It is illegal to occupy or block fire escapes
Article 28 of the Fire Protection Law of the People's Republic of China stipulates that no unit or individual shall damage, embezzle, or dismantle or stop using fire-fighting facilities and equipment without authorization, shall not bury, occupy, or block fire hydrants or occupy fire spacing, and shall not occupy, block, or close evacuation channels, safety exits, and fire truck passages. Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue.
If there is any violation of these provisions, according to the provisions of Article 60, Paragraph 3 of the "Fire Protection Law": if the unit has the illegal act of occupying, blocking, or closing the safety exit, it shall be ordered to make corrections and shall be fined not less than 5,000 yuan but not more than 50,000 yuan.
What is a Fire Escape?
1. Safety exits refer to evacuation stairs or exits that lead directly to the outdoor ground level in accordance with the regulations. In order to be able to evacuate people and remove valuable materials quickly and safely in the event of a fire, and to reduce fire damage, it is necessary to design a building with a sufficient number of safety exits.
2. Evacuation stairs refer to indoor stairs and outdoor stairs that have sufficient fire prevention capacity to serve as vertical passages. The staircase as a safety exit is the main vertical traffic space in the building, which is not only an important passage for personnel evacuation and safe evacuation in the vertical direction, but also an auxiliary offensive route for firefighters to extinguish fires.
3. The fire lane refers to the road for fire trucks to pass through in the event of a fire. According to the regulations, the net width and clearance height of the fire lane should not be less than 4.0 meters, and the slope of the open space for fire trucks to stay should not be greater than 8%, and vehicles are not allowed to park on the fire lane to prevent blockage in the event of a fire.
