2. Basic requirements and conditions for the transferee:
1. A legal person with independent legal personality or a natural person with full capacity for civil conduct within or outside the territory of the People's Republic of China, with good financial status and ability to pay, and with good commercial credit.
2. If the vehicle management department has relevant qualification requirements for the transferee, it shall be subject to its provisions.
3. The transferee shall pick up the car at the place designated by the transferor within 5 working days from the date of payment of the full transaction price, and go through the vehicle transfer procedures within 5 working days after receiving the vehicle, and the relevant transfer taxes and fees shall be borne by the transferee. On the day when the vehicle management office accepts the application for the transfer of ownership of the vehicle of both parties, it shall be deemed that the transfer of vehicle ownership has been completed. Once the transfer of ownership of the vehicle has been completed, no return request will be accepted.
4. The subject of this sale may involve problems such as the failure of the vehicle to start, the damage and loss of the internal parts of the vehicle, the damage to the appearance, and the annual inspection, etc., and the transferee shall solve it by itself and bear all the costs arising therefrom.

Project No.: JCGGZYTDCQ2024038 the public bidding project, the Public Resources Trading Center of Jiaocheng District, Ningde City (hereinafter referred to as the "Center") adopts the online bidding method to organize the bidding and determine the transferee. The online bidding instructions are as follows:
1. Intending bidders participating in online bidding shall jointly abide by the rules in this notice, maintain the independence and seriousness of their bidding behavior, and jointly avoid and resist mutual manipulation, collusion and other bad behaviors.
2. Prospective bidders participating in online bidding can log on to the website of the property rights trading system of the Center: (http://ggzyjy.xgw.ningde.gov.cn/) register an account for free and go through the registration and bidding procedures with the applied account number (see the project announcement "Materials to be provided by the intended bidder when registering" for details).
Note: Prospective bidders should register as members on the website of the Center, and the registration information must be true, accurate and complete. The original registered users do not need to re-register, and can directly apply to participate in this auction.
3. The intending bidder shall remit the transaction deposit to the designated account of the Center within the specified time limit (without interest, subject to the arrival time), and go through the registration and bidding procedures at the Center, and after passing the qualification examination, he can obtain the bidding qualification of the project. The name of the remitter of the transaction margin shall be consistent with the name of the bidder, and the purpose shall be marked "JCGGZYTDCQ2024038 transaction margin".
After the auction results are announced, the bidder who does not win the bid submits the Application for Refund of Transaction Deposit to the Exchange, and after being reviewed and approved by the Exchange, the transaction deposit will be refunded without interest according to the original channel within five working days.
4. The online bidding process is as follows:
1. Interested bidders log in to the website of the center to read and familiarize themselves with the "Operation Manual" and register an account for free before registration.
2. The intending bidder shall remit the transaction deposit to the account of the center before the registration deadline, and bring the registration materials to the center for registration procedures.
3. Interested bidders log in to the bidding hall to select the open bidding project and click "Apply for Bidding".
4. The Center will activate the bidding account of the intending bidder who has obtained the bidding qualification.
5. The bidder logs in to the bidding hall with the activated bidding account and selects the open bidding project to make an offer.
6. The network dynamic quotation process consists of a free quotation stage and a time-limited quotation stage.

7. In the free quotation stage, from the date of the project announcement to the start of the time-limited quotation stage, the bidder can fully quote the project target at this stage, and the quotation is valid as long as the quotation is not lower than the listing price or the price increase is according to the price increase.
The price increase of this auction is: 200 yuan or an integer multiple of 200 yuan.
8. If someone quotes in the free quotation stage, after the free quotation stage, all bidders will enter the time-limited quotation stage. The time-limited quote phase can consist of multiple time-limited quote cycles, each of which is 90 seconds. If there is no increase in the price in a time-limited quotation cycle, the current highest bidder is the buyer of the target, and the bidding activity of the subject is over; if someone increases the price during the time-limited quotation period, the quotation time is the starting point of the new time-limited quotation cycle, and then waits for a new quotation until there is no new valid quotation in the last time-limited quotation cycle, and the bidder with the current highest effective quotation becomes the buyer of the target, and the bidding activity of the subject is over.
5. After the bidding is successful, the bidding system will automatically pop up the transaction information. The successful bidder shall, in accordance with the requirements of the Open Auction Documents, sign the Transaction Confirmation with CFETS within two working days after receiving the transaction notice from CFETS. The buyer shall sign the contract with the entrusting party within five working days with the Transaction Confirmation.
6. If the bidding is successful, the buyer and the entrusting party shall sign the Contract for the Sale of Official Vehicles and pay the contract performance payment, and submit the original contract and the Letter of Surrender issued by the entrusting party to the Center, and agree to the transferee to apply for a refund of the transaction deposit, which will be returned without interest within five working days after being verified by the Center. If the auction is unsuccessful, the transaction deposit will be refunded without interest within five working days after the auction ends.
7. Reminder and handover of the subject:
1. Before participating in the bidding, the bidder should conduct an on-the-spot survey to understand the current situation of the subject matter. The survey fee of the subject matter shall be borne by the bidder. The bidding will be based on the status of the bidding assets at the time of delivery (including the status quo of procedures), and the status of the bidding object shall be subject to the current situation on site. The bidder shall be deemed to have no objection to participate in the bidding, and shall recognize the existence or possible defects of the bidding object, and promise that the risks caused by the existing or possible defects shall be borne by the transferee. After the transaction is completed, the transferee shall not reduce the bidding price for any reason, nor shall it request to cancel the contract for any reason.
2. In the event of special circumstances during the bidding process (such as the failure of the bidding system or the interference of human factors in the bidding activities, etc.), and the Center is unable to coordinate or the normal handover is affected due to force majeure, the Center and the Client shall not be liable for all losses caused thereby.
3. The transferee shall sign the "Official Vehicle Sales Contract" at the specified time, and the entrusting party shall go through the physical transfer procedures within three working days from the date of signing the "Official Vehicle Sales Contract".
8. Other agreed matters:
1. After the auction is concluded, the Center will not provide other documents related to the subject matter except for the Transaction Confirmation to the transferee.
2. If the transferee gives up or is disqualified from the transaction without reason, or the project fails to bid for other reasons, the Center may reorganize the bidding.
3. If the transferee unilaterally modifies the relevant documents without the written consent of the Center and the Entrusting Party, the Exchange and the Entrusting Party will not accept the application.
4. If the transferee fails to sign the "Contract for the Sale of Official Vehicles" with the entrusting party within 15 working days after signing the "Transaction Confirmation" due to the reasons of the transferee, the Center will treat it as a breach of contract, and deal with the subject matter again according to the circumstances, and the transaction deposit will not be returned, and the Center will reserve the right to file a compensation lawsuit against the transferee in accordance with the provisions of relevant laws and regulations.
5. In the event of a dispute during the bidding process, the parties may apply to the Center for mediation, and if the mediation fails, the parties may file a lawsuit with the people's court where the Center is located in accordance with the law.
9. Questioning and complaining
1. Questioning
1.1 If the bidder questions the "Open Bidding Document", he or she shall submit written materials within two working days before the registration deadline. After confirmation, it is necessary to modify or supplement, the entrusting party and the center can modify or supplement the "open bidding documents" before the registration deadline, and the adjustment content will be supplemented on the website of Ningde Public Resources Trading Center (http://ggzyjy.xgw.ningde.gov.cn/), and the supplementary announcement content is regarded as part of the "open bidding documents", and the center will not be notified separately. Late or oral doubts will not be accepted.
1.2 If the result announcement is challenged, the challenge materials shall be submitted to the Center in writing within 2 working days from the announcement (only for the project parties), and the overdue or oral doubts will not be accepted;
1.3 The challenge materials shall include the following main contents:
(1) The basic information of the challenger, including, at least, the full name, address, postal code, telephone number, etc.;
(2) The basic information of the challenged project, including at least the project number, project name, etc.;
(3) the specific matters challenged and the factual basis;
(4) Other materials that should be submitted
1.4 Reply to the question: The center or the entrusting unit shall reply within 7 days from the date of receipt of the letter of challenge.
2. Complaints
2.1 In the event of a dispute in the process of property rights transaction, the parties may apply to the property rights trading institution for mediation. When the dispute involves a property rights trading institution, the parties may apply to the regulatory authority of the property rights trading institution for mediation, or may apply to the arbitration institution for arbitration or file a lawsuit with the people's court in accordance with the agreement.
