The pilot reform of "ministry-town linkage" has brought new opportunities and possibilities to the rural development of Diao Town. In recent years, Diao Town has actively explored and strived to build a model township for rural revitalization along the river through the "six joint" actions of "joint consolidation" of poverty alleviation achievements, "joint operation" of collective economy, "joint education" of local talents, "joint construction" of rural customs and civilization, "joint painting" of beautiful villages, and "joint management" of grassroots governance.
Since the launch of the reform of "ministry-town linkage", 54 projects have been implemented through linkage consultations, with a cumulative amount of about 270 million yuan, 8 million yuan has been obtained from special funds from the higher level of finance to develop the village-level collective economy, and 204 "soil experts" and "Tian Xiucai" have been cultivated in the town through the talent training base.
The town actively explores the transformation of the village collective economy to market operation, establishes Tongren Yanhe Lianchuang Trading Co., Ltd., integrates the town's talents, funds, assets, projects and other resources, explores the substantial, corporatization, targeting, and market-oriented development model of the collective economy, and encourages the mobilization of 15 village (community) cooperatives to invest in the "three capitals", and Wuyi Village each invests 1 million yuan in the collective economic company of Tu Ao Town, and the rest of the villages subscribe to raise 1 million yuan to invest in the collective economic company of Di Ao Town, through the opening of physical supermarkets, undertaking engineering projects, Organize business activities such as the export of labor services, and promote the development of village-level collective economic organizations. It took the lead in opening the first collective economic supermarket in the county, with a cumulative income of 4 million yuan. Set up the "Yao Shang" live broadcast room to help farmers, undertake engineering projects, and carry out employment training services, labor dispatch services, urban management services, asset leasing services, etc., generating an income of 7.61 million yuan.
In 2022, the town will use the collective economic income to develop 185 public welfare posts with a dividend of more than 360,000 yuan, and in 2023, it will develop 245 public welfare posts with a dividend of 294,000 yuan. It also exchanged more than 5,000 yuan for materials to farmers through points, and paid more than 268,000 yuan for free medical insurance for the elderly over 80 years old.
The town has thoroughly implemented the three-year action of "strengthening the village and enriching the people", and has continuously developed and strengthened the village collective economy. With Muping Village as the center, we will build the tea industry belt of Wuyi, Anpo, Wuqi and Zhugenba, and drive the development of 3,000 acres of tea in the town through the transfer of farmers' land, and build 2 tea processing factories with total assets of 20 million yuan.
By revitalizing idle assets, Anpo and Wuqi have carried out linkage and complementarity, strengthened the cattle industry, and raised 80 beef cattle with an annual output value of 800,000 yuan; Wuqi Village has built a forage processing plant, with an annual production of 2,500 tons of forage, and the village collectively planted 240 acres of forage, driving farmers to plant more than 700 acres, with an annual output value of 1.25 million yuan. At present, there are 2,300 beef cattle breeding in the town, and we will fully implement the beef cattle breeding multiplication plan, and strive to breed more than 8,000 beef cattle by 2025, with a grass planting area of 7,000 acres, so as to achieve the development goal of "one cow per household and one mu of grass".
Combined with the market prospect and the actual situation of each village, we will continue to explore new paths for industrial development, encourage villages to develop chili, dense pumpkin, yellow flower and yellow peach, pomelo, chestnut, kiwifruit, ginkgo and other industries according to local conditions, improve the degree of agricultural organization, and make industrial development the foundation and guarantee of rural revitalization. Through the development of village collective economic industries, the idle land resources of rural households have been revitalized, and the masses have been encouraged to work in village collective industries, and the income of the masses has increased by 2.4 million yuan.
Through the in-depth implementation of the action of strengthening villages and enriching the people, the collective economic accumulation has been further strengthened and the "pockets" of farmers have been enriched. In 2023, the town will use the collective economic accumulation of the village to distribute a total of 654,100 yuan in dividends to the masses.
In the past two years, the town has carried out in-depth livable and beautification actions, comprehensively promoted the construction of micro-orchards, micro-vegetable gardens and micro-gardens in farmers' courtyards, organically used the idle corners around the houses to plant flowers and fruit trees, planted melons and beans, and decorated the courtyards with old things, and built more than 1,000 "three micro-gardens", giving the village a new look.
