On April 17, two major projects in Tiexi District (Economic Development Zone and Zhongde Park) started on the same day, namely the Dongda and Tai Metamaterials Research Institute and Aviation New Materials Production Base Project with a total investment of about 1 billion yuan, and the Sino-German Park Energy Integration Zero Carbon Industrial Park and Shenyang Microcontrol Maglev Application Industrial Base Project with a total investment of about 3 billion yuan.
One produces new materials, the other outputs new energy, and from the perspective of industrial logic from the start of the project, Tiexi District is making efforts to "new", accelerating the conversion of new and old kinetic energy, and accumulating momentum for high-quality development.
It is reported that the Dongda and Tai Metamaterials Research Institute and the Aviation New Materials Production Base Project are committed to building a world-class R&D base for the preparation and molding of advanced materials. The project is invested and constructed by Shenyang Hetai New Materials Co., Ltd., located in Shenyang Economic and Technological Development Zone, covering an area of 100 acres, mainly building comprehensive buildings, laboratories, R&D centers and other facilities. The first phase covers an area of 29,000 square meters, and the second phase covers an area of 40,000 square meters. The project mainly produces aircraft engine blades, turbine discs, armor plates, high-pressure pump plungers and other equipment, which is of great significance to improve the equipment production level of Shenyang and ensure the five major safety. The project is scheduled to be completed and put into operation in April 2026, with an average annual output value of 1 billion yuan and an average annual tax revenue of 35 million yuan.
On the same day, the Sino-German Park Energy Integration Zero Carbon Industrial Park and Shenyang Microcontrol Maglev Application Industrial Base Project was invested and constructed by Shenyang Microcontrol Flywheel Technology Co., Ltd., covering an area of 242 acres and a new construction area of 150,000 square meters. The first phase of the project invests 450 million yuan, mainly building R&D, testing centers, production workshops, comprehensive buildings and other facilities, building new maglev flywheel production lines and high-speed maglev motor production lines, focusing on the development and production of active maglev flywheel energy storage technology and products, and high-speed maglev motor products. After the completion of the first phase of the project, it can produce 10,000 units of maglev high-speed flywheel energy storage system products and 10,000 units of high-speed maglev motor products, with an annual output value of 5 billion yuan.
The project is also another major measure for Zhongde Park to accelerate the layout of the new energy track and accelerate the formation of new quality productivity, which will provide strong support for Shenyang to build a "energy storage capital". "We aim to build a complete and efficient physical energy storage industry chain through the base project, which is not only a strategic need for the development of microcontrolled flywheel enterprises, but also a need to achieve the goal of carbon neutrality with high quality. In the future, Microcontrol will take the industrial base as a platform to continuously cooperate and innovate with universities and institutes, and build the base into a 'test field' for new quality productivity. At the groundbreaking ceremony, Shenyang Microcontrol Flywheel Technology Co., Ltd. signed on-site contracts with six of the first batch of enterprises in the park, including Liaoning Provincial Communications Construction Investment Group Co., Ltd. and Hubei Shunyi Technology Co., Ltd., and the Economic Development Zone and the Sino-German Park Management Committee also signed investment cooperation agreements with six enterprises including Juneng Energy Storage Technology (Liaoning) Co., Ltd. and Guoneng Biopower Group Co., Ltd.
The project started, the enterprise was on the "chain", and the new quality productivity project was accelerating to Tiexi. Since the beginning of this year, 171 key projects represented by BMW's new power batteries, Huaxiang New Energy Automobile Industrial Park, North Biomedical Technology Industrial Park Phase II, and Heraeus Shin-Etsu Quartz have resumed work in batches, completing 38% of the annual plan, with a total investment of 105.6 billion yuan, and the total number of projects expected to resume work in the second quarter will exceed 350.
