The procuratorate's indictment alleges: Defendant Wang Yongsheng took advantage of his position as secretary of the party committee and president of the Liaoning branch of the China Development Bank, member of the party committee and vice president of the China Development Bank, and other positions, as well as the convenience of his own authority or position, to provide assistance to others in matters such as loan financing, bond purchases, and personnel arrangements, and illegally accepted property from others, the amount of which was particularly huge, and he should be investigated for criminal responsibility for the crime of accepting bribes in accordance with law.

According to public information, Wang Yongsheng, born in 1958, has served as the director of the office of the Henan branch of the China Construction Bank, the president of the Zhengzhou branch, the president of the Zhengzhou branch of the China Investment Bank, the president of the Henan branch of the China Development Bank, the president of the Liaoning branch, and the director of the enterprise bureau. He later served as Vice President of China Development Bank and retired in 2018.

On July 20, 2023, the website of the Central Commission for Discipline Inspection and the State Supervision Commission announced that Wang Yongsheng, former member of the Party Committee and vice president of the China Development Bank, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the State Supervision Commission.

On January 5, 2024, with the approval of the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection and the State Supervision Commission conducted a case review and investigation into Wang Yongsheng, former member of the Party Committee and vice president of the China Development Bank, for serious violations of discipline and law.

After investigation, Wang Yongsheng lost his ideals and beliefs, betrayed his original mission, turned a deaf ear to the spirit of the eight central regulations, violated discipline, accepted gifts and money in violation of regulations, accepted banquets, tours, and golf activities arranged by private business owners in violation of regulations, and borrowed other people's vehicles in violation of regulations; violated organizational principles, concealed and failed to report relevant personal matters, and wantonly interfered. Interfering in the recruitment of employees of financial institutions; owning shares of non-listed companies in violation of regulations; inflating their greed, failing to abide by the bottom line of discipline and law, engaging in power-for-money transactions on a large scale, wantonly accepting the transfer of benefits through covert means such as investment and shareholding, taking advantage of their positions to seek benefits for others in loans, financing, bond subscriptions, and so on, and illegally accepting huge sums of money.

Wang Yongsheng seriously violated the party's organizational discipline and integrity discipline, constituted a serious violation of public office and was suspected of taking bribes, and did not restrain or stop after the 18th National Congress of the Communist Party of China, which is serious in nature and has a bad impact, and should be seriously dealt with. In addition to the aforementioned Wang Yongsheng, Zhou Qingyu, and Li Jiping, Yao Zhongmin, former deputy secretary of the Party Committee and chairman of the board of supervisors of the China Development Bank, was investigated in June 2016, Hu Huaibang, former secretary of the party committee and chairman of the board of directors of the China Development Bank, and He Xingxiang, then member of the party committee and vice president of the China Development Bank, was investigated in September 2021.
