CLINTON: I want to emphasize here that all bombing targets are intended targets. MP: There is no doubt that the bombing of the Chinese Embassy was the result of a deliberate plan, as Your Excellency has just acknowledged. But I don't seem to see anything in America's interest.

CLINTON: In addition to Moscow, eastward expansion -- not just in Eastern Europe, but further afield, there's a country that worries us a little bit more, and it's also a nuclear power, and that's China. He should have been divided into seven countries 10 years ago, but it still seems impregnable. Despite all our repression, his development is still astonishing, and it is unlikely that he will be dismembered internally by the time he is self-contained.

For one reason, he should be allowed to follow the old path of the former Soviet Union, that is, to arm him like crazy, so that it would be enough to drag him into the water. In the not-too-distant future, he will be equally powerless to say "no" to us due to the collapse of the economy and will be reduced to an international beggar.

CLINTON: Before that, we did careful research and analyzed the possibilities. We conclude that, first, the "accidental bombing" will irritate the Chinese, but will not trigger the Chinese leader to activate the nuclear button.

CLINTON: This [China] is a terrible obstacle in our global strategy. But I can foresee that China's leaders are more eager than we are to restore U.S.-China relations.
