In order to allow truck drivers to better integrate into urban life, participate in grassroots governance, and share the fruits of development, in recent years, Beilun District has focused on how to manage and serve truck drivers, a new employment and new business group, insisting on party building cohesion and adding impetus to service, and vigorously exploring the community-based, full-cycle, and intensive service model of truck drivers, so that truck drivers can settle down in Beilun and feel at ease in Beilun, so as to ensure the efficient operation of Ningbo Zhoushan Port and forge the "hard core force" of the port.

With the rapid development of the port economy, the phenomenon of "truck siege" has become increasingly apparent. Every day, more than 20,000 trucks travel between the port area and the city, and residents are overwhelmed by congestion and illegal parking. In accordance with the general idea of "planning to build a new batch, cleaning up and vacating a batch, and standardizing and upgrading a batch", through three years, 67 storage yards, 30 parking lots, and 9 large warehouses will be vacated, and a number of intensive, digital, and three-dimensional truck parking lots and container yards will be built at the same time. Through the combination of dredging and congestion, the improvement of the port's collection and distribution capacity, the improvement of the regional traffic environment and the leap in the quality of the city can be realized.
In 2023, as the first container truck quickly drove into the temporary parking lot of Meishan Beiba located at No. 99 Meidong Road, Meishan Street, the first batch of three temporary truck parking lots in the rectification and upgrading action - Xinqi Hengpu, Meishan Beiba, and Guo Juzhi South Temporary Truck Parking Lots - began to be put into use, adding nearly 5,000 truck parking spaces in total, and realizing the comprehensive clearance of "zero" illegal parking of container trucks in the restricted area.
With the continuous advancement of the renovation of "two fields, one warehouse and one center", the truck driver service matrix has been fully formed. In 2023, Lujiang Industrial Community, Chaiqiao Street, Beilun District, together with the Logistics Development Company of the Development Zone, will build a party and mass service center of the transportation base that integrates the driver's home, the driver's living room, the shared court, and the Kasao's Gongfu Workshop in the form of party building and joint construction, and revitalizes the resources of state-owned enterprises, effectively integrating the financial, hospital, school and other resources in the region, so that truck drivers who work and live in this area can enjoy more convenient production services and life services. Such service positions such as the Party and Mass Service Center, the Driver's Home, and the Yongai E Home are widely distributed in the parking lots of various trucks and the driver's concentrated residential areas in Beilun, forming a "15-minute driver service circle" integrating government services, party and mass services, and life services.

How can we change the current predicament from point to point? With party building as a breakthrough, the party committee of the transportation industry in Beilun District was established, and a truck driver management mechanism was formed under the leadership of the district committee, the two new working committees of the district party committee took the lead in grasping the general, the industry party committee took the lead in the supervisor, the member units coordinated and cooperated, and the street community implemented the specific implementation of the truck driver management mechanism.
"Teacher, may I ask if the truck trailer operation certificate is lost, how to replace it?" Because the truck driver usually spends most of his time in the car, coupled with the asymmetry of information, it is inconvenient to handle affairs in the local area. In order to solve this kind of situation, the party committee of the district transportation industry started from the actual needs of truck drivers, took party building and co-construction as a link, built a "transportation steward" alliance, gathered resources from transportation, public security, human resources and social security, federation of trade unions and other departments, optimized the group security mechanism of truck drivers, and promoted the high-quality development of the industry. At the same time, the industry party committee has established a contact and visit mechanism for party committee members, and has built a closed-loop management mechanism for the collection, submission, processing, feedback, and return visit of difficult demands, and has made efforts to solve the practical difficulties of truck drivers from all aspects through various carriers and methods such as project claim, driver face-to-face, and the "Smart Sequence Port City" digital platform.
At the same time, an industrial community will be set up in the gathering area of freight enterprises and truck drivers, and the daily work of party building, public service and social governance in the park will be comprehensively coordinated. Under the leadership of the community party committee, the "mobile party members are investigated and managed" action was carried out, and the mobile party members of truck drivers were included in the management of 15 industrial community party organizations in the rented areas, and 14 mobile party branches of truck drivers were established with social workers as branch secretaries; Set up an online "cloud branch" for truck drivers, so that they can receive information, understand policies, and feedback needs anytime and anywhere.

In view of the characteristics of truck drivers who are "always on the road and on the Internet", we adopt a community-based service model and adhere to the concept of "drivers who undertake flowing water in the iron-clad community", so as to warm people's hearts and win people's hearts with service effectiveness. Through offline play of the "1+3+N" grid role, online formation of WeChat groups, etc., relying on Yongai E-home, Driver's Home and other service positions, 8,350 truck drivers with relative routes and fixed residences were investigated and managed.
In view of the "key little things" such as eating and going to the toilet for truck drivers and the "worries" of family employment and child care, starting from the perspective of people and taking life development as the main line, we have innovatively sorted out the "full-cycle service list", starting from 12 key nodes such as entry, planning, social security, and care, and comprehensively launched 80 service projects, each of which is striving to solve the "worries" of truck drivers.
"Of course, our main concern is the level of salary. "Every truck driver looking for a job wants a higher salary. Xiapu Logistics Industrial Community starts with the wages that truck drivers are most concerned about, and promotes the establishment of a collective bargaining mechanism for industry wages. On the basis of fully understanding the operation of enterprises and the income level of drivers, through collective negotiation of industry wages, the wage level of industries in the region will be reasonably improved.
At present, the "full-cycle service" from point to surface, service standards and projects have gradually covered the whole region, has helped to solve the problem of 825 truck drivers' child care, opened a "card sister-in-law" common wealth workshop, 58 card sisters-in-law employment at the doorstep, helped 230 driver families to increase their income by 1,000 yuan per month, carried out 125 vocational skills training for truck drivers, expanded the vocational skills space of truck drivers, and helped 26 truck drivers successfully transfer jobs.
Last year, Beilun District officially released the province's first "Truck Driver Full-Cycle Service Specification" group standard, standardizing and standardizing the work experience of the past ten years.

Today, Zhu Ruishen has become the most beautiful truck driver in Zhejiang Province and the "Good Man of Beilun", and the volunteer team of truck drivers "Red Ants" of which he is the captain has attracted more than 200 registered members to join, and has participated in 5,100 hours of autonomous services such as order maintenance in the park, post station duty, and night patrol.
