"One old and one young" affects hundreds of millions of families, and it is the most concerning, most direct, and most realistic livelihood issue for the people. Liu Sushe, deputy director of the National Development and Reform Commission, said at a press conference held by the Information Office of the State Council on April 17 that in order to effectively solve the practical problems of insufficient supply of childcare and surplus kindergarten resources, the National Development and Reform Commission will work with relevant departments to promote the overall allocation of "0-6 years old" childcare service resources.

Liu Sushe specifically pointed out that the National Development and Reform Commission has continuously improved the "one old and one small" service in three aspects: expanding the increment, optimizing the stock, and improving the quality.

The first is to expand the increment. In order to actively adapt to the trend of population aging and meet the growing demand for elderly care services, the National Development and Reform Commission added a new "special project to actively respond to population aging and childcare construction" during the "14th Five-Year Plan" period, giving full play to the role of the central government's investment demonstration and driving, and arranging a total of 21.8 billion yuan in the central budget from 2021 to 2023 to drive the expansion of the supply of elderly care services in various localities. In 2024, the mainland will further increase the support for investment in the central budget, focusing on supporting the construction of a "one old and one small" facility service system. At present, the number of nurseries per 1,000 people in the mainland has reached 3.3, an increase of 0.8 over the previous year, and 48 prefectures and cities across the country have carried out pilot projects for the construction of comprehensive childcare service centers, which will be further promoted in a wider range in the future. At the same time, it will also promote the sinking of professional pension institutions into the community through the investment mechanism, so that the people can enjoy the pension services nearby.

The second is to optimize the stock. The "Outline of the 14th Five-Year Plan" proposes to "build a pension service system that coordinates home and community institutions and combines medical care and health care", and through continuous structural adjustment, the proportion of nursing beds in elderly care institutions will exceed 60% in 2023, achieving the goal of the "14th Five-Year Plan" ahead of schedule. In the next step, the National Development and Reform Commission will also organize the implementation of a number of professional and large-scale medical and elderly care projects to promote the overall level of elderly care services. At the same time, in order to effectively solve the practical problem of insufficient supply of childcare and surplus kindergarten resources, we will also work with relevant departments to promote the overall allocation of "0-6 years old" childcare service resources, and promote the orderly connection of "0-3 years old" and "3-6 years old" service supply by supporting the overall transformation of kindergartens with reduced students or the development of childcare services.

The third is to improve quality. In 2023, the proportion of the population aged 60 and above in mainland China will reach 21.1%, entering a moderately aging society, which puts forward higher requirements for the quality of pension products and services. This year, Document No. 1 of the General Office of the State Council focuses on developing the silver economy and improving the well-being of the elderly, and proposes 26 policy measures. In the next step, the National Development and Reform Commission will work with relevant departments to implement the policy. At the same time, in order to further promote the improvement of the level of childcare services, we will also organize and implement the quality assessment of childcare institutions together with relevant departments, so as to truly do good things well and do practical things, so that the people can get better services.
