In order to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, and implement the party's education policy, actively explore the "classified examination, comprehensive evaluation, and multiple admission" examination enrollment model, comprehensively consider the candidates' college entrance examination cultural scores, college assessment results, high school academic proficiency test results, Comprehensive quality evaluation and the characteristic requirements of colleges and universities themselves, establish and improve a comprehensive evaluation system for talent selection, and in 2024, our province will continue to carry out the pilot work of comprehensive evaluation enrollment reform in ordinary colleges and universities. The relevant matters are hereby notified as follows.

1. Enrollment Institutions and Prospectus

With approval, a total of 24 colleges and universities have carried out comprehensive evaluation enrollment in our province.

There are 12 A-class universities: Nanjing University, Southeast University, University of Chinese Academy of Sciences, Zhejiang University, South China University of Technology, Beijing University of Foreign Chinese, ShanghaiTech University, Southern University of Science and Technology, New York University Shanghai, Duke Kunshan University, Chinese University of Hong Kong, Shenzhen, and Beijing Polytechnic Moscow University.

There are 12 Class B universities: Nanjing Normal University, Nanjing University of Information Science and Technology, Nanjing University of Technology, Nanjing University of Posts and Telecommunications, Nanjing Medical University, Nanjing University of Traditional Chinese Medicine, Nanjing Forestry University, Jiangsu Normal University, Nantong University, Yangzhou University, Jiangsu University, Xi'an Jiaotong-Liverpool University.

Colleges and universities must scientifically and carefully formulate a comprehensive evaluation enrollment guideline, which must include information such as the leading organization, enrollment majors and plans, requirements for selected subjects, registration conditions and methods, assessment procedures and methods, comprehensive score conversion methods, admission rules, consultation and appeal channels, and supervision mechanisms. It is necessary to scientifically and reasonably determine the registration conditions, select students with excellent overall quality and outstanding potential for top-notch innovation, and must not simply use papers, patents, competitions (activities) held by intermediary agencies, etc. as the basis for registration and preliminary examination. In principle, the certificate of the competition to be recognized should be a discipline competition recognized by the national or provincial education authorities. It is necessary to scientifically determine the enrollment majors according to the characteristics of the disciplines, and in principle, the basic disciplines and characteristic disciplines should be the mainstay. In accordance with the relevant requirements of the comprehensive reform of the college entrance examination in our province, we should formulate specific measures for the use of the comprehensive quality evaluation files of ordinary high school students, and make it clear in the enrollment brochure. The enrollment brochure must be studied and approved by the Standing Committee of the Party Committee of the school, and submitted to the competent unit for review and filing through the enrollment charter review platform before April 20. Before the end of April, colleges and universities will announce the enrollment brochure to the public. Once the enrollment brochure is published, it shall not be changed without authorization; if there is any supplementary explanation, it shall be announced to the public in a timely manner and notified to the Provincial Education Examination Institute.

The comprehensive evaluation enrollment plan of local universities in Jiangsu (except Duke Kunshan University) shall not exceed 5% of the university's total annual undergraduate enrollment plan.

If the Ministry of Education approves new colleges and universities to participate in the pilot, it shall be implemented with reference to the spirit of this notice.

2. Candidate registration and university review

Before May 10, all colleges and universities should complete the registration work (the specific time is subject to the provisions of the college enrollment brochure). Candidates who meet the enrollment conditions of the college entrance examination and the comprehensive evaluation of colleges and universities in our province can register according to the registration time and method determined by the university. Colleges and universities are not allowed to allocate places to secondary schools. Candidates and their secondary schools are responsible for the authenticity of the application materials.

Before May 25, colleges and universities should organize special forces, in line with the principle of preferring shortage to indiscriminate, according to the school's registration conditions for the preliminary examination of the materials submitted by the candidates, timely inform the candidates of the results of the preliminary examination, and publicize them on the university's website, and at the same time submit the list of candidates who have passed the preliminary examination to the Provincial Education Examination Institute. The relevant award certificates in the candidates' application materials should be obtained before the registration time specified by the university, and shall not be supplemented afterwards.

3. Determination of the assessment and selection list of colleges and universities

Colleges and universities should scientifically determine the content and form of assessment in combination with the relevant disciplines, professional characteristics and training requirements of the university, further optimize the assessment and evaluation methods, and pay attention to the examination of students' "curiosity, desire to explore, problem awareness, questioning spirit, will quality" and other factors. Colleges and universities with the capacity should actively explore the addition of physical education subject tests in the school examination, and the test items shall be independently determined by colleges and universities according to the actual teaching conditions of secondary schools, and the test results shall be used as an important reference for admission. Colleges and universities should further refine the management of key links such as written test propositions, paper preparation, storage, distribution, test administration, recycling, and marking, so as to ensure the safety and confidentiality of test papers and test questions, and the accurate handling of results. The interview process should abide by the principle of "five random", that is, "the examiner is randomly determined, the examination room is randomly assigned, the examination questions are randomly selected, the students are randomly divided, and the examiner is randomly rotated", and the number of judges in each group shall not be less than 5 in principle, and the whole process shall be recorded and videotaped. The college assessment should be arranged after the college entrance examination. Candidates must pay attention to the information such as the assessment list and assessment time released by the colleges and universities they intend to apply for in a timely manner.

After the collective study of the leading group of the university's enrollment work, each university shall determine the list of selected candidates according to no more than 5 times the number of enrollment plans for comprehensive evaluation, and submit the list of selected candidates to the Provincial Education Examination Institute for publicity. The information of the candidates publicized should include the name, the middle school (or unit) where they are located, the test items, the test results, the passing criteria, the selected universities and majors, etc. The candidate's secondary school and the selected university shall make a public announcement on their websites for no less than 10 working days, and the publicity information shall be retained until the end of the current year.

4. Selected candidates volunteer to confirm or fill in

Before May 31, candidates who have passed the preliminary examination of Class A colleges and universities must log in to the candidate service platform of the Provincial Education Examination Institute College Entrance Examination Comprehensive Business Information Management System (website: gk.jseea.cn) to confirm the application and order of colleges and universities.

Candidates selected for Class B colleges and universities must log in to the college entrance examination voluntary filling system of the Provincial Education Examination Institute within the specified time for filling in the college entrance examination volunteer in our province, and fill in the comprehensive evaluation enrollment volunteer in the column of "comprehensive evaluation enrollment". Candidates who meet multiple qualifications can only choose one of them to fill in.

Within the specified time, if the candidate fails to confirm or fill in the above two types of comprehensive evaluation enrollment wishes, it will be deemed to have given up the corresponding comprehensive evaluation enrollment qualifications.

5. Submission and admission

For the selected candidates who have no objection to the announcement of the Provincial Education Examination Institute and confirm or fill in the comprehensive evaluation of colleges and universities, they will be admitted according to the following regulations:

(1) Candidates must meet the requirements of colleges and universities in the enrollment brochure before they can apply for relevant majors (categories).

(2) The candidate's college entrance examination cultural score is not lower than the corresponding special type enrollment control line. Thereinto:

For those candidates who are determined to be selected by Class A universities, the Provincial Education Examination Institute will submit the files according to the ranking of the selected candidates provided by the colleges and universities and the preferences and order confirmed by the candidates before the undergraduate batch is submitted in advance, and the colleges and universities will decide whether to admit and the majors to be admitted according to the published admission rules. Admitted candidates will not participate in any other batch of admission.

For those candidates who are determined to be selected by Class B universities, the Provincial Education Examination Institute will select the best candidates according to the admission rules announced by the colleges and universities after the early admission of the undergraduate batch and before the undergraduate batch submission.

When colleges and universities submit the data of candidates to be admitted to the Provincial Education Examination Institute, they must mark the admission type of "comprehensive evaluation enrollment" for the corresponding candidates.

(3) For candidates who do not meet the admission standards for comprehensive evaluation of colleges and universities, colleges and universities shall withdraw within the specified time, and the Provincial Education Examination Institute will submit the files according to their parallel volunteers when the undergraduate batch is submitted.

(4) The list of candidates admitted according to the comprehensive evaluation enrollment method and relevant information will be publicized in the admitted universities and the Provincial Education Examination Institute respectively. The information of the candidates should include their names, their secondary schools (or units), the universities and majors they are admitted, etc.

Sixth, the work requirements

(1) Strengthen organizational leadership. Comprehensive evaluation of enrollment is an important part of college examination admissions. Colleges and universities are the main body responsible for the comprehensive evaluation of enrollment work, and the main responsible comrades are the first responsible persons, and the responsible comrades in charge are the directly responsible persons. Party committees of colleges and universities should further strengthen their leadership over the work of examination and enrollment, improve the responsibility system of party and government departments in schools to comprehensively and strictly administer the party, and implement relevant work mechanisms. It is necessary to effectively strengthen risk prevention and control, improve the emergency response plan for all kinds of emergencies, and ensure that the examination style and discipline are good, and the enrollment is safe and stable. It is necessary to take the initiative to do a good job in information release, candidate reminders, consulting services, etc., and respond to candidates' concerns in a timely manner. Educational administrative departments at all levels, admissions and examination institutions, and middle schools should work closely together to provide necessary support and services to colleges and universities.

(2) Strict qualification review. Colleges and universities should scientifically determine the procedures for reviewing candidates' qualifications, increase the verification of candidates' application materials, and conduct full coverage verification of the relevant supporting materials submitted by candidates through expert appraisal and verification by contacting the organizer. The application requirements shall not be lowered, and the qualification review standards shall not be relaxed. Candidates attending secondary schools (or former graduated secondary schools) must truthfully reflect the candidates' situation in all aspects of high school according to the candidates' student records, school performance and college requirements, actively assist in providing relevant materials, and do a good job in publicizing the candidates' relevant information, and take the initiative to accept social supervision. Candidates who provide false application materials, once verified, shall be found to have cheated in the national education examination, and their registration, examination and admission qualifications for the relevant type of enrollment shall be cancelled, and at the same time the report shall be reported to the Provincial Education Examination Institute.

(3) Strict work discipline. Colleges and universities should further improve the selection mechanism for evaluators, strictly enforce the selection criteria for evaluators, strengthen the professional training of evaluators, and strengthen education on security, confidentiality, and compliance with discipline and law. Strictly implement the evaluation system for evaluators. Colleges and universities must not publish comprehensive evaluation enrollment brochures or conduct false enrollment publicity that have not been reviewed and filed by the competent unit; relevant staff and expert judges must not participate in all kinds of training and counseling activities organized by social institutions; Off-campus training institutions or individuals enter the school to carry out examination enrollment training and consultation activities, or provide venues for relevant institutions or individuals to carry out relevant activities; they must not publicize and promote the relevant activities of relevant institutions or individuals to candidates and their parents; they must not deviate from the enrollment orientation in any form to engage in vicious competition for students or promise admission to candidates in violation of regulations; they must not change the admission of the selected majors that have been announced; they must not change the majors of candidates admitted in the process of issuing admission notices for new students or registering for new students; they must strictly organize the review of new students' admission qualifications to ensure that the enrollment and admission are fair and just。

(4) Strictly investigate and deal with violations. Candidates, examination staff or other members of society who have violated the rules will be dealt with in strict accordance with the procedures and regulations determined by the Criminal Law of the People's Republic of China, the Education Law of the People's Republic of China, the Measures for Handling Violations in National Educational Examinations, and the Interim Measures for Handling Violations in the Enrollment of Ordinary Institutions of Higher Learning, and the parties concerned and relevant personnel will be held accountable in accordance with laws and regulations. Public employees who have violated the rules will be severely dealt with in accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China", "Law of the People's Republic of China on Governmental Sanctions for Public Employees", "Regulations on Sanctions for Civil Servants of Administrative Organs", "Provisions on Sanctions for Staff of Public Institutions" and other relevant provisions.
