In April 2021, the Office of the CPC Central Committee and the Office of the State Council issued the "Opinions on Establishing and Improving the Value Realization Mechanism of Ecological Products" to systematically deploy the establishment and improvement of the value realization of ecological products. In January 2022, the "Opinions of the State Council on Supporting Guizhou to Blaze a New Path in the Development of the Western Region in the New Era" clearly supported Guizhou in researching the establishment of an ecological product trading center.

In recent years, the Provincial Party Committee and the Provincial Government have attached great importance to the establishment and improvement of the value realization mechanism of ecological products, actively explored, and strived to make new achievements in broadening the transformation path of the "Two Mountains".
In August 2022, the General Office of the Provincial Party Committee and the General Office of the Provincial Government issued and implemented the Action Plan for Establishing and Improving the Value Realization Mechanism of Ecological Products in Guizhou Province, deploying six key tasks, including establishing an ecological product investigation and monitoring mechanism, building an ecological product value evaluation mechanism, and improving the ecological product management and development mechanism;
The gross ecosystem product (GEP) accounting system was constructed and the trial calculation was carried out.
In Chishui, Dafang, Jiangkou, Leishan and Duyun, the pilot projects of the provincial ecological product value realization mechanism have achieved positive results.
Seizing the major historical opportunity of the National Development [2022] No. 2 document, in July 2023, the Guizhou Ecological Products Trading Center was officially established.
Promote the realization of the value of ecological products and the signing of the first batch of provincial forestry carbon ticket transactions.
"We should give full play to the role of market-oriented allocation of ecological resources, transform the ecological value contained in it into economic value, gradually solve the problems existing in the realization of the value of ecological products, encourage all parties to participate in the restoration of ecological environmental protection, and improve the supply capacity and level of ecological products. Peng Xianhua, deputy director of the Provincial Development and Reform Commission and director of the Provincial Food and Reserves Bureau, said that the Provincial Development and Reform Commission will work with the Provincial Department of Ecology and Environment, the Provincial Forestry Bureau and other departments, together with the cities and prefectures, with the participation and support of the whole society, to jointly promote the realization of the value of ecological products in our province to a new level.
Peng Xianhua introduced that our province will focus on promoting several tasks:
Establish a monitoring and evaluation mechanism for the value of ecological products. Carry out basic information surveys on ecological products, compile the "Guizhou Provincial Ecological Product Catalogue List", and establish an ecological product investigation and monitoring system and a dynamic monitoring mechanism for ecological products.

Vigorously develop the ecological industry. Relying on ecological advantages, we will promote the cultivation of ecological agricultural varieties, improve quality, build brands and standardize production, develop leisure tourism and health care industry, activate the ecological and cultural functions of "lucid waters and lush mountains", realize "green and rich", and accelerate the construction of world-class tourist destinations; seize the new track of "replacing plastic with bamboo" and promote the development of "replacing plastic with bamboo" in the whole province.
Promote the realization of the value of equity ecological products. Develop forestry carbon sequestration products, promote the development of forestry carbon sequestration economy, promote the reform of water rights trading, promote the market-oriented operation of water rights, and develop products with economic value around the regulatory functions of natural ecosystems, such as water conservation, carbon sequestration and oxygen release, climate regulation, water purification, and conservation of water, soil and biodiversity.

Improve the green system. Innovate the green credit mortgage and pledge guarantee model, explore innovative green financial products, and use the ownership of ecological resources for credit loans and mortgage loans, and transform them into green financial assets.
Increase the premium of ecological products. Create a more beautiful environment and more convenient infrastructure for "lucid waters and lush mountains", and maximize the value of ecological products. Build and make good use of the Guizhou Ecological Products Trading Center, create characteristic brands, provide more and more high-quality ecological products, extend and expand the functions of ecological products, and create more "gold and silver mountains" in the premium.
