On April 18, at the Shenzhen Concentrated Contiguous Area Investment Promotion Conference, Guangming District focused on promoting the first batch of seven concentrated contiguous areas for investment promotion, covering Guangming Central District, Guangming City Station Headquarters Economic Cluster Area, Maozhou River Central Waterfront, Guangming Four Advanced Manufacturing Parks and other key development areas, with a total scale of 1,647 hectares and a total of 429 hectares of investment land, of which the first batch of 7 investment areas with 175 hectares of land, including 83 hectares of industrial land, 76 hectares of residential land and 16 hectares of commercial land. In the future, these concentrated contiguous areas will become a strong support for Guangming to enhance the competitiveness of industrial clusters, the carrying capacity of regional development, and the adsorption capacity of investment promotion.

Guangming Science City is located at the core node of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor, and is a pilot launch area for a comprehensive national science center in the Greater Bay Area, shouldering the important mission of building a world-class science city. With a planning area of 99 square kilometers, Guangming Science City has concentrated on 24 major scientific and technological innovation carriers around the three major directions of information science, materials science and life science, and 20 are under construction and operation.

At present, Guangming District is making every effort to build a source of original innovation, a pioneer of scientific research and economy, and a gathering place for innovative talents, ushering in a "leap period" of late-mover advantage catch-up, which will become a new driving force for Shenzhen's high-quality development.

Seven major areas were unveiled to attract investment, and large projects were driven by large areas

The reporter learned that this time, Guangming District launched a total of seven concentrated contiguous areas for investment promotion. The investment promotion area launched this time has obvious geographical advantages, clear development positioning, and rich and complete basic facilities such as education, medical care, entertainment, commerce, parks, and greenways, which will be a "good land" and "treasure land" to support the economic and social development in the next stage of Guangming.

As the "living room" of Guangming City, Guangming Central District is an international, high-quality and high-quality public service supporting area of Guangming Science City, and is being built into a first-class central business district with industry-city integration, complete functions, beautiful environment, comfort and livability of Guangming Science City. The investment promotion mainly involves urban renewal projects such as Vitasoy Area, Dongzhou Area, Zhuyuan Area, and Dajieda Industrial Zone. Nanzhuang Area is an important part of the central group of Guangming District, close to the Guangming District Cultural Center, north of Honghuashan Sports Center, adjacent to Maozhou River and Honghuashan Park, relying on excellent ecological foundation and high-quality cultural and sports facilities to create an urban ecological vitality neighborhood center. The Guangming City Station Area will strive to become a collaborative demonstration area between Guangming Science City and Hong Kong in science and technology innovation, and a headquarters economic agglomeration area characterized by "science and technology enterprise headquarters + scientific transformation services + diversified urban services".

Guangming District is an important node of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor and an important advanced manufacturing base in the city. This time, Guangming District has four major areas as advanced manufacturing parks, with an area of more than 260 hectares of investment land, attracting advanced manufacturing enterprises to settle down with abundant concentrated and contiguous space. Taking the Minghu Zhigu Area as an example, the area will be shaped into the first "Production-Production Integration Demonstration Zone" in Guangming District, and build a new industrial community for intelligent sensing in the Greater Bay Area by combining the industrial foundation of intelligent sensors in Guangming District. In addition, the Changzhen Area and the Tutianpu Area are all important parts of Shenzhen's "20+8" industrial cluster layout, with the Changzhen Area taking the high-end medical device industry as the core, and the Baihua Area building a "1+1" industrial system of integrated circuits and intelligent manufacturing, and creating a bright demonstration area for the conversion of old and new kinetic energy and intelligent manufacturing agglomeration. These advanced manufacturing parks will gather their fingers into a fist and jointly become a strong support for the bright development of new quality productivity.

As a scientific and technological innovation cluster, the Guangming Science Park area is of great significance in the territory of Guangming Science City. The area is located in the geographical center of Guangming, adjacent to the Guangming Central District and the Guangming Science City Industrial Transformation Zone. As the "one main and two secondary" installation area of Guangming Science City, the Guangming Science Park area will give priority to the layout of scientific and technological innovation facilities such as large scientific installations, scientific research institutions combining production, education and research, shared laboratories, and industrial transformation incubation platforms, and is a scientific and technological innovation cluster for industrial transformation in the Science City.

Adhere to the "space is king" to ensure that high-quality projects have a place to land

In recent years, Guangming District has adhered to the four-chain integrated development direction of "innovation chain, industrial chain, capital chain and talent chain". In 2023, the regional GDP will be 152.664 billion yuan, an increase of 9.0 percent, the investment in fixed assets will be 108.971 billion yuan, an increase of 15.7 percent, and the added value of industry above designated size will be 100.697 billion yuan, an increase of 9.2 percent. In the past five years, it has set a "high rate" of 9.1% annual growth rate of regional GDP. Adhering to the principle of "space is king", Guangming District has released 3 square kilometers of contiguous industrial land in the past three years through large-scale land preparation, realizing the strategic goal of "land and other projects, space and other industries", ensuring that high-quality industrial projects can be settled in Guangming, and high-quality talents can live and work in peace and contentment in Guangming.

Focusing on strategic emerging industrial clusters such as ultra-high-definition video displays, high-performance materials, and smart sensors, as well as future industrial clusters such as synthetic biology, Guangming District continues to optimize the business environment and provide high-quality industrial space, and has gathered 1,925 industrial enterprises above the designated size, 34 listed companies, 9 10-billion-level enterprises, 1,911 national high-tech enterprises, and 971 "specialized, special and new" small and medium-sized enterprises.

The reporter noted that the number and area of the first batch of investment promotion areas in Guangming are in the forefront of all districts in the city, which fully reflects the importance of Guangming District to the development and construction of concentrated contiguous areas, and also reflects the effectiveness of Guangming District's efforts to improve industrial space.

In order to make high-quality projects come and have a place to land, Guangming has been working hard. Starting from 2022, Guangming District has systematically sorted out 38 square kilometers of inefficient industrial land in the whole region, coordinated the promotion of contiguous industrial space, and released a total of 2.15 square kilometers of contiguous industrial land in two years, and will further release 1.05 square kilometers of contiguous industrial land in the next two years.

At present, Guangming's six "square kilometer-level" new industrial communities have become a trend, including a number of key areas promoted this time. Walking into the Minghu Zhigu project, the towering tower crane rotates, and the workers are in full swing to promote the construction. Located in the western center of Guangming District, at the intersection of Guangming Avenue and Songbai Road, the Minghu Zhigu (Depot Area of Line 13) project is the first business card of the "5+8" contiguous industrial space in Guangming District, and it is also the face of the blockbuster construction of 6 "square kilometer-level" new industrial communities.

For eight consecutive years, the city assessment task has been exceeded, creating a "new benchmark" for land preparation

On January 2 this year, the commencement ceremony of the city's first batch of new projects in 2024 was held in the square kilometer-level Xinxing Lake Science and Technology Industry Community built by Guangming District. This flat and open industrial land has an implementation area of 1.3 square kilometers, and has fully completed land preparation, released 61 hectares of industrial land, and landed three high-quality projects such as Feirongda and Komen Medical, which will contribute an output value of 35 billion yuan after completion.

This is a vivid practice of Guangming to grasp the preparation of industrial space. On the basis of the 1.0 model of "large corps tackling tough problems" for secondary land development, the 2.0 model of "overall development and accounting of key areas", and the 3.0 model of "comprehensive use of policy tools for secondary development of key areas", the land preparation work in Guangming District has been continuously upgraded and developed on a new path. What remains unchanged is that Guangming District continues to settle in Guangming with more space and higher standards to serve high-quality industries, and build a development pattern of "Science City + Contiguous Industrial Space".

In 2023, the land consolidation department of Guangming District, all streets and communities, adhere to the guidance of party building, focus on improving the quality and efficiency of key industrial areas and important livelihood projects, and innovate the 4.0 model of land secondary development in large areas, the supply of high-quality industrial space for "industrial upstairs", district-street linkage and departmental linkage, etc., with 158.39 hectares of land preparation and storage throughout the year, with a completion rate of 144%, and 40.45 hectares of excess land supply for urban renewal ahead of schedule, with a completion rate of 149.8%, and the release of "5+8" 101.6 hectares of contiguous industrial land, and the signing rate of contiguous industrial land projects in Baihua area reached 100%......

The construction of Guangming Science City is a major event related to Guangming and even Shenzhen's foundation and long-term benefits, and the contiguous industrial space is the basic project for the development of Science City. Guangming District will continue to polish the golden signboard of "Guangming Land Consolidation", promote the quality and efficiency of land space, and provide sufficient and high-quality space guarantee for accelerating the construction of a "world-class science city and the northern center of Shenzhen".
