Parent pick-up and drop-off blocked the community work class, and took multiple measures at the same time
Since June 2023, Guangzhong Road Street has successively received 4 cases of 12345 citizen service hotlines, reflecting that the main gate of Guangling Road Primary School (Branch) located at No. 4 Guangzhong Fourth Village is at the intersection of students, parents and people and vehicles in the community during school hours, resulting in the already narrow road congestion in the community, which not only has potential safety hazards, but also brings inconvenience to residents. In this regard, many departments of the sub-district have taken coordination measures with the property of the community and the school, but the desired effect has not been achieved.

As a stock of difficult contradictions, the street focused on discussion at the contradiction handling coordination meeting held in the second week of each month, and made it clear that the safety office would take the lead, and multiple departments would set up special work teams to jointly promote the resolution.
Soon, the work team held an on-site meeting in the school, and found that the congestion time was concentrated in the afternoon after school, and there were four main reasons: first, parents arrived at the school in advance, the number of people waiting in the concentration was large, the time was long, and individual battery cars were parked at the school gate; second, there was an express delivery point at the school gate, and the delivery was frequent and all were motor vehicle transportation; third, there were motor vehicles parked for a long time by the school wall; fourth, the school hours overlapped with the off-duty time of some residents. A number of factors combined to exacerbate the blockage of the channel.

In view of these reasons, on the one hand, the working group coordinated the school to take measures, including staggered peak hours, 8 classes in the first grade took the main gate, and 8 classes in the second grade took the side gate of Guangling 1st Road, and released 2 classes every 10 minutes, and publicized to parents to arrive at the designated time to reduce gathering and waiting; during school hours, the "small hands holding big hands and green school protection" action was carried out, requiring students to walk to school within 100 meters of their own school bags to reduce the impact on the surrounding residents, and recruiting volunteers from the parent committee to take turns on duty to strengthen the guidance of parents picking up and dropping off.
On the other hand, coordinate the functional role of other units and departments. The full-time staff of the Safety Office assisted in guiding the evacuation at 16-18 o'clock, placed signs and asked the special security to maintain order at the scene, and guided motor vehicles to detour; the urban construction center connected with the property of the community to negotiate the expansion of the motor vehicle parking prohibition area; and the police station strengthened the police force to protect the school at the school gate during school hours. At the same time, it also negotiated with the express delivery point, and the delivery vehicle did not enter this road at 16-18 o'clock, and if it was necessary to deliver the goods, the vehicle turned into the rear channel and unloaded with a trolley.

From 16:30 to 17:30, the whole school process was generally orderly and stable, and the grid staff and police came to the scene to inspect the order. The staff of the express delivery and receiving point said that after negotiation, most express companies can abide by the agreement and deliver the goods before 16 o'clock to avoid the peak of the school year. Occasionally, when school is dismissed, the vehicle will be coordinated to transfer to the rear passage of the community.
Promote the resolution of difficult and complex contradictions at the grassroots level
For complex problems such as "regular congestion" at the school gate, Guangzhong Road Street has established a set of "difficult and complex contradiction resolution mechanism" through nearly a year of exploration, which is mainly grasped by the Party Working Committee of the street and led by the Da'ankou (safety, petition, justice, and emergency) departments. Up to now, 31 reported contradictions have been received, 27 have completed closed-loop disposal or the situation is stable, and 4 are under discussion and disposal. In the first week of each month, all departments of the street and residential areas report the difficult problems that have not been disposed of, and through the list management, the disposal table is updated on a rolling basis, and the disposal is completed in a timely manner;

It is reported that the Guangzhong Road sub-district will also invite lawyers and police officers to participate in regular work meetings to provide legal support for difficult contradictions. For contradictions involving a large number of units, strive for the resources and technical support of higher-level departments, and comprehensively promote the resolution of contradictions at the grassroots level.
