Party and government organs must conduct a social stability risk assessment before making a decision on all major decision-making matters that have a direct bearing on the vital interests of the masses of the people, involve a wide range of issues, and are likely to cause social stability problems, including the construction of major engineering projects involving land requisition and demolition, peasants' burdens, the restructuring of state-owned enterprises, environmental impact, social security, public welfare undertakings, environmental impact, social security, public welfare undertakings, and other major decision-making matters that have a greater impact on social stability.
