At that time, the Qing government used this method for Mongolia, and there was a more "useful" means, that is, to encourage more people to believe in Buddhism and become lamas, so that they could not have children, and these methods were indeed effective.
When the Qing Dynasty was strong, it was still able to control Outer Mongolia, but later, the Qing government was poor and weak, and many countries wanted to bite the Qing government and obtain a lot of wealth.
At this time, the Qing government had no way to take care of some places, and Outer Mongolia had its own ideas at that time.
As we all know, some ethnic minorities practice Tibetan Buddhism, and the same is true of Outer Mongolia, and Jebtsundamba Bokdoggan is the eighth reincarnation of the living Buddha.

He was originally born in Vokaba Zhuo, Tibet, but at the age of four, he was chosen to go to Mongolia, but for four years after 1908, he suffered from some physical illness and became blind.

In 1911, he saw the opportunity to declare the formal independence of Outer Mongolia, and he took advantage of this opportunity to sit on the position of emperor of Outer Mongolia.
However, his reign as emperor did not last a few years, because in 1915, due to various problems, Outer Mongolia did not succeed in becoming independent, but it had a high degree of autonomy.
Later, the government of the Republic of China sent Xu Shuzheng to Outer Mongolia, and after he arrived in Outer Mongolia, he put Bokdoggen under house arrest, which means that Bokdoggen is the leader of Outer Mongolia on the surface, but in fact he has no real power.
In 1921, however, a baron succeeded in capturing Outer Mongolia by force and freed Bokdoggen, and then joined forces to drive out the Beiyang warlords.
But before Bokdoggen could be happy, his power was once again hollowed out, which made him clearly realize that he wanted to live in peace unless he relied on one force.
So he wanted to take refuge in the government of the Republic of China, so he also deliberately found someone to go to Inner Mongolia and wanted to ask for help from the government of the Republic of China, but his request was not successfully realized in the end for various reasons.
After another three years, Bokdoggen died, and it stands to reason that if it were not for the Mongolian People's Revolutionary Party announcing that the living Buddha would no longer be reincarnated, there should still be a reincarnation of the living Buddha.
After Bokdoggen's death, the Mongolian People's Republic was officially established, and after his death, the princes and nobles of Outer Mongolia continued to live their old lives, but in 1935, these people would have their own end.
Because Outer Mongolia was relatively influenced by the Soviet Union at that time, the Soviet Union invaded Outer Mongolia in all aspects, so when the Soviet Union carried out the Great Purge, Outer Mongolia was affected, and it also followed the Soviet Union to carry out the Great Purge.
Everyone also knows that the Great Purge of the Soviet Union was very cruel, and many important officials lost their lives in the Great Purge, not to mention those minor officials, and everyone in the Soviet Union at that time was in danger.

During the four years from 1935 to 1939, the population of Outer Mongolia decreased dramatically due to the Great Purge, and Outer Mongolia at that time did not have much population, with a total of about 600,000 to 800,000.
But a purge caused a full sixth of the population of this place to be lost, which was simply a worse situation for Outer Mongolia, which was already in dire need of population.
Under the Great Purge, the Soviet Union swept away many pro-Chinese forces, and then through the operation of the Soviet Union, Outer Mongolia completely fell into the camp of the Soviet Union.
