety management of existing rural houses, carry out the investigation and rectification of potential safety hazards in rural houses on a regular basis, adhere to the principle of "whoever owns it is responsible, and whoever uses it is responsible", and clarify the main responsibility of property owners and users for housing safety. Establish a normalized inspection mechanism for rural housing safety, combining farmers' self-inspection, town and village inspection, county-level inspection, law enforcement inspection and mass supervision, and promptly discover and take effective measures to eliminate potential safety hazards.

The guiding opinions make it clear that the management of farmhouses used for business activities should be strictly enforced, and the use of farmhouses for business activities should meet the relevant safety requirements, and property owners and users should strictly implement the relevant regulations on the safety management of commercial self-built houses, and ensure that the houses have safe use conditions before carrying out business activities. Carry out reconstruction and expansion of farmhouses, handle relevant approval procedures such as land use, planning and construction in accordance with the law, and design and construction in strict accordance with relevant engineering construction standards.

The guiding opinions put forward to speed up and improve the long-term mechanism for the safety management of newly built farmhouses, and to supervise the quality and safety of farmhouses throughout the whole process of farmhouse construction. In accordance with the principle of "who approves, who supervises, who is in charge, who supervises", the administrative examination and approval and safety supervision are effectively linked. Reasonably arrange the land for the construction of farmhouses, effectively ensure the safety of the site selection of farmhouses, strictly regulate the design and construction, and the design and construction of new farmhouses should meet the requirements of the current national quality and safety standards such as seismic fortification.
