Wang Weifeng stressed that it is necessary to make every effort to do a good job in the prevention and control of wheat diseases and insect pests, and all counties (cities, districts) should attach great importance to it, persist in grasping small diseases as early as possible, and control them in a unified manner, strengthen monitoring and early warning, and issue short-term forecasts and prevention and control warnings in a timely manner; they should strengthen scientific prevention and control, carry out regional emergency prevention and control of stripe rust in a timely manner, and unswervingly adhere to the principle of "spraying pesticides in full ears and taking the initiative to prevent them" and "base themselves on prevention and watching the sky to spray pesticides"; and they should strengthen unified prevention and control, implement territorial responsibilities, and ensure that no major pests and diseases spread and become epidemics. It is necessary to comprehensively carry out the large-scale improvement of grain and oil crops, with the goal of stabilizing the area, focusing on yield, and improving production capacity, and build a number of "experimental areas and high-yield areas" around the main grain and oil crops and new agricultural business entities, and cultivate a number of high-yield models.
