On April 13, 2024, the 4th Joint Technical Exchange of the Three Academies with the theme of "People's City, People's Planning" returned to the banks of the Huangpu River and was held in the Kapok Hall of the South Hall of the Shanghai Design Center of the Shanghai Planning Institute. Shi Nan (video), Wu Jiang and Yang Dongyuan delivered speeches on behalf of the Urban Planning Society of China, the Shanghai Urban Planning Society and the Shanghai Urban Planning Industry Association respectively, and Zhang Fan, President of the Shanghai Planning Institute, delivered welcome speeches on behalf of the organizers. The review experts and the main leaders of the three institutes who attended the meeting were: Sun Jiwei, Wang Kai, Wu Jiang, Yang Dongyuan, Zhang Fan, Xiong Jian, Zhang Shangwu, Tang Zilai, Zheng Degao, Tu Qiyu, and Sun Juan. The meeting was chaired by Luo Yi, Vice President of Shanghai Planning Institute, and Professor Zheng Degao and Professor Tang Zilai served as academic chairs in the morning and afternoon respectively. Representatives of the Shanghai Urban Planning Society, the Shanghai Urban Planning Industry Association and the Shanghai Metropolitan Area Planning Research Alliance shared this academic feast in the form of online and offline with colleagues from the three institutes.

From the perspective of work characteristics, this work embodies three changes: the transformation of technical logic, based on the three key clues of function, people and space, to achieve the value drive of the high-quality development period, the transformation of work mode, focusing on the process, gathering consensus, and high-frequency interaction, and the transformation of governance means, combining near and far, and establishing an action framework of "a game of chess".

This master plan evaluation will combine consistency assessment and effectiveness assessment to study and judge the medium and long-term key issues faced by Shanghai, and promote the in-depth implementation of the master plan. As the first cross-domain key functional area implementation special plan in the field of carbon peaking and carbon neutrality in China, this work focuses on target decomposition, collaborative design, construction guidance and control, integrates multidisciplinary green and low-carbon theories and technologies, and establishes a "dual carbon" oriented approach to carbon peaking and carbon neutrality The objective assessment and decomposition method of the strategy constructs a locally implementable low-carbon technology integration and collaborative design method and a quantitatively conductable near-zero carbon construction guidance and control system, and proposes a new dual-carbon special planning and design method and a cross-regional integrated planning and coordination method.

Based on the ten-year summary of Shanghai's "15-minute community life circle" planning practice, the study conducts a comprehensive exploration from two levels: top-down and bottom-up. At the top-down level, through the top-level design covering indicators, results, and monitoring systems, we will help the community renewal action covering the whole city, and evaluate the effectiveness of the implementation based on the 400,000 questionnaire system. At the bottom-up level, taking Nanjing West Road Street as a pilot sample, we will carry out innovative exploration on the core issues that need to be improved in four types of planning: "connotation expansion, fine guidance, character shaping and resilience empowerment".

The Guidelines for the Construction of Barrier-free Environment in Public Spaces along the Yangpu Riverside are the first guidelines for the construction of barrier-free environment in public spaces in Shanghai, and they are also an important practice for the construction of "one river and one river" to move towards refined governance. The guidelines adhere to the principle of "quality development and precise policy", and improve the standard on the basis of the existing barrier-free construction norms according to the characteristics of industrial heritage-type waterfront space, and insist on leaving the best resources to the people. At the technical level, we have built a "1+X" Binjiang service model for helping the disabled, and at the action level, more than 20 units have "collaborative practice and integrated innovation". The process of promoting the project is also the whole process of promoting barrier-free culture to the whole society.

Taking the Ningbo Zhonghe Area as an example, this study explores a new model of the renewal planning process of the area, and coordinates the generation and implementation of the project with the satisfaction of all parties as the core. It mainly includes four steps: mapping needs, generating a list of problems, wishes and development lists, leading by design, deepening design and coordinating high-quality placement, multi-party financing, comprehensively considering four types of funding sources and various income methods of government investment, platform financing, private capital and residents' self-raising, and innovating policies to break through the blockages of management, planning and land policies to promote the implementation of projects.
