In 1978, after the convening of the Third Plenary Session of the 11 th CPC Central Committee, the Republic entered a new historical period of reform and opening up. Considering that promoting reform requires a group of enterprising young people, Chen Yonggui, who was vice premier of the State Council at the time, took the initiative to resign from his post and returned home early to live a life of retirement.
Although Chen Yonggui resigned from his post as vice premier of the State Council, he still cared about national affairs after dedicating his life to the country, so Deng Xiaoping, Li Xiannian and others specially approved that some internal reference documents of the State Council could be handed over to Chen Yonggui for viewing.
