On April 17, the Pudong New Area convened a joint meeting on legal aid work, led by the Political and Legal Committee of the District Party Committee and jointly participated by the five parties of the Public Procuratorate and Law Department, so as to further implement the "Legal Aid Law of the People's Republic of China" and the "Measures for the Implementation of the Legal Aid Law" of the Supreme People's Court and the Supreme People's Court, the Supreme People's Court, and the Supreme People's Court, and the Supreme People's Court, and the Supreme People's Court, and the Supreme People Tang Bin, deputy secretary of the Political and Legal Committee of the District Party Committee, An Wenlu, deputy procurator of the Pudong New Area People's Procuratorate, and Guo Xiuli, deputy director of the District Bureau of Justice, attended the meeting and delivered speeches. The heads of the Political and Legal Committee of the District Party Committee, the relevant departments of the Public Procuratorate and Law, the main persons in charge of the Public Service Department of the District Judicial Bureau, the District Legal Aid Center and relevant staff attended the meeting.
At the meeting, the main person in charge of the District Legal Aid Center summarized and deployed the legal aid work in Pudong in 2023 and the work plan for this year, and sorted out and reported on the problems existing in the previous work. The main person in charge of the Public Service Department of the District Judicial Bureau focused on the interpretation of the relevant provisions of the "Measures for the Implementation of the Legal Aid Law" and the "Implementation Measures for the Full Coverage of Legal Aid in Criminal Cases in Pudong New Area". The responsible persons of the relevant departments of the public procuratorate, procuratorate, and law exchanged views on the situation and existing problems of their respective departments in carrying out legal aid work around their respective scope of duties.
The meeting pointed out that legal aid is an important legal system for safeguarding the legitimate rights and interests of people in difficulty, ensuring social fairness and justice, and promoting the construction of peace. The Department of Public Security, Procuratorate, and Justice is an important force in comprehensively governing the country according to law under the leadership of the Party, with different functions and division of labor, but a high degree of fundamental goals are the same. Legal aid work needs to constantly adapt to the new situation and new requirements, and conform to the new expectations of the people.
At the meeting, it was emphasized that the joint conference system is an innovative practice and pragmatic measure to deepen coordination and cooperation and jointly promote judicial fairness. It is necessary to give full play to the community role of the public procuratorate, procuratorate, and judicial departments, further strengthening top-level design, improving work mechanisms, optimizing the allocation of resources, increasing coordination and linkage, organically combining legal aid with their respective work functions, and further implementing work such as full coverage of criminal legal aid and plea acceptance of punishment.
The meeting demanded that all joint member units should unify their thinking, enhance their understanding, and enhance their sense of responsibility for doing a good job in legal aid work. In light of the actual conditions of the Pudong New Area, it is necessary to benchmark the establishment of an international legal service center, strengthen the application of legal science and technology, innovate and inherit the experience of Fengqiao, and other work tasks, promptly solve difficult bottlenecks, strengthen research, judgment and exchanges, revise and improve the "Pudong New Area Implementation Measures for Full Coverage of Criminal Legal Aid", form a long-term effective mechanism, and jointly promote the improvement of the quality and efficiency of legal aid work in the New Area.
