From April 18th to 20th, heavy rainfall occurred in parts of South China, southern Jiangnan, and eastern Southwest China, with a cumulative maximum point rainfall of 813 mm in the Lanshetang Reservoir in Qingyuan, Guangdong. 53 rivers, including the main stream and tributaries of the Hejiang River and the Beijiang River in Guangdong, the Guijiang River and its tributaries in Guangxi, and the tributaries in the upper reaches of the Ganjiang River in Jiangxi, have over-alert floods, with a maximum over-alarm range of 0.01 meters ~ 7.44 meters, and the No. 2 flood in 2024 will occur in the Beijiang River. According to the forecast, the heavy rainfall in South China will continue in the near future, and a catastrophic flood will occur in the Beijiang River in the Pearl River Basin.

At 10 a.m. on April 21, the Ministry of Water Resources upgraded the flood prevention emergency response to Level III in response to the flood situation in Guangdong Province, and maintained the Level IV emergency response to flood prevention in the four provinces and regions of Fujian, Jiangxi, Hunan, and Guangxi; issued "one province and one order" to eight provinces (autonomous regions) in Zhejiang, Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Guizhou, and Yunnan to provide precise targeted early warnings, guide and urge local governments to do a good job in heavy rainfall prevention, and sent three additional working groups to the front line of flood control to assist in flood response work.

The National Defense General has upgraded the emergency response from Level 4 to Level 3 for flood control in Guangdong

According to the Ministry of Emergency Management, the National Defense General upgraded the fourth-level emergency response for flood control in Guangdong Province to the third level on the 21st, arranged for the dispatch of technical equipment for the inspection of the embankment to Guangdong Province to support the inspection and defense of the Beijiang embankment, organized flood control, rescue and disaster relief materials, and the emergency drainage team was ready to reinforce.

The General Office of National Defense and the Ministry of Emergency Management held a video conference on flood control on the 21st, and consulted with the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, and the Ministry of Housing and Urban-Rural Development.

Since April 18, heavy rain has fallen in most parts of Guangdong Province, and local heavy rain has occurred. Affected by it, many rivers such as the Beijiang River have experienced super-alert floods, mountain floods and geological disasters are frequent, and waterlogging has occurred in some cities and towns. According to the forecast of the meteorological and hydrological departments, heavy rainfall in the south of the Yangtze River and southern China will continue, the main stream of the middle and lower reaches of the Xijiang River and its tributaries Liujiang, Guijiang and Hejiang, the main stream of the Beijiang River and some tributaries will continue to rise, and the Beijiang River may experience extremely serious floods. The working group dispatched by the General Office of National Defense will continue to assist and guide flood prevention and disaster relief work in key areas such as Shaoguan and Qingyuan.

The Pearl River Defense General and the Pearl River Committee raised the emergency response level to Level II

According to the Pearl River Water Conservancy Commission of the Ministry of Water Resources, due to the continuous heavy rainfall since April 16, a total of 44 rivers in the Pearl River basin have experienced over-warning floods, with an over-warning range of 0.01-7.04 meters, of which the No. 2 flood in 2024 has occurred in Beijiang. According to the forecast of the meteorological and hydrological department, the heavy rainfall process in the central and eastern parts of the basin will continue, the water level of the Beijiang River will continue to rise and may develop into a major flood, and the risk of geological disasters such as small and medium-sized river floods and mountain floods is extremely high, and the flood control situation in the basin is severe and complex. In accordance with the relevant provisions of the Emergency Plan for Flood Prevention and Drought Relief of the Pearl River Flood Control and Drought Relief General Headquarters, the Pearl River Flood Control General Headquarters has decided to upgrade the flood control level III emergency response to level II, and the Pearl River Committee has simultaneously upgraded the flood prevention level III emergency response to level II.

Orange warning for heavy rain + yellow warning for severe convective weather issued

The Central Meteorological Observatory continued to issue an orange warning for heavy rain and a yellow warning for severe convective weather at 10 a.m. on April 21.

It is expected that from 14 o'clock on the 21st to 14 o'clock on the 22nd: there will be heavy to heavy rain in southern Guangxi, Guangdong, eastern and southern Jiangxi, Fujian, central and southern Zhejiang and other places, among them, there will be heavy rain in some areas of central and eastern coastal areas of Guangdong, eastern Jiangxi, western Fujian and other places.

Some areas in the southwest and southeast of Guangxi, central and southern Guangdong will have 8-10 thunderstorms and strong winds or hail, of which some areas in southeastern Guangxi, central and southern Guangdong and southern coastal areas will have thunderstorms and gales of more than 10, and local winds can reach more than 11.
