According to CCTV News, on March 7, the Inspection Department of the Shangqiu Municipal Market Supervision and Administration Bureau received a report from the public that there were problems with the refueling systems of two gas stations in the border area of Yongcheng City and Yucheng County. The whistleblower reported that when refueling, judging from the numbers displayed on the interface of the fuel dispenser, the amount of fuel and the amount of cash were consistent, but there was always an error in the data of the fuel meter in the car, and the amount of fuel was not enough.
According to the preliminary analysis of law enforcement officers, if the gas station cheats in the refueling metering process, the fuel output can only be controlled by changing the computer program. Subsequently, the law enforcement officers, together with the public security police, divided into three groups to control the front computers, emergency power supplies and fuel dispensers of the two gas stations. During the inspection, law enforcement officers found cats hidden in the shadows at two gas stations.
At the Mangxia gas station in Yongcheng City, law enforcement officers found another extension of the front computer. Searching along the line, I found that this extension line was connected to another computer in the duty room of the gas station. At the Xinhong gas station in Yucheng County, law enforcement officers also found a computer connected to the front desk in a utility room. In the middle of the inspection, one of the gas stations suddenly lost power. The computer suddenly went black, which interrupted the inspection of law enforcement officers for a while. According to the regulations, each gas station is equipped with a backup power supply, and power outages are unlikely. Law enforcement officials suspect that the outage was artificial.
According to the provisions of the National Metrology Verification Regulations of the People's Republic of China, the maximum allowable error of fuel dispenser is ±0.30%. After inquiry, the persons in charge of the two gas stations admitted to using the metering cheating system, and then the market supervision department seized the two gas stations and brought back the computers and other related equipment involved in the metering cheating and handed them over to the professional department for further data recovery and verification.
After more than a month of judicial verification, recently, Shangqiu City market supervision and law enforcement officers finally determined the illegal behavior of two gas stations. The statutory verification agency identified the computer cheating system, computer host and encryption software used by the two gas stations, and confirmed that the two gas stations implemented measurement cheating through the cheating system by reading the data stored in the computer, and the positive error of the fuel dispenser was 1.02%, which was more than three times the maximum allowable error of the national standard ± 0.30% for the refueling volume of the fuel dispenser. The two gas stations involved in the case began to cheat on measurement in July 2023, and the amount of illegal gains was nearly 96,000 yuan. At present, the case is still being processed.

According to the data of the Shaanxi Provincial Administration for Market Regulation, the comprehensive management of "stealing oil" cheating by fuel dispensers will investigate and deal with 829 cases of cheating by fuel dispensers in 2023, involving an amount of 1.087 billion yuan, and 42 cases will be transferred to judicial organs.
On June 19, 2023, the law enforcement inspection of the Yan'an Municipal Market Supervision Bureau found that a fuel dispenser at a gas station in Wuqi County had not been pasted with a verification certificate, and there was no lead seal between the motherboard and the body, and it was impossible to query the information such as the monitoring microprocessor and encoder serial number of the fuel dispenser. In fact, the party used a measuring instrument that exceeded the verification period to replace the original factory motherboard of the fuel dispenser with a motherboard that could artificially set the refueling error, and set the error to 3% for external refueling (the national standard is ±0.30%), so as to achieve the purpose of metering cheating by refueling consumers less. In accordance with the provisions of Article 9 (3) of the Measures for the Supervision and Administration of Gas Station Measurement, the Yan'an Municipal Market Supervision Bureau imposed an administrative penalty of confiscation of 130,000 yuan of illegal gains, confiscation of the fuel dispenser involved in the case, and a fine of 1,900 yuan.
In March 2023, according to the clues provided by the public security department, when the market supervision department of Jiangshan City, Zhejiang Province, inspected a problematic gas station, it was found that five fuel dispensers at the gas station were installed with a cheating control board that could both "steal oil" and evade taxes. "After investigation, when cheating refueling the refueling machine, it can 'steal oil' 2%, far exceeding the requirements of the maximum allowable error of the refueling machine ± 3‰ stipulated by the national measurement; the refueling machine involved in the case also hid 111,400 liters of sales data, suspected of tax evasion of more than 90 yuan. According to Xinhua Daily on the 17th, on November 2, 2023, law enforcement officers of the Nantong Municipal Market Supervision Bureau carried out a surprise inspection of a gas station Co., Ltd. in Nantong City, and found that the fuel dispenser had the problem of modifying pulse parameters and unlocking the machine many times. After investigation, the party purchased 6 fuel dispensers with the model HM-Z224222-J from the Internet in September 2022, with a value of 445,000 yuan, and it will be put into use in January 2023. After inspection, from January 2023 to October 2023, the illegal income of the parties used the above-mentioned unqualified fuel dispensers to operate, and the illegal income was 273,300 yuan. On January 31, 2024, the Nantong Municipal Market Supervision Bureau imposed an administrative penalty of confiscation of 6 unqualified fuel dispensers, confiscation of illegal gains of 273,300 yuan, and a fine of 578,500 yuan in accordance with relevant regulations. At present, the party has replaced the illegal fuel dispenser.
According to the "Binzhou Market Supervision" news on the 7th, on December 26, 2023, when the Zhanhua District Market Supervision Bureau conducted a law enforcement inspection on the sales of refined oil products of a petrochemical Co., Ltd. in Binzhou City, a desktop computer and a controller were found in the business premises, and the controller was entrusted to the Inner Mongolia Autonomous Region Product Quality Inspection and Research Institute to conduct software testing, and the test report result was "The gas station networking system has the function of modifying the measurement data of the fuel dispenser and modifying the tax control data". After investigation, on September 1, 2023, the party purchased a communication controller and installed TkDlw software on the computer to measure and cheat on 3 diesel engines and 6 refueling guns in the gas station, and a total of 0# diesel fuel was sold for 299,267.5 yuan at the time of the case. On March 14, 2024, in accordance with relevant provisions, an administrative penalty of ordering the parties to correct the illegal acts and imposing a penalty of 300,267.5 yuan was imposed.
Why is it okay to cheat and how can I prevent it?
According to the measures for the supervision and management of gas station measurement, the fuel dispenser must be subject to the compulsory verification of the legal metrology verification agency twice a year during the use of the fuel dispenser. At the same time, according to the relevant regulations of the national metrology verification, the fuel dispenser produced after September 8, 2006 must be equipped with an anti-cheating device (automatic lock function). With these regulatory measures, why can fuel dispensers still "steal oil"?

In addition, the fuel dispenser with cheating software installed can also achieve normal refueling by clearing the deviation historical data, so that the self-locking function of the fuel dispenser is invalid. The relevant technical person in charge of Henan Zhihe Judicial Appraisal Center said.

Unit price, pay attention to check and confirm that the fuel dispenser is displayed in addition to the unit price, the rest of the display is zero, pay special attention to observe the zero return device on the fuel dispenser before refueling, and then refuel after returning to zero; after the refueling end, pay attention to whether the refueling personnel drip the residual oil of the oil gun, and verify the quantity and amount of refueling; you can observe whether the flow rate of the refueling machine is normal, the flow rate of the normal refueling machine is about 60 liters per minute, and the flow rate of the refueling machine with cheating methods such as additional pulse generators is about 80 liters per minute.
