In recent years, Suiyang County has strictly implemented the cultivated land protection policy, resolutely curbed the "non-agricultural" and "non-grain" cultivated land, implemented the principle that cultivated land should be protected, resolutely adhered to the bottom line of food security, built a solid foundation for food security, and ensured that cultivated land deserved its name.
In Yi'an Village, Puchang Town, an industrial road leads directly to the sorghum base, and the furrows covered with film extend like silver ribbons from the mountain dam area to the halfway up the mountainside, shining in the sun, and groups of villagers in the distance are digging ditches, spreading fertilizer, planting sorghum, and sowing the hope of spring.
"In the past, we used to grow flue-cured tobacco here, but now these lands are contracted to large households to grow sorghum, and the rent is 200 yuan per mu, and now I work here for 80 yuan a day, and the overall income is still very good. Zhang Jinning, a villager from the central group of Yi'an Village, who is sowing sorghum, said that in the past, transportation was inconvenient, and the cost of growing grain in the scattered fields was high and the yield was low, and the local people planted flue-cured tobacco or other economic forests.
Since last year, Yi'an Village has continued to promote the "non-agricultural" and "non-grain" rectification of cultivated land, actively guided the masses to renovate and clear the land, introduced large grain growers, ensured that the promotion of the policy of benefiting farmers was in place, and gradually improved agricultural infrastructure. After a year of development, the village has now developed more than 600 acres of sorghum planting, and the industrial road and joint road built involve 4 groups, including Bayi, Center, Hsinchu and Hongqi Group, benefiting 96 households and 412 people.
"We combined with the actual work, through the consolidation of land for effective planning, with the development model of 'branch + company + cooperative + farmer', the development of the sorghum industry, through the demonstration of the role, the construction of 10.6 kilometers of roads from Bayi to Hongqi and other 4 production groups, but also to solve the problem of the masses to work nearby, for the rural revitalization work has laid a solid foundation. In the process of promoting the "non-agricultural" and "non-grain" rectification of cultivated land, Puchang Town took the initiative to do a good job in organizing and mobilizing, dividing responsibilities, conducting investigations village by village, block by block, and household by household, publicizing and guiding the peasant masses to actively resume cultivation and replanting, creating a good atmosphere for protecting cultivated land and developing grain production, and ensuring the safety of grain production and the stability of farmers' income.
"If you find that the root system is broken, you have to replace the seedlings and plant them again, you can't save trouble, otherwise you can't survive, and the quality ......will be affected." In the past few days, in the Gaofeng Group of Ruxi Village, Puchang Town, the villagers are enthusiastically transplanting corn.
"After the cultivated land is 'non-agricultural' and 'non-grain', corn is planted here to enrich the village collective economy, and the collective economy is reused in the later stage to continuously improve the infrastructure construction of our village. Jian Yingguo, secretary of the general branch of Ruxi Village, Puchang Town, said that the village has passed the 320 acres of land after the renovation, and the villagers have joined the cooperative development industry of the village community in the form of land shares.
Ruxi Village gives full play to the rural party organization to lead the village collective professional cooperative, a cooperative economic development organization, and takes the "integration of village and community" as the starting point, vigorously develops the cultivation of food crops, leads the farmers in the village to adjust the structure, reduce costs, and steadily increase income, and promotes the in-depth development of the rural industrial revolution.
"Since last year, our town has resolutely implemented the political responsibility of guarding the red line of cultivated land protection and the bottom line of food security, taking the "non-agricultural" and "non-grain" rectification of cultivated land as the starting point, through propaganda and launching, setting up a special work class, strengthening factor guarantees and other measures, and lifting the strength of the whole town to carry out the "non-agricultural" and "non-grain" rectification of 2080 acres, and it is expected that the total grain output value will increase by 3 million yuan this year. The collective economic income will increase by 800,000 yuan, so that the pockets of rural households will be more bulging, the income of the village collectives will be more, and the funds invested in social governance will be more abundant, so as to effectively promote the construction of Hemei Village. Puchang Town is only a microcosm of the farmland protection work in Suiyang County. In recent years, the county party committee and the county government have attached great importance to preventing the "non-grain" of cultivated land and stabilizing grain production, focusing on rectifying the illegal occupation of cultivated land, and resolutely curbing the "non-agricultural" and "non-grain" of cultivated land with a "zero tolerance" attitude and hard measures of "long teeth", so as to form a cultivated land protection and food security work pattern of "the party and the government have the same responsibility, the departments are coordinated, the upper and lower levels are linked, and the masses participate".
In 2023, the "non-grain" cultivated land in the county will be included in the remediation area of 7,976.75 mu, the remediation area will be 7,464.37 mu, and the stock area will be 512.38 mu, with a completion rate of 94%. This year, the county stabilized the grain sowing area of 883,000 mu, the output of 250,000 tons, the new (reformed) high-standard farmland of 50,000 mu, continued to implement the comprehensive land management and urban and rural construction land increase and decrease linked projects, and added 3,000 mu of cultivated land.
